Would you like to see 2 invoices (totalling £153,250.61) for pre construction work on the Saughall Massie fire station project?

                                   

Below this are 2 two page invoices to Merseyside Fire and Rescue Service for work by their contractor Wates Construction Ltd. This is for pre-construction work on the Saughall Massie fire station (as far as I know a planning application hasn’t been yet submitted).

One invoice is for £99,686.90 (£119,623.31 including VAT) paid on the 4th March 2016, the second is for £28,022.75 (£33,627.30 including VAT) paid on the 17th March 2016.

There are also some emails that accompany the invoices which show:

a) The contractor originally didn’t put Saughall Massie on the invoice but Prescot (Prescot is about 18 miles away from Saughall Massie and is another fire station project),

b) Merseyside Fire and Rescue Service refused to pay the invoice until it was amended and Saughall Massie put on it,

c) the contractor submitted an amended invoice but then spelt Saughall Massie as Saughall Massey.

Sadly the valuation breakdowns of what these invoices were for which was included in the Draft Payment Notice e-mail has not been shared with me. Apologies if the images below take a while to load, I scanned them in in colour by mistake instead of black and white. This has the effect of increasing the file size.

    1. Merseyside Fire and Rescue Service haven’t even applied for planning permission yet.

      This reminds me a little of plans in my neck of the woods years ago near Birkenhead North station for a police area command centre costing £millions.

      They (Merseyside Police Authority) got planning permission, got roads blocked off and spent lots of money, then the auditors came in and said the Merseyside Police Authority were wasting money on it and should end the project. So they did, I think after at least a £six-figure sum had been spent on it.

      Meanwhile the land (formerly housing) has remained a derelict wasteland attracting flytipping for years. Possibly it’ll have new houses built on it.

      Or to go to another public sector fiasco, the doomed Merseytram project.

      These projects seem to get a life of their own, but it seems the costs always go up and the ways of finding the money to finish them get harder!

    Just one thought for this week John.

    If it wasn’t for, in no particular order, Paul Cardin, Your Good Self, “Highbrow” and Wirral Leaks I shudder to think what the super duper directors’ and senior officers supported by 65 ego maniacs would be doing now.

    Procurement issues, jobs for the boys and girls, asset stripping, bribery and contracts for their mates, and, “new mates”.

    Thank God for Wirralgate and Wirral “Funny” Bizz.

    1. Well the plan is from November 2016 (subject to approval by councillors at next week’s meeting on the 25th July 2016, see my blog post today about it to axe the strategic directors’ posts including the vacant strategic director post left by the early retirement of Kevin Adderley.

      The two strategic directors left (if agreed by councillors) will then be offered a job elsewhere in the senior management of Wirral Council.

        Haven’t seen him wandering around in the day time.

        1. Yes, Kevin Adderley was granted VS/EVR which stands for Voluntary Severance/Early Voluntary Retirement.

          The first (VS) means he got redundancy pay, the second meant he got paid his pension early (that is when he left he got paid his pension immediately rather than having to wait till a certain age).

          It was agreed by councillors on the 21st September 2015 (behind closed doors). It was at a cost of redundancy (£49,057) and early retirement (£207,000) which makes a total of £256,057.

          If you include that in his total pay for last year at Wirral Council (salary + redundancy pay + pension contributions + cost of early retirement + pension contributions) he cost Wirral Council last year for just under 6 months work £371,848.

          However this was offset by a saving of 6 months salary after he left in 2015/16 of ~£68,000 (salary including pension contributions).

          AFAIK he’s a Board Director for the Wirral Chamber of Commerce.

            Why did a fake get such a massive pay off.

            Did he note an apology to me in the clowncil records or archives?

            He told me no Big fund recipient went bad and I think “Highbrow” knows the name of five or six.

            Not to mention him, “The Shyster’s” ill legal department, the rest of the senior officers and a select band of clowncillors ignoring Lockwood/Harbac asset stripping which is criminal.

            Did he also take the rest of the Big recipient files with him because as sure as eggs are eggs there will be a pile more shenanigans.

            1. Short answer is it was in his employment contract with Wirral Council and decided by councillors. The 3 months redundancy pay is in lieu of the 3 months notice employees have to give if they want to quit.

              The early retirement bit is generally based on the employee being a certain age. Wirral Council are both his employer and also run the Merseyside Pension Fund.

              Also the fact that Kevin Adderley applied for voluntary severance/early retirement meant unless there are policy (for example to get early retirement you have to be a certain age at least unless there are medical grounds)/management reasons why not such a request is usually granted.
