  1. page 109 specifically section (k) appears to be relevant in this case leading to the necessity of a partial up to full refiund involving a maximum of some £1.2m . That is why WBC dilly-dallied on the investigation; why the oifficers criticised the service provider but went no further; why A4e criticised the service provider but went no further; whty the whistleblowers were shelved for so long

    The veil is lifted!!!
