This continues from an earlier post headlined Would you like to see 2 invoices (totalling £153,250.61) for pre construction work on the Saughall Massie fire station project?

Below are 4 invoices Wates Construction Limited to Merseyside Fire and Rescue Service for work to do with the Saughall Massie pre-construction agreement. I requested these invoices as part of the 2016-17 audit and they arrived through the post today.

The invoices spell it as Saughall Massey rather than Saughall Massie. The invoices are dated March 2016 (for £4,696.99), April 2016 (for £4,547.96), May 2016 (for £12,086.83) and August 2016 (for £2,907.61). Total spending was £24,239.39 (all amounts in this paragraph include VAT).

I also received a copy of the pre-construction service agreement between Merseyside Fire and Rescue Authority and Wates Construction Ltd. As it’s around 45 pages long I don’t have the time just now to scan it in or publish it today.

However, the contract is based on JCT’s Pre-Construction Services Agreement (General Contractor) (PCSA) 2011 contract with some modifications from the original template.

The contract is also with Todd & Ledson LLP. I haven’t requested invoices for the 2016-17 financial year relating to Todd & Ledson LLP and the Saughall Massie project as there is only one that could relate to this for £2,500 dated 25.4.16 (although it is possible this invoice relates to completely different work as it is just described as services).

Wirral Council’s Planning Committee will be deciding on the revised planning application (APP/17/00306) at a public meeting starting at 6.00 pm on Thursday 20th July 2017 in the Civic Hall, Wallasey Town Hall, Brighton Street, Seacombe, CH44 8ED.

  1. Any ideas as to what the nearing £180,000 so far has actually been spent on?

    1. It’s in the contract (although I admit the invoices aren’t very detailed).

      However, £5,005 was the planning application fee to Wirral Council for planning application APP/16/00985, there is no fee for the revised planning application APP/17/00306 or for the two screening opinions.

      Around £24,651 goes on VAT (value added tax).

      The rest goes on architect’s fees (Ryder Architects), desk top site investigation (Sutcliffe Limited), structural consultant (Sutcliffe Ltd), mechanical & electrical consultant (Robert Wheetham Associates), employer’s agent (Todd & Ledson LLP) and Contractor (Wates Construction Limited).

      A lot of the reports resulting from these are included with the planning applications.

      So for a further breakdown than just the above, the money spent is for:-

      1) Discussion with Wirral Council about pre-application information
      2) Request for pre-application planning advice
      3) Procuring Surveys
      4) Surveys – Traffic / Acoustics / Ecology
      5) Pre-Application response
      6) Discussions with client (Merseyside Fire and Rescue Service) on the design
      7) Pre-application revision period (RIBA Stage 3 design)
      8) Planning validation period
      9) Submit planning application (APP/16/00985)
      10) Updating the cost plan

      That takes it through to about July 2016 (although that stage was originally scheduled for February 2016).

  2. And the whole idea is to save money, yet they seem to be loaded, what with these invoices [ and no idea for what, unless its drawing the plans] meetings and new planning applications.
    I see each month the gross valuation keeps going up!

    1. Merseyside Fire and Rescue Service applied and was given a grant (Transformation and Efficiency Grant) for some of the capital and revenue costs associated with this project.

      From memory I think the capital the national government gave them was around £1.5 million and approximately £107,000 of revenue.

      The latter can be used to cover some of the staff costs of Merseyside Fire and Rescue Service on the project, the capital amount can be used for purchasing the land and the sort of expenditure detailed above.

      The whole project was estimated at one stage at £4.2 million though (although I suspect the estimated total costs will alter as it progresses).

      Merseyside Fire and Rescue Service hope to offset some of the shortfall by planning to sell Upton fire station (£350,000 @ 2014 prices) and West Kirby fire station (£200,000 @ 2014 prices) if they manage to get planning permission at Saughall Massie and build a fire station there.

    2. The reason the gross valuation goes up each month is that that’s the total amount spent so far.

      So each month an invoice is paid, this gets added to the total.

    Can you confirm if “Philly Liar” is off to Australia with Uncle Joe to firm up the games for Liverpool?

    Who is all going?

    How the heck could Liverpool get the games when they can’t even put together a public market?

    How hard is it to erect a few market stalls as they have been doing for centuries in this country?

    They can’t even get that right because their ego’s and pathetic attempt to squeeze every penny out of every tiny spaces they can.

    They would have got more money if they had made it into a car park except cars wouldn’t fit into the tiny spaces the size of “Philly Liars” bit.

    1. Thanks for your comment. In answer to your questions in the order they were posed:

      A1) No I can’t confirm that.

      A2) I don’t know.

      A3) That’s your opinion, when and who makes the decision over the Commonwealth Games anyway?

      A4) Closing the market (St Johns Market) for so long (many months) for a refurbishment (that many didn’t approve of including the traders) are decisions that have been looked into by Liverpool City Council (who from memory own St Johns Market). I think there are some press stories about what happened next as a result of promises to look into what happened by Mayor Anderson.

        1. The Birkenhead bus station doesn’t serve food, are you referring to Buffet 88 on the other side of the road from the bus station?

          Yes China isn’t in the Commonwealth.
