Councillor Cherry Povall is a Conservative Party councillor for Clatterbridge ward and is also a magistrate (also known as Justice of the Peace). However these expense claims are to do with her work as a councillor and not as a magistrate. It does give me the opportunity to ask, will any of her expenses claims be ruled “out-of-order” or is the bench “above reproach”?

Will the “court of public opinion” approve of Councillor Cherry Povall’s expenses or criticise her? Well that’s enough of the legal jokes! Her expenses claims are for going to pension conferences, more pensions meetings, Council meetings, foster panels, training for people on foster panels, overview and scrutiny committee meetings and the Youth and Play Service Advisory Committee.

However not all her expenses claims were allowed! In March 2014, she tried to claim £6.40 for travel (16 miles ~ 40p/mile) to a dedication to HMS Birkenhead (which from leaving her house to coming back she spent three and a half hours at). This £6.40 claim was rejected. Pictures (which include former Mayor Councillor Dave Mitchell) and a write-up about the new memorial to HMS Birkenhead can be read on The Sixth Form College (Birkenhead)’s website as it was one of their students who designed it.

I presume as this wasn’t classed as an “approved duty” that this is why it was turned down (however presumably all councillors received an invite to the unveiling of the memorial).

Her expense claim forms are below (the rejected claim for travel expenses to the HMS Birkenhead memorial is on page eight).

  1. G’day John

Greetings from down under to you and your good lady Lenora.

Sorry to steal your expenses blog to remind everyone that Big, ISUS and Working Neighbourhoods has still not gone away.

I have been in the antipodes a couple of weeks now and even after swimming in the Pacific I still have that rotten stench of Phil the Dill, The Shyster, The Pretend Friend, The Football Shirt, The Chamber Potty and The Dunny Chain Wearer up my nose all heavily supported by that Head Honcho.

I saw an article in the Echo about dodgy consultant dealings but have not seen it in the Globe.

Do you think they will finally fess up about their cokk up over Big, ISUS and Working Neighbourhoods?????????

    See you on 8 October.

    Ooroo

    James

Ps I will not go away wherever I am in the world until they fess up and I get an apology about being lied too and someone pays some price.

Pps Nigel “Highrow” Hobro should be courted and feted and invited to tea and scones in the Dunny Chain Wearer’s Chamber.

Keep up the great work John.

    1. Hi James,

Thanks for your comment. In the UK many people are either at or watching on the TV the Labour Party conference as we’re in the political party conference season.

Yes, I too read that Liverpool Echo article about the consultants paid £250,000 when it should have been £50,000. I wonder if this is something that their internal or external auditors spotted.

Don’t worry about being off topic on a blog post about councillor’s expenses claims. I scanned in the last four councillors claim forms yesterday and guess what? I came across the rest of the contract between NWDA and Wirral Council about the ISUS issues. Even I had got so bored after scanning in the first hundred or so pages that I never got round to scanning in the “publicity requirements” pages, such as putting EU logos saying how wonderful they are on everything.

As to BIG/ISUS there have been “developments”. Enterprise Solutions (NW) Ltd have received a proposal to be struck off the register of limited companies.

What will happen at the special Audit and Risk Management Meeting partly depends on how much grant money DCLG decides to claw back. I’m sure whatever the amount is the usual “lesson will be learnt” type of talk will be said (again).

Apologies would be nice, but I’ve been lied to all my life starting off with the tooth fairy & Santa Claus. As to someone paying the price, it remains to be seen if anyone will be held personally accountable for the past failings of Wirral Council.

P.S. As councillors can claim travel expenses to meetings such as the special one about BIG/ISUS and the special meeting in July was adjourned, will you be asking Wirral Council to refund you for the “reasonable expenses” of a return flight from Australia? 🙂 Just a thought.

  2. G’day John

I haven’t claimed one penny off WBC I thought I was reporting criminals to them and they just stuck it up me and “Highbrow” and let Wirral Biz get away with it.

If they do not get the apology right and do the right thing for the Wirral taxpayer on 8 October I will haunt them forever humanly possible.

I thought dealing with The Football Shirt The Pretend Friend and The Shyster they would be decent people. I think The Chamber Potty tried, but she didn’t have a chance against THEM.

They really are the scum of Merseyside if they do not sort it by 8 October.

    Ooroo

    James
