Above is the first 2 1/4 hours of the Wirral Councill meeting of 11th February 2013.

Unfortunately the day this finally uploaded, someone rang up my ISP pretending to be the bill payer (my wife) and cancelled the ADSL line (which took a week to set up with another provider).

Prior to the main meeting there was a short (well by Council standards fifteen minutes is short) Extraordinary Meeting to make Kate Wood an Honorary Alderman. As a slight legal footnote for the last two and a half years Wirral Council could also confer the title of Honorary Alderwomen as the last Labour government changed the legislation in 2010. The papers and minutes for that meeting can be found on Wirral Council’s website.

The main meeting that night was much longer.

The first controversial point (at least if you’re a Conservative councillor) was the recommendation from Cabinet for approval by Council that Cllr Steve Foulkes be the Deputy Mayor for 2013/14. However to avoid any long drawn out debate on the merits of Cllr Foulkes as Deputy Mayor, the matter was simply noted on the basis that it’ll be decided at the Annual Council meeting of the 13th May 2013.

As usual only three notices of motion were debated, the first being Labour’s entitled Unfair Cuts in Local Government Funding, along with a Lib Dem amendment.

The second notice was a Conservative motion entitled Council Tax Referendum along with a Labour amendment and Lib Dem amendment.

Around this point I ran out of battery as the meeting was by now two and a quarter hours long.

The last notice of motion debated was a Lib Dem motion entitled Council Finances along with a Labour amendment.

A few of the motions not debated were unanimously agreed (well unanimous except for the abstention of the Mayor) (Vascular Services Review (about moving vascular services from Arrowe Park to the Countess of Chester), “Health Homes” and the Case for Selective Licensing of the Private Rented Sector and Construction Industry Blacklists).

For the rest of the motions and objections there were splits in the vote among party political lines. The first was “Attack on Democracy in Wirral” – a Conservative motion against the move to four yearly elections from 2015/6, the second was “The Empty Rhetoric of Localism” – a Labour motion about Council Tax Benefit, Crisis Loans and Community Care Grants, the third a Conservative objection against abolishing Area Forums and calling for consultation, the fourth a Lib Dem objection to abolishing Area Forums calling for it to be referred to a group of councillors to make recommendations on, the fifth a Labour motion entitled “Cuts to Tax Credits” (as well as a Conservative amendment and Lib Dem amendment), the sixth a Labour motion on “Payday Loans” (as well as a Conservative amendment and Lib Dem amendment), the seventh a Lib Dem motion on “Tax Avoidance and Public Sector Contracts” (as well as a Labour amendment) and the eighth a Lib Dem motion on “Universal Credit” as well as a Labour amendment.

The meeting finished with a number of changes agreed to committee places, after the recent by elections and resignation.

Cllr Steve Niblock opened the meeting by welcoming everybody to the Bromborough and Eastham Area Forum. He gave apologies for Cllr Irene Williams and Marjorie Hall and thanked Mark Craig and Marjorie who would continue to be community representatives.

Louise Harland-Davies said the minutes of the last meeting were on the seats, under matters arising, she said she understood that antisocial behaviour at the local skateboard park had been set as a local policing priority, so it had received extra attention from police and youth services, with a number of incidents dealt with through Community Patrol.

Steve Preston said there had been five reports since the last Area Forum, three were about noise, two were about youths with one of the reports of noise being at 11 pm and one of the others at around 4 pm. He said they had made some improvements which he believed were beneficial to children and residents as the last report was in August, he hoped the problems had decreased because of the soundproofing.

The police said they had only had two reports in September of noise.

Louise Hartland-Davies gave an update on 20 mph zones and said there had been a spending freeze on non-critical areas. She referred to Laura Quigley who had been from the GP Commissioning Consortium and a response that Cllr Gilchrist had received direct from Laura. Louise Hartland-Davies said there was a minor injuries service at Parkfield and referred to a visit by Cllr Walsh to Bromborough Recreation Bowling Club, who had put a bid in for Area Forum funding.

Cllr Niblock said he was aware Tony had got to go early.

Tony said that on behalf of Wirral Festival of Music, Speech and Drama and Bromborough Recreation Bowling Club that he wanted to say thank you for money previously received. He mentioned the visit of Cllr Walsh, when the sun shone and there was no rain, however he described the problems in the rain of no shelter which is why they had approached the Area Forum and thanked Community Engagement Officer Louise Hartland-Davies for her assistance with their applications. To his chagrin Louise Hartland-Davies in 48 hours had cut through red tape and they had an approach by phone compared to four years of him trying and he thanked Louise.

Louise Hartland-Davies said there had been changes to parking, which had resulted in more spaces, however there had been questions about the number of disabled bays, traffic management had developed an alternative draft layout and the funding could happen but for the spending freeze.

Cllr Niblock said that unless there were other matters arising it was agreed. He said he would deviate from the agenda and ask Kevin McCallum to talk about the spending freeze.

Kevin McCallum said Wirral Council was now in a spending freeze on all non-essential expenditure based on a report by the Interim Director of Finance in September, he said the funding supposed to be distributed by the Area Forum was caught up in the spending freeze and was frozen until further notice, he had been told that it looked like November before they would know what might happen, but the decision was out of our [officer's?] hands. He was happy to take questions.

Mark Craig said they knew Neighbourhood Funding might be reduced but why were monies unspent last year not carried over?
Kevin McCallum said it was more or less the same in every Area Forum, what had happened was there was a spending freeze and they were working through the implications. He said councillors on the Area Forum had raised that point.

Cllr Gilchrist said he had emailed Mr. Timmins, who had £42,000, but Mr. Timmins was trying to be prudent and careful by trying to keep the money aside, the difficulty was a recorded fact which had passed into the great machinery.

Kevin McCallum responded to Cllr Gilchrist’s point.

Louise Hartland-Davies said there was a consultation on the budget called “What Really Matters”, which comprised of a questionnaire. She said that it was not just Wirral Council that was affected, they were trying to engage many of the residents who live on Wirral to gather their feelings and opinions, their team had been out and about in the community. She said that there were four themes & nine questions, which asked for people’s thoughts about reducing or stopping services, along with boxes to write thoughts and comments. She asked for contact details if anybody wanted them to visit community groups and that every day there was a schedule of events, with a few groupies following them around, so if they were not where they were supposed to be people were aware.

A member of the public asked how long the consultation was?

Louise Hartland-Davies answered the 19th October [2012].

Brian Christian (Older Peoples Parliament) asked if when completed, would the results be audited,  shown and analysed by a small team of people?
The answer given was that they had a team of people doing this and that the raw data would be published. They had also asked the Market Research Society to double-check the questionnaire.

Cllr Harney said that although as a councillor he had plenty of opportunity to ask questions, there was an implication in how some of the questions were phrased. He said the evidence, especially when looking at the research into children showed that there were better results when one person was involved rather than many. He said it was his feeling it was not about spending more money, but about spending money properly and efficiently rather than destroying the futures of the vulnerable, but that it was not just about adults and social services.

A member of the public asked if there had been an indication if any of the Budget was ring-fenced, for example education and social care had previously been ring-fenced?

Kev McCallum said the Schools Budget was ring- fenced.

The member of the public asked him to explain.

Kevin McCallum said that it was a very difficult concept as there were additional bits of funding, but the world had changed.

I asked wasn’t this partly because Wirral Council lost out on £1.6 million of education funding this year because Wirral Council gave the wrong numbers for Early Years learners to the Department for Education?

Kevin McCallum (Press and Public Relations) said he didn’t know.

Arthur asked if they were looking at best practice in other Councils?

Kevin McCallum said that they should do that, but they don’t do enough of it.

Cllr Niblock said if there was nothing more, they would have the presentation.

The softly spoken Michelle Davis from the Department of Finance was asked by a number of members of the public to speak louder.

She told those present of the consultation on Council Tax Benefit changes, as Council Tax Benefit was to be abolished from the 1st April 2013, with the reasons for the changes being the Localism Bill and Welfare Reform Act 2012. She said that central government was cutting their benefit grant by £3.2 million, but as part of the scheme they had to protect pensioners, vulnerable people, people of working age with a disability, households with a disabled child or in receipt of a war pension. She said that working age people would either be paying Council Tax for the first time or paying more Council Tax. Michelle Davis said they would be mirroring the scheme they had currently, but there would be a change to the non-dependant charge and they planned to abolish a rebate, stop it for households that had over £6,000 in savings and stop backdated claims. She said if they didn’t develop their own scheme then one would be imposed upon them, they were legally required to consult residents, which they were doing from the 3rd September 2012 to the 31st October 2012. People could call the telephone centre, go to One Stop Shops, go into their nearest library, or go on the website. There were surveys available for people tonight, that they could take to a One Stop Shop or library. Michelle Davis said that once the consultation finished, there would be a report to councillors, who would be able to make adjustments, but it had to be finalised by the 31st January 2013. She told people that the proposed regulations had not gone through Parliament yet, but they still had to propose, design and implement a scheme.

A member of the public asked her to go through the list of people again.

A member of the public asked about the leaflet.

She said that the proposed design of the scheme was in the leaflet and that they had to protect vulnerable people.

Brian Christian (Older Peoples Parliament) asked if they had consulted Age UK [formerly Age Concern]?

The officer said they had written to Age UK, who had responded.

Steve Preston (Community Safety) said would this include the single person discount?

Michelle Davis responded that the single person discount was not changing, this was a consultation on the benefit side [of Council Tax].

I asked how many responses had been received so far and was told they had received nearly four hundred responses. She said they planned an article in the Wirral Globe.

A member of the public asked if it would be in the Wirral News too as they don’t get the Wirral Globe?

The officer said it was only going to be the Wirral Globe.

Cllr Mitchell said he gets the Wirral Globe, but not the Wirral News.

Cllr Niblock thanked Michelle Davis and went to partner updates.

The police sergeant said that reported crime had fallen and on antisocial behaviour calls, the Archer Green Project had helped. He was pleased that hopefully it had been sorted, but they would still get problems in the open space, which was a congregating area for young people. He thanked Wirral Council. In early July over a two-week period they had received reports involving back to back garages which weren’t used on a regular basis. Although the reports came in over months, they’d released it was a one-off incident and “nothing major”.

A member of the public referred to banners outside a school saying that parking on zigzag lines was selfish and dangerous, she asked if it was an offence not only on zigzags but opposite zigzags?

The police sergeant said his colleague had more traffic experience.

The Police Community Support Officer answered that it was only enforceable if on the zigzag, unless they were blocking the driveway it was not an offence.

Paul Murphy gave an update on Merseyside Fire and Rescue Service and said their target for Wirral was 13,000 Home Fire Safety Checks, to date Bromborough had had 771 free Home Fire Safety Checks, which had been free of charge. He said that there were very low numbers that hadn’t been visited, but they were prioritising high risk people, but how sustainable it was over the longer term he didn’t know. In December he said the Chair on the Merseyside Fire Authority would make budget announcements. He expected an similar cut or an even larger cut compared to last year’s £9.2 million. Working with Wirral Council they were targeting their resources and he reported a reduction in deliberate secondary fires, mostly down to the poor weather and interventions with young people.

Paul Murphy continued by talking about their bonfire plan, how private firms were on board with rubbish removal, the community safety partnership and how they would be working with Wirral Council to prevent bonfire material building up. He said it was a very safe forum area, with two accidental dwelling fires over the past three months and a reduction in deliberate secondary fires to about twenty-eight. On road traffic collisions, they had attended three in the past three months, with the ones the Fire Service attended involving people who needed to be removed from cars.

George Thomas said he had asked a question at the last Area Forum he couldn’t answer, but since then he had made a Freedom of Information Act request about the money generated as income through groups using Wirral’s fire stations. He said it had been £25,000 over two years and £15,000 last year. George Thomas said that it was unfair that they could use the premises with not paying rent or utility bills.

Cllr Niblock said it was easier if he answered, he said in November [2012] they would know how bad the cuts would be, but nothing would be debated until they knew the figure, the Metropolitan Authorities were getting the highest cuts, whereas Cheshire had a three percent increase. He said the cuts were back loaded which could be even more horrendous, but that community groups could [currently] use the stations free of charge.

George Thomas responded.

Cllr Niblock said he can’t preempt the decision and the budget [for 2013/2014] would be set in February [2013] which may result in the closure of fire stations.

A member of the public asked what the number was to ring for reporting rubbish?

Paul Murphy replied that it was also the number for Home Fire Safety Checks if they know somebody vulnerable and was 0800 731 5958. He said people could call about the rubbish removal from the 22nd October and they would be working with their Council partners.

Jim Thompson said that Wirral was a safe place and antisocial behaviour was falling and that Cllr Harney had pointed out that the community safety team was a joint agency, the One Stop Shop for community safety, on burglaries there were less than a thousand across the Borough, but they were planning ahead for Bonfire Night.

A member of the public said Bonfire Night had been much quieter last year.

Community Safety answered that 65 tons of rubbish had been removed.

Brian Christian (Older Peoples Parliament) said he didn’t want to rub salt in the wound, but they had applied to the Area Forums to two part-time outreach workers and that it was a shame it hadn’t happened, he said it was more important now but that if the Council wouldn’t listen to a single voice, they would listen to over two thousand people. He referred to an event in February 2013 about safeguarding across all ages, which would involve plays through the schools and that it wasn’t just about elderly people living on their own.

Cllr Niblock asked if there were any questions?

Someone said they worked in the leisure services and in the 1980s there had been the same problem, so they had put the prices up at Christmas, so they would get three months of income before the end of the financial year.

Cllr Niblock asked Arthur if he would care to suggest it on the form?

He said he had sent the form in, but it was only a thought.

Cllr Niblock said the date of the next Forum would be Wednesday 6th February 2013 and people would be notified of the venue. He thanked people for their attendance.

Health and Wellbeing Overview and Scrutiny Committee (Wirral Council) 10th September 2012 Item 9 Vascular Services move from Arrowe Park Hospital Part 1

Guest Post: Leonora Brace tells her life story (Part 1)


Declarations of interest: This is a guest post written by Leonora Brace but edited by John Brace. Leonora and John Brace are married to each other.

I have now been married to John, for four years, but John’s mother, also his brother, don’t want us to be together. I have gone out of my way to be there for him, but his mother said I should not stand by him if he wants to help the people with their problems. I should tell him to say “No!” Why, when he loves helping them?

Also, he loves writing, for his paper on the laptop. She said no, no, but he loves to write the truth. Also she does not want him to be happy as he is with me. She likes to treat him like a small child, but he is a grown man in his thirties.

Also, because I am not English born, she does not like me. Also, as she hit me in my face on the 27th December 2011 and made me have a black eye. Then a few days later, when I was at home having a transient ischaemic attack (TIA), and I dialled 999 for help. The ambulance came, but also the police came first and they demanded to take John away, because as I still had a blackened eye, which his mother had given me, they took John away.

I did not go with the ambulance to the hospital, but stayed behind. I waited an hour to make sure I could drive and went to the Custody Suite after ringing up. His mother had phoned the Custody Suite and did not contradict that he gave me the black eye when it was her who gave it to me. After I got there, one and half hours passed before he was allowed to come away with me.

We decided to have nothing to do with his mother or any member of that branch of the family. On the 10th May this year 2012, John and I had gone to bed. We have a cat called Stranger, a black cat, whom he loves very much.

During the night, or early morning, Stranger started to cry. He got out of the bed to see what the matter was, but unfortunately fell down the stairs. He banged his head and broke his arm.

Once again I informed the ambulance and we went off to the hospital. They couldn’t see to his arm there and then, but on the 12th May we were called back in again where they operated and plastered him up. Late afternoon they allowed him to go home.

A few days later, he was having a bit of a problem with the pain in his arm, and I was not feeling very well, so I dialled 999 to call an ambulance for myself. Once again the police came and they had been informed that I had pushed him down the stairs, but I had not pushed him down the stairs.

Going by what she had said to the police previously, even though I was having a transient ischaemic attack (TIA) they put me into handcuffs and dragged me away to the Custody Suite, for six and a half hours. They did not allow John to travel to the hospital with me. They dragged me down and up the steps causing injury. When John got to the Custody Suite, after having first gone to the hospital and missing me by five minutes, she stated to the officers not to let me out. Eventually they let me out after six and a half hours with no charge.

She is now stating that I don’t look after her son. She has informed Social Services of this fact, she desperately wants to break us up and for John to move away, so that she can keep him like a little boy for eternity.

Bidston and Claughton Area Forum 12th June 2012 Part 2


Colette raised the issue of the NHS doing armchair exercise with a pensioner’s luncheon club, she said the NHS had only guaranteed to pay for the coach for a further nine weeks, after which they’d have to pay. She said the existing coach was very good and that Arrowe Park Hospital were referring people to them.

In response to a question Colette clarified that the coach was a person and not a transport issue. It was pointed out that a decision over the Area Forum funds wouldn’t be made until October.

Michelle Gray pointed out that the St James Centre also had funding for community projects.

Donnie asked if the £83,000 included Your Wirral funds?

Michelle Gray said no as that was dealt with by regeneration and Wirral Partnership Homes.

John Cocker suggested they could put the existing IT suites in the community centres to better use, but that they needed someone to run it.

Michelle Gray encouraged them to apply for the participatory budget funding.

Colette asked the police to investigate cars braking harshly in the early hours of the morning in Grange Road West. She said there had been drug activity and a recent stabbing there.

I asked the police about what had been done about antisocial behaviour around the Tollemache Road play area. Inspector McGregor said they had had more patrols in the area.

Inspector McGregor said they had monthly meetings with their partners and concentrated on hotspots. He referred people to the handout and said there had been a reduction in crime. Three lads had been arrested which had led to a drop in crime. Joy riding of vehicles on Bidston Hill and Bidston Moss was still a problem, but they now had a quad bike to patrol and were working to engage the young people in positive activities. This was aimed not just at those that had got into trouble, but also as a reward for good behaviour.

Colette said she used to go to neighbourhood action group meetings, but these had stopped. Inspector McGregor said they’d been replaced by Have Your Say meetings, as well as an emailed newsletter that went out to 3,000 on the mailing list.

Paul Murphy of Merseyside Fire and Rescue Service explained that the main fire station in Birkenhead would soon be demolished and rebuilt over the next year under a PFI scheme. He provided statistics on different categories of fires and home fire safety checks done. He asked those present to identify vulnerable residents and to tell the fire service about them via the free phone number so a Home Fire Safety Check could be carried out. There had been a reduction in deliberate secondary fires. They were aiming for a target to reduce smoking which was the cause of some fires in this area.

Leonora asked about tyres dumped on Bidston Hill and about these had been set on fire before they were removed. What could be done to stop dumping of tyres here?

Paul Murphy said it was partly seasonal, as children were more likely to light fires in the holidays. They had received training as to where the hydrants were and trained the Community Patrol. He felt that the removal of flytipping was an issue for Wirral Council.

A member of the public asked where the fire service would be operating from while the building was rebuilt?

Paul Murphy said there would be temporary accommodation while it was constructed.

A member of the public asked what would happen if the building work overran?

Paul Murphy said that there were penalty clauses in the contract and that other PFI contracts had been finished on time.

Community Safety gave an update encouraging new Neighbourhood Watch schemes, there was also a new Birkenhead Park Watch. He also said they now had a more robust reporting mechanism for disability hate crime which involved the safeguarding team at the Department for Adult Social Services and the Sigma team at Merseyside Police.

There was a camera monitoring Tapestry Gardens and one monitoring the new Asda, although levels of antisocial behaviour there had not been above the normal level they expect. The limited resources they had such as the Contactabus had gone to a hotspot in another part of the Wirral.

Cllr Harry Smith asked if Neighbourhood Watch scheme stickers were available. Ian Lowrie said they were and they were trying to link the Neighbourhood Watch scheme areas to No Cold Calling Zones.

Donnie advised against residential properties displaying the stickers as they could become targets for crime, but suggested lamp posts instead.

Ian Lowrie said that in the No Cold Calling Zones there would be signs at either end of the street to advise traders.

Laura Quigley gave an update on the changes affecting the GP Commissioning Groups. From April 2013, they instead of the PCT would commission services. There were sixty-one GP practices in three groups on the Wirral, there were patient groups at each GP that patients could contact or they could raise matters with their GP. It didn’t involve privatisation and healthcare would still be free at the point of delivery.

A member of the public asked if it would lead to a postcode lottery?

The answer given was that the big things such as Arrowe Park hospital services would be commissioned together.

The Chair asked what would happen next.

Laura Quigley answered that before they commissioned any services they had to be authorised which was a rigorous process. They would find out in January 2013 if they were, if not a NHS Commissioning Board would commission services.

A member of the public said the three groups had similar names, would they be commissioning the same sort of services and what was the logic in having three?

Laura Quigley answered that they had been formed in isolation, however they would commission some services together.

Colette asked how this would affect hospital services.

Laura Quigley replied that there wouldn’t be a change as the yearly contract would be made on behalf of all three groups for emergency and elective care.

The issue of the vascular services review was brought up by Colette. The Chair said there had been public consultation and public meetings.

A member of the public brought up speeding in the morning in Wexford Way and asked for traffic calming. Another member of the public asked for Buttermere Avenue to be resurfaced as there were many potholes. Someone else asked if the double yellow lines outside shops were reviewed as many shops were closing. Cllr Harry Smith suggested people contact Streetscene about it.

The Chair Cllr Glasman said that Howard Cooper was retiring in December. She thanked him for stepping in last Autumn.

Howard Cooper said she was very kind and that he had enjoyed working on the huge changes over the last year and if he was stuck for what to do on a Tuesday night he knew where to come.

Cllr Glasman introduced the people on the committee, then moved to declarations of interest. Cllr Sheila Clarke declared a personal interest in item 8, Cllr Hornby declared an interest in item 5, Cllr Patricia Glasman also declared an interest in item 5.

The minutes were agreed, due to the long agenda the couple of items from the last meeting that required responses could be raised at the end of the meeting or taken up by email. The minutes were agreed.

Cllr Glasman started with the site strategy report including the report on the vascular site strategy review. She asked the committee to listen to the report, make any queries on items except vascular, then they would take questions, followed by the clinician’s report and Kathy Doran’s report.

Gary Doherty started by asking Tina Long and Sue Green to give an introduction to the report.

Health & Wellbeing Overview and Scrutiny Committee 8/11/2011 Vascular Services move from Arrowe Park Hospital to Countess of Chester hospital


Unusually about forty people were in the audience of last night’s meeting, so many that Committee Room 2 had to be opened up so everybody had somewhere to sit.

The proceedings were interrupted several times, with the Chair calling for calm. The committee heard from one of the consultants at Arrowe Park Hospital Mr R Chandrasekar. It also heard from:-

Gary Doherty, Acting Chief Executive Wirral University Teaching Hospital (the NHS Trust that covers Arrowe Park and Clatterbridge hospitals) NHS Foundation Trust
Peter Herring, Chief Executive Countess of Chester NHS Foundation Trust

The Labour Chair read out the long history of the matter, stating that more people would be inconvenienced by longer journeys to the Countess of Chester, that Wirral had higher rates of vascular disease, that Arrowe Park hospital was a renal centre and that it met the four criteria.

She then proposed a motion. Her motion called for the matter to be referred to Wirral Council’s Cabinet, however a Conservative amendment (accepted by Labour as friendly) agreed that vascular services shouldn’t be moved from Arrowe Park Hospital to Chester but called for a report to the Overview and Scrutiny Committee after the 12 week public consultation on the change (which will run from December to February of next year).

The amended motion was accepted and agreed unanimously by all councillors.

Sustainable Communities Overview and Scrutiny Committee 20th October 2011 PACSPE Call-in


Tonight’s meeting was as the Cabinet decision of the 22nd September 2011 on the PACSPE contract had been called-in by Cllr Jeff Green, Cllr Tom Harney, Cllr Dave Mitchell, Cllr Lesley Rennie and Cllr David Elderton.
At the end of a 3 1/2 hour meeting the voting went as follows.

Text of Motion:

This committee notes that:

    • The Cabinet appeared to ignore, and did not even mention, the findings of the Office of Government Commerce Gateway Reviews that the Parks & Countryside Services Procurement Exercise (PACSPE) had been subjected to.
    • No attempt was made to publically question officers from the Finance Department, the Legal Department and the Procurement Unit who were members of the PACSPE Project Board as to whether the “risk” identified by District Audit, and made such play of in the Cabinet resolution could or had been satisfactorily mitigated.
    • No discussion was had by Cabinet Members of the risks of not awarding the contract.
    • No mention or discussion took place regarding stakeholder management or the views of key stakeholders about the benefits of clear quality improvements that were built into the procurement exercise. In fact, other than the view of the Council’s Trade Unions, the results of the consultation and the views of the park users and user groups were not even mentioned in a single Cabinet meeting.
    • No reference was made to the new post of Community Engagement Manager to work with Friends, stakeholders, user groups, and local Area Forums or the new key performance indicators developed through PACSPE to reflect the change to a more customer and community focused service.
    • Insufficient account seemed to have been taken of the reduction from costs of £8.1 million per year to £7.4 million per year already achieved by the PACSPE process with the potential to reduce costs by a further circa £500,000. Indeed, it is hard to understand how the Leader of of the Council characterised a £1.2 million per annum potential saving arising from PACSPE to be sufficiently marginal to be ignored.
    • No effort appeared to be made by Cabinet Members to discuss or evaluate the additional costs to Council Tax Payers of purchasing what has been accepted as worn out equipment requiring immediate replacement (circa £2.5 million) or the TUPE costs of bringing current contractor staff into the Council workforce and pension scheme, per annum or over the 10 year period.
    • No mention was made of the training and development programme for staff and volunteers or the three to six new apprentices to be created as part of PACSPE.
    • No explanation was given at Cabinet regarding the opposition to a 10 year contract that would reduce annual costs by circa £1.2 million and improve the quality of our parks and countryside, other than the expressed need contained in the resolution to reduce spending by £85 million over three years.
    • Therefore we believe that the decision to refuse to award the PACSPE contract would see the ever decreasing quality of a service starved of investment by this administration which is already characterised by going for the quick fix instead of making the difficult but necessary strategic decisions in the interests of Wirral residents.

Local events of interest over the holidays – Free swimming for children at leisure centres, Birkenhead Park tennis, Tam O’Shanter


Over at the Wirral Tennis & Sports Centre there is currently the 11th Annual Easter Weekend Aikido festival.

Birkenhead Park visitor centre is currently showing (until the 29th April) a free photographic exhibition about Wirral’s industrial heritage (provided by the Friends of Birkenhead Park).

Free swimming for children over the holidays will be provided at the leisure centres. This is thanks to a decision by Tory and Lib Dem councillors last year to continue funding free swimming.

Labour in Liverpool scrapped the free swimming (brought in by Liberal Democrats), choosing to spend the money on a pay increase for its leader and £380,000 on a one day event in Shanghai.

The free swimming runs until the 1st May, at leisure centres such as nearby Europa Pools and Woodchurch Leisure Centre. A timetable can be downloaded here of the opening times.

Birkenhead Park will also be offering free tennis coaching for under 8s, 9-15s and adults tomorrow (10am to 11am for under 8s and 11am to 12 noon for older kids and adults). Further information on activities in Birkenhead Park can be found here.

Popular Tam O’Shanter Farm in Boundary Road will also be open over the holidays for children and adults.
