A long time ago there was a public meeting of the Merseyside Fire and Rescue Authority. This meeting took place on Tuesday 21st September 2010. However you won’t find this meeting on Merseyside Fire and Rescue Authority’s website and even the minutes of this meeting are on the instructions of councillors are to be kept a big secret.

So for the first time, in an exclusive for this blog here are partial minutes of that meeting when councillors agreed to a massive PFI contract for many of Merseyside’s fire stations (Belle Vale, Birkenhead, Bootle & Netherton, Formby, Kirkdale, Newton Le Willows & Southport). Merseyside Fire and Rescue Authority would pay the PFI contractor not just for rebuilding these fire stations, but for running these fire stations for many years after. The payments to the contractors made by Merseyside Fire and Rescue Authority increase each year under a formula linked to the rise in the Retail Price Index. The contracts that councillors agreed to at the meeting below make up the first three boxes on the left of the photo below.

1. Preliminary Matters

The Authority considered if there were any declarations of interest, matters of urgency or items that may require the exclusion of the press and public because of the possibility of the disclosure of exempt information.

(a) The following declarations of interest were made in relation to items of business on the agenda:

  • Councillors Linda Maloney and Robbie Ayres declared an interest in Agenda Item 3 – CFO/138/10 – PFI Project Final Sign Off, as they both sit on St Helens Council Planning Committee.

    Councillor Mahon also declared an interest to this item as he sits on Sefton Council’s Planning Committee.

2. Minutes of the Previous Meeting

The minutes of the previous meeting of the Authority, held on 24th June 2010 were approved as a correct record and signed accordingly by the Chair.

3. PFI Project Presentation

It was requested by the Assistant Chief Executive & Treasurer that Mr Skarratts – Fire Brigades Union representative be permitted to stay for the presentation and discussion of this item.

The Assistant Chief Executive and Treasurer and Mr. Schofield – PFI Project Manager gave a Power Point presentation to the Authority explaining the history of the Project from conception to the current day.

During the presentation Members were asked if they had a preference when building work was to commence as the building trade closes down for two weeks over the Christmas period.

Resolved that:

(a) Members had no preference when the building work was to commence as it would seem pointless to start work mid December then to close it down again.

(b) Noted that Balfour Beatty had confirmed they would do their utmost to drive the work forward to catch up and meet the deadline.

4. PFI Project Final Sign Off
(CFO/138/10)

This Minute is EXEMPT under paragraph 3 of Part 1 of Schedule 12A to the Local Government Act 1972.

Members considered Report CFO/138/10 of the Assistant Chief Executive & Treasurer concerning the Final Sign Off of the North West Fire & Rescue Services Private Finance Initiative Project.

Resolved that:

(a) The Final Business Case be noted and endorsed, and its submission to CLG be approved;

(b) Arrangements for the North West Fire & Rescue Services PFI Project be approved on the basis of the financial terms and general principles contained within the report;

(c) The execution of the following documents (collectively known as “the Agreements”) be authorised:

  • The Project Agreement and its Schedules, being the principal agreement to be entered into between the Authority, Cumbria County Council and Lancashire Combined Fire Authorities (“the Authorities”) and Balfour Beatty Fire and Rescue NW Limited (“Project Co.”);
  • The Direct Agreement, being the agreement entered into between the Authorities, Nord LB and Dexia (“the Funders”) and Project Co. (“the Direct Agreement”);
  • The Collateral Agreements to be entered into between the parties set out below:

    – The Authorities, Mansell Construction Services and Project Co.;

    – The Authorities, Border Construction and Project Co.;

    – The Authorities, Balfour Beatty Workplace and Project Co.;

    – The Authorities, Blue Sky Architects and Project Co.;

    – The Authorities, and any other principal building sub-contractors or relevant members of the professional team; and

    – Any other Collateral Agreements required under the terms of the Project Agreement.

  • The Independent Certifier Deed of Appointment to be entered into between the Authorities, Project Co., the Funders and Gleeds;
  • The Co-operation Agreement being the agreement being entered into between (1) the Authority, (2) Cumbria County Council, and (3) Lancashire Combined Fire Authority in relation to the relationship between the Authorities for the duration of the Project (“the Co-operation Agreement”); and
  • Any other agreements, certificates, acknowledgements, waivers, notices, letters or other documents incidental to the documents listed above or otherwise necessary or desirable in connection with the Project.

(d) The Assistant Chief Executive & Treasurer (Kieran Timmins), or in his absence, the Director of Finance (Ian Cummins), be authorised to certify that the following contracts are intra vires in accordance with the Local Government (Contracts) Act 1997:

  • the Project Agreement and its Schedules; and
  • the Direct Agreement

(e) the Chief Executive & Chief Fire Office (Anthony McGuirk) or the Deputy Chief Executive & Deputy Chief Fire Officer (Michael Hagan) or the Assistant Chief Fire Office (Daniel Stephens) or the Assistant Chief Executive & Treasurer (Kieran Timmins) or the Director of Legal Services and Monitoring Office (Janet Henshaw) or the Deputy Clerk (Sarah Bourne) be authorised to execute the Agreements under seal on behalf of the Authority and agree that their execution of the Agreements should conclusively demonstrate approval by the Authority of the Agreements in their final form;

(f) the Chief Executive & Chief Fire Officer (Anthony McGuirk) or the Deputy Chief Executive & Deputy Chief Fire Officer (Michael Hagen) or the Assistant Chief Fire Officer (Daniel Stephens) or the Assistant Chief Executive & Treasurer (Kieran Timmins) or the Director of Legal Services and Monitoring Office (Janet Henshaw) or the Deputy Clerk (Sarah Bourne) (“the Relevant Officers”) as appropriate be authorised to take all necessary action in connection with the agreements, in consultation with Dickinson Dees LLP, the Authority’s legal advisers in relation to this Project; and in consultation with the Chairman of the Authority, or in his absence, the Deputy Chairman of the Authority;

(g) the Authority will indemnify any of the Relevant Officers in respect of any claims and costs relating to the contract arragements, provided that the Relevant Officer has acted reasonably and within the ordinary course of their duties.

(h) the Authority request the PFI Project Team to monitor the use of local economy and report back.

(i) Members placed their appreciation on record to the PFI Project Team for seeing the project through for the Authority.

(j) the Chief Executive & Chief Fire Officer placed his thanks on behalf of Officers to the Authority for supporting the PFI Project.

(k) noted that Kensington Fire Station was now complete; and

(l) requested information regarding Toxteth Community Hubs to be circulated to Members.

Les Spencer, Chairman of the Saughall Massie Conservation Area Society spoke for five minutes at the meeting detailing why they disagreed with the plan to build a new fire station in Saughall Massie.

He said, “My name’s Les Spencer and I’m the chairman of the Saughall Massie Village Conservation Area Society and I’m communicating the majority view of the householders and members who are opposing the plan you can see here today, namely to build a new fire station on green belt land adjacent to our Conservation Area and directly opposite a listed grade II historic stone bridge.

Time does not permit me to present the full extent of our opposition, but we hope you will appreciate the argument is not as black and white as the Chief Fire Officer has been suggesting. At this moment I am unable to fully illustrate the impact of loss of amenity, use, breach of green belt policy, habitat loss, public nuisance to adjacent sheltered housing and a projected drop in nearby property values estimated at ten percent, I have prioritised other concerns.

The Chief Fire Officer has repeatedly stressed that there is no alternative operational response, no plan B. The intention to build in this location has been presented as a matter of dire public safety for residents impacted by the closure of the West Kirby station.

I hesitate to describe his tone as scaremongering but that’s how it seemed at times. As the Committee should be aware the West Kirby/Hoylake/Meols area has had no cover from the West Kirby station for half of the last two years as it has been operationally closed for half of every week with call-outs covered from Upton. Presumably a risk assessment was conducted by the Fire Authority and it was felt that closure for approximately 180 days a year didn’t unacceptably compromise residential safety in the West Kirby area. Indeed we believe that call-out response times of ten minutes from Upton to the area concerned is broadly comparable to national averages and to many other parts of Merseyside.

Why is it currently acceptable to provide fire and emergency cover from Upton, but apparently of such critical importance to do it from a proposed Saughall Massie green belt site in the future?

If it is felt that response times from Upton to West Kirby need shortening, then why doesn’t the Fire Authority use one smaller targeted response vehicle to complement the larger appliances on a consolidated improved site at Upton? This would cost a lot less than the £4.2 million anticipated for the Saughall Massie station.

Like the ambulance services these vehicles can be on standby, on the road awaiting call outs and updates from Upton. Why is it that Merseyside, which is one of the largest UK fire authorities still sends out fully manned larger appliances to minor call outs? Is there internal union resistance to more flexible operational responses? Is this reliant upon large appliances dictating operational restructure in this case.

It is clear that Merseyside Fire Authority have set a precedent that cover from West Kirby can be safely provided from Upton, so there is despite what the Chief Fire Officer says an option B and that’s closing West Kirby and redeveloping Upton.

There’s also a plan C and that’s to employ a smaller targeted response vehicle to supplement cover from Upton. This development completely hinges upon getting permission to build on green belt land. Emergency services can seek planning permission on green belt land if they can prove very special circumstances and only where there are no alternatives. We contend that there is a workable alternative and that is based on the redevelopment of Upton but for whatever reason this hasn’t been fully publically debated.

There are also financial aspects of this development that seem to compromise public perceptions of transparency and suggest conflicts of interest in the planning process. There is clearly a conflict of interest that the sellers of the Saughall Massie land are Wirral Council whose officers will adjudicate approval of any planning application and also whether very special circumstances are actually present.

The land is currently worthless but with planning will be much more valuable. What price and terms have been agreed for the Fire Authority to acquire this land? Who will actually pay for it Merseyside Fire Authority or via grant from central government? How much capital inflow does the Authority expect from the sales of West Kirby and Upton?

Forgive us for being cynical but would the drivers for this development be mostly financial and the perceived safety needs of West Kirby residents a convenience to justify the development? The Fire Authority stands to gain the resale revenue of Upton and West Kirby and Wirral Council might be receiving a commercial price for an otherwise worthless piece of land.

From a cashflow position that seems like a win for everyone other than the local residents. Furthermore we gather this scheme in principle has been approved by central government through a £1.49 million DCLG grant, but might that be predicated upon an exaggeration of the dangers of longer response times to West Kirby? Do the grant providers know that an adequate service is already being provided from Upton for 50% of each week and that redevelopment of Upton would cost the public purse a fraction of the £4.2 million total cost of a new Saughall Massie station.

Our feeling is that very special circumstances might be being inflated to circumvent green belt protection and to achieve financial restructuring benefits and access to central government grants. It looks as though special circumstances are further being boosted by attempts to involve Merseyside Police and the North West Ambulance Service as subsidiary tenants. However neither party has shown any expression of interest so I hope they will be excluded from the planning consideration.

Much is said about the health and safety benefits to West Kirby by moving to Saughall Massie but what of the lengthening response times from Upton, the primary dangers are to Arrowe Park Hospital.”

At this point Councillor Leslie T Byrom (who is Vice-Chair and was chairing the meeting as the Chair was absent) pointed out that Les Spencer had used up his five minutes. Councillor Lesley Rennie asked for more time but Councillor Byrom refused to any extra time for Les Spencer.

The Vice-Chair then asked if there was anyone with a contrary view to what had been said?

Tommy Hughes, Vice Chair of Merseyside Fire Brigades Union indicated he wished to speak. He apologised for Mark Rowe as Mark Rowe couldn’t make it as he was in a committee meeting but said that the comments he was about to make reflected the viewpoint of Merseyside Fire Brigades Union.

Mr Hughes said, “The Fire Brigades Union I’d first of all like to state always supports local communities when we come together to fit unnecessary and damaging cuts to essential services. Yet we do in this instance agree with the Chief Fire Officer and with the Fire Authority that fire stations staffed with firefighters twenty-four hours a day, seven days a week is the most effective way to immediately deploy firefighters into their communities to save and preserve life.

We also agree that fire engines staffed with five firefighters is the safest and most efficient way to deal with the multitude of different rescue scenarios that firefighters can face every day of their working lives. Therefore the FBU are committed to defend whole time fire cover in Merseyside and also to fight to protect safe and effective crewing levels.

On a purely professional level and as firefighters, we are fundamentally opposed to the use of small fire units or target response vehicles. Their very name gives an insight to the limitations of these vehicles. They can only safely and effectively deal with small fires. What they do is they divert valuable funding away from maintaining fully staffed and crucially fully equipped fire appliances.

Firefighters clearly need the correct tools for the job to carry out effective rescues, wherever and whenever that may need to be the case. Sending firefighters to emergency incidents in transit vans or in cars severely limits what we’re able to do when we arrive at those incidents. I’m sure that you want to debate that it is no cliché that in these situations every second really does count. Every firefighter on every station in the country would echo those views.

I’d also like to say it’s not your firefighters, it’s not the Chief Fire Officer and it’s not the Authority who have caused this situation to arise. It’s the government who have forced this situation, it’s the government who have forced this situation on the fire service and on the communities of Greasby and Saughall Massie.

In light of recent events in Europe and North Africa and the potential for terrorist attacks in the UK, these cuts I’m sure you’d agree look even more dangerous. That’s why the Fire Brigades Union are committed to fighting these cuts both locally and nationally although we do fear there is yet worse to come. Thanks Chair. ”

In a later part of the meeting councillors (see picture below) voted to close Upton and West Kirby fire stations. Merseyside Fire and Rescue Service will now apply to Wirral Council for planning permission for a new fire station on the Saughall Massie site.

The Chair started the Merseyside Fire and Rescue Authority meeting by stating in the event of a fire alarm sounding where the nearest fire exits were and people were to assemble at the assembly point across the car park in the event of a fire. Smoking would not be permitted during the Merseyside Fire and Rescue Authority meeting and the toilets were further down the corridor on the opposite side to the meeting room.

If anyone was requested to leave the meeting for whatever reason, recording was to not continue outside the room. He asked people not to leave on display anything that was private or confidential items on display.

There were no exempt items on the agenda for this meeting so the press and public wouldn’t be asked to leave. He asked if any of the two “observers” present had any objections to being filmed (one of whom is the person writing this). Neither of us (including myself) did. He asked people to have their mobile phones on silent, told people he was Councillor Mahon and declared the meeting open.

The minutes of the meeting of the consultation and negotiation sub-committee meeting of the 2nd September 2014 (the blog post Labour councillors blame government for strikes in 1st ever film of a Merseyside Fire Authority meeting refers to this meeting) were agreed.

3. Industrial Relations Update

The Chief Fire Officer, Dan Stephens introduced his report (CFO/124/14) on matters of negotiation and consultation with the trade unions since the last meeting on 2nd September 2014.

He referred to 45 service instructions issued since 2nd September, most had been agreed but nine were outstanding. Dan Stephens referred to the ongoing talks with the Fire Brigades Union and that the Fire Brigades Union did not agree with the health and fitness instruction as well as an ongoing national dispute. However there had been talks in London on the 10th and 11th of September and a further meeting in Liverpool on the 29th September.

The Chief Fire Officer on behalf of the Merseyside Fire and Rescue Service thanked Phil, Mark and Kevin for getting to the point where they had reached an agreement.

He referred to paragraphs 10 and 11 of his report about 24-hour shifts, the impact of station mergers versus outright closure and the mitigation he had recommended to the Merseyside Fire and Rescue Authority. With regards to the pensions dispute it was outside his influence and totally outside his sphere of control, however he hoped to maintain constructive dialogue and Merseyside was testament to strong industrial relations between the Merseyside Fire and Rescue Service and the Merseyside Fire and Rescue Authority.

There was notification by the Fire Brigades Union of a 24 hour strike from 0900 on the 9th December 2014 to 0900 on the 10th December 2014. An Early Day Motion by Hilary Benn MP had attracted 236 signatures so far. However the pension regulations had been laid before parliament and the 40-day period would conclude on the 11th December 2014, which was the reason for the timing of the notification of industrial action by the Fire Brigades Union.

If the pension regulations were agreed by Parliament they would come into effect on the 1st April 2015. He said he would take any questions.

The Fire Brigades Union representative referred to the service instructions and the enormous body of work it had entailed. They had put it forward to the national Fire Brigades Union to be recognised as a template. He agreed with the Chief Fire Officer that it was much better to have an agreed outcomes and agreed introduction.

He referred to the policies about aiding sick and injured firefighters rather than punitively punishing them and accepted the reassurances about the issue of 24-hour working. Rather than death by a thousand cuts, he wanted to deal with the issues now to give a relative period of stability moving forward. Finally he pointed out to everyone at the Merseyside Fire and Rescue Service that it was a national pensions dispute and he wanted to reiterate that there was excellent industrial relations locally in that they could talk about thorny issues without either side finding it offensive.

Cllr Maloney said that as an Authority they hadn’t got a clue as to what was going to happen.

Cllr Byrom said that during the strike period relationships on Merseyside had been cordial. Other authorities hadn’t seen this so he was grateful. He said that they “stand on the brink of considerable change”. In the tours they had been doing of fire stations, he’d been able to say to firefighters and members of the public it’s not the cheapest way of working but a better way of working to retain a full-time method of operation.

If they lost control of the agenda, the way to save money would be to move to retained. He said, “We don’t want that.” However, working closely with the staff and the public they serve, he wanted to put forward the message that it was safe, a good speed of response, a good weight of response and that the crews when they get there were prepared and trained.

The representative of the Fire Officers Association referred to the financial difficulties, the staffing model and how everyone was integral to providing an emergency service. He too referred to the 24-hour shift system. On the pensions issue he said that the government wasn’t moving and that they had got to persuade ministers and civil servants as there were issues that hadn’t been fully considered by the government.

He wanted (in reflection of the 236 MPs that had signed an Early Day Motion) a debate, otherwise there was something seriously wrong with politics. The union representative suggested that they address their MPs and ask them to sign the Early Day Motion apart from the one who is a government minister.

Referring to the MP for Wirral West, the Rt Hon Esther McVey MP, he said that she, “certainly doesn’t seem to live in the real world, doesn’t seem to want to know the impact of the cuts that are happening on this [Merseyside Fire and Rescue] Service”.

Although the Fire Brigades Union had said not to respond to the Adrian Thomas review of conditions of service and questionnaire, he had seen a tweet from the Deputy General Secretary encouraging members to respond to this. He had retweeted it, because he thought it was important as it affects all members.

He wanted Adrian Thomas as the independent person undertaking the review to fully understand and appreciate the concerns and issues of members. Looking forward to the budget proposals in February, the mergers were the big issue, he wanted to make sure that any cuts protected the frontline.

Cllr Tony Robertson (Lib Dem opposition spokesperson) that he agreed over the fulltime issue. He referred to his union background as a branch secretary and how there was a huge amount of respect on both sides. Although he was only a recently appointed member of the Fire Authority, he had read about it prior to becoming a member. He said that industrial relations were a hugely important issue as poor industrial relations would lead to a poor service. Cllr Robertson also said he had “no enthusiasm for city region government”.

The Chair referred to the disputes from 2003 and the £100,000 cost of getting the Green Goddess and how in the past the trade unions had told them what to do and how bad it was in the past. He compared how it was in 2003 to the improved industrial relations in 2014.

The Chief Fire Officer said to respond to Cllr Hanratty, that all MPs on Merseyside, bar the MP for Wirral West had signed the Early Day Motion, which included the Rt Hon John Pugh MP for Southport who is a member of the coalition.

The recommendations were agreed. The Chair said that the next meeting would be the 24th March 2015, he thanked people for their attendance and wished people a safe journey.

A key meeting of the Merseyside Fire and Rescue Authority will decide on Thursday 2nd October 2014 whether to consult on the closure of Upton and West Kirby fire stations (on the Wirral). Fire officers are asking councillors (which includes four Wirral Council councillors) to agree on consultation on the closure plans.

If politicians agree to a consultation it will run from the 3rd October 2014 for twelve weeks.

One of the more controversial aspects to this closure plan is it involves building a new fire station on Frankby Road, Greasby on a piece of land now owned by Wirral Council (used for a library, children’s centre (there is a current consultation on closure of these run by Wirral Council), community centre and other uses.

Negotiations between Wirral Council and Merseyside Fire and Rescue Authority have been ongoing for some time. If the consultation went to plan and the other two fire stations closed, the site on which the library, community centre and children’s centre would be cleared. In its place a new fire station, library and community space would be built. Indicative floor plans might be available by the date of the meeting on Thursday.

Agreement in principle to a lease from Wirral Council to Merseyside Fire and Rescue Authority has been given by Wirral Council officers, but no action will take place until the consultation has taken place.

After the consultation, a further report will come back to the Merseyside Fire and Rescue Authority in order for a decision to happen. However closing two fire stations will lead to an increase in response times. There will however be a saving in salaries (of about £900,000 a year) by having one fire station instead of two.

Building a new fire station at Greasby will cost about ~3.45 million, however this could be offset by selling the land that Upton and West Kirby fire stations are now on. Mersey Fire and Rescue Authority is hoping to get a DCLG grant of £1.5 million towards the cost of building the new fire station and will hear back from DCLG on that towards the end of the year.

Any difference will be met from reserves built up in part by a underspend in last year’s budget. The capital costs of the project (appendix H) are being kept secret for commercial reasons (whether this is the Fire Authority itself, DCLG and/or a third-party is a little unclear).

Wirral Council now have four representatives on Merseyside Fire and Rescue Authority. These are Labour (3) Cllr Denise Roberts, Cllr Jean Stapleton and Cllr Steve Niblock and Conservative (1) Cllr Lesley Rennie.

Currently the makeup of the committee that will make a decision on Thursday in Bootle comprises up of 16 Labour councillors, 1 Lib Dem councillor and 1 Conservative councillor.

I attended (and filmed) a public meeting of Merseyside Fire and Rescue Authority’s Consultation and Negotiation Sub-Committee yesterday afternoon. Since last visiting Merseyside Fire and Rescue Headquarters quite a while ago, the whole building has been rebuilt.

We arrived about half an hour before the meeting started and were asked to wait in reception. After about fifteen minutes (we had been told they were “running late” although the meeting started on time) someone came and took us to the meeting which was being held in the Temporary Conference Room on the first floor.

Thankfully there was a working lift which we used. The room had been set up up for the councillors on the Sub-Committee, fire officers and union representatives from unions such as the Fire Brigades Union. Microphones for everyone (with built-in speakers) were set out and tested before the meeting started.

Someone was even kind enough to put one of the speakers behind us so we could hear what was being said. Unlike Wirral Council there was no tea and coffee machine in the room drowning out what was said, but jugs of water and glasses were put out.

I informed someone of my intention to film the upcoming meeting and referred to the Openness of Local Government Bodies Regulations 2014. In my opinion in response she looked rather crestfallen and left the room in a hurry (maybe to tell someone else).

During the meeting, due to everyone having a microphone (maybe Wirral Council prefers councillors to share as that way they can give the public the impression they’re too skint to afford a microphone for each councillor), there was none of the usual requests you get at Wirral Council public meetings from councillors to repeat what’s just been said as everybody could hear what was going on. In fact playing back the video of the meeting, the sound quality (often a complaint when I record meetings at Wirral Council whether they have microphones or not) was much, much improved.

Due to a current technical fault with one of the SD cards (I do have a backup card but it was impossible for me to predict at the start how long the meeting would last), I didn’t film in HD (which I would’ve preferred to do as that would have been broadcast quality) but instead in VGA. Apologies for the black boxes on the video, this was down to using the usual compression codec I use for HD which has a slightly different aspect ratio.

As having the tripod in front of me would’ve blocked a passageway and I didn’t want to argue about the interpretation of fire regulations with a bunch of fire officers, I put the tripod instead to the side which meant I did less panning and zooming than usual.

Before the meeting itself, I enquired about the West Kirby/Upton fire station plans and was told that a consultation with the public on that issue would be starting soon.

The agenda and reports are on the Mersey Fire and Rescue Authority website if you’re interested in reading them. As you are probably aware, there have been a number of days recently when fire officers have been on strike and anyone passing the new fire station in Birkenhead on those days will have seen the Fire Brigades Union picket.

The Chief Fire Officer, Dan Stephens did most of the talking at the meeting. His report gave an update on the weekly meetings with unions and a summary of progress on the issues.

There was currently a dispute with the Fire Brigades Union which would be going to a conciliation hearing on the 10th November, once the outcome of this was known he would report back to councillors and the committee.

He apologised for using MACC in an email and said it was “not a mistake he would be making again”. Referring to the civil disturbances in 2011, he considered that these had been managed on Merseyside more effectively than in other parts of the country due to excellent interagency work with the Merseyside Police on Operation Derwent.

However the command and control on the seventh floor of the police headquarters was “no longer fit for purpose”. He went into detail about a decision of the Merseyside Fire and Rescue Authority to engage with Merseyside Police on the Merseyside Joint Command and Control Centre in which both organisations would work along with the North West Ambulance Service.

The Joint Command Centre had gone live in early July and he went into detail about the shift patterns outlined in paragraphs nine to fourteen. He wanted to highlight the “outstanding achievement” to have “got to this point” but that the Merseyside Police were training their call handlers and he went into some of the differences as to how Merseyside Police and Merseyside Fire and Rescue Service deal with emergency calls.

The Chair, Cllr Jimmy Mahon (Labour, Sefton) gave his congratulations to the Chief Fire Officer and said there had been the concern that in order to work properly the Control Centre should be in Merseyside.

The Chief Fire Officer continued with talking about the arrangements that they’d put in place for when fire officers were on strike in a dispute over pension reform. He made it clear that it wasn’t a localised dispute on Merseyside, but a national dispute between the Fire Brigades Union and the government over which Mersey Fire and Rescue Authority didn’t have any real influence over which had been the subject of previous reports.

He wanted the dispute itself “resolved as quickly as possible” and commended the FBU as they took a “responsible approach” on Merseyside and also gave them his thanks. Moving on to the collective agreement with the Fire Brigades Union and Fire Officers Association over twenty-four working, there was one location in Croxteth where it was allowed to due to an “operational rationale”. He went into some detail about how twenty-four hour working freed up rota days and other impacts of it.

Referring to the “acute pressure” of “financial challenges” he said that it wouldn’t get easier in 2015/16 and the final two paragraphs of his report were about an independent review of conditions of service. In his opinion the questionnaire contained loaded questions and it had been a Fire Brigade Union recommendation that they shouldn’t take part in the survey. He put on record that he couldn’t be a stronger advocate of the whole time duty system and that he would take questions on his report.

Two trade union representatives replied and also referred to the national issues, challenges, how they were never going to agree to everytying but the Fire Brigade Union representative felt that things were going forward and that both sides were pragmatic. The FBU representative said that they’d used all procedures, asked for external assistance and hopefully both sides had an open mind.

Councillor Leslie T Byrom (Labour, Sefton) made comments about the Ken Knight review and the government’s response to it, as well as a related resolution at the LGA Conference.

He used the analogy of a teenager only being able to afford the cheapest insurance for their first car, but gradually moving up to comprehensive insurance. In his opinion Merseyside had the equivalent of comprehensive insurance in its fire cover. The councillor didn’t want to revert to an inferior service. He referred to the recent terrorism alert change and how fully staffed authorities “can send boots on the ground” but that they had to lobby hard to explain the advantages.

Cllr Linda Maloney (Labour, St Helens) said that she had asked the St Helens’ Human Resources officer for advice on the redundancies issue. The advice she had received was that Merseyside Fire and Rescue Service was being very lenient compared to other councils in making people redundant. She wanted to put on record the work they did keeping full-time firefighters and engines to keep Merseyside safe.

Cllr Tony Robertson (Lib Dems, Sefton) asked a question about the questionnaire. The Chief Fire Officer replied that it had to be returned by the 19th September, but that their submission would be reported back.

There weren’t any meetings of a committee to formally approve it before the deadline, but said that if he was being cynical he’d have taken the view that it was almost a response to the Fire Brigades Union strike action, however he was conscious he was being filmed so was a little circumspect.

Cllr Tony Robertson said that he understood.

Cllr Roy Gladden (Labour, Liverpool City Council) referred to if they wanted to get the person they wanted in a position, they they just needed to sort out the shortlist in relation to the questionnaire. He felt other parts of the country didn’t need full-time firefighters and referred to Devon and Cornwall. The independence vote in Scotland was also referred to and also discussions across the country where they were fed up with being told what’s best for them in that part of the country.

No matter what happened on the 18th September he felt they should be demanding a better say in what happened regionally and locally and no matter what government there was he wanted the power base lowered so that Merseyside would decide what’s best for them. As elected representatives they could come to the Merseyside Fire and Rescue Authority and disagree and he would be very surprised to be in a situation where they all agreed on everything as “one of us” would be “out of order”. The unions would at times disagree fundamentally with the way forward. However he wanted to make clear this was a national strike and that the government was using finance to look at the service.

The Chair, Cllr Jimmy Mahon (Labour, Sefton) agreed.

Cllr Roy Gladden (Labour, Liverpool City Council) then said the following:

“Just one quick thing which I think you mentioned before, we’ve got cameras. Are we going to be writing to Mr. Pickles asking him if we can have a makeup room before we go out? *laughter* I’m a bit concerned that it’s err, you know splashed across the national and worldwide media and at least I want to get me hair dyed and me makeup on so I don’t look horrible. Well I’m just making sure, I hope Mr. Pickles wouldn’t mind as he’s insistent upon this that we have our makeup room in future.

Having been at the BBC, I mean it really isn’t like that, I might not come along if I haven’t had my hair done. So I just hope in the future, we’ll put it down Chair. Some of us don’t need our hair cutting.”

Chief Fire Officer Dan Stephens said, “Just two things Chair, I thank Councillor Gladden for his last comment and second justly to reassure Councillor Gladden that he looks as devilish as ever..”

Unknown councillor “That’s enough, that’s enough. Meeting closed, thank you.”

Chief Fire Officer Dan Stephens said, “What I would say is, I could use this opportunity to my Ice Bucket Challenge, I nominated Eric Pickles, unfortunately he’s not yet responded to the challenge I’ve put down to him so maybe this is my opportunity to reinvigorate that challenge to him and I shall leave that at the behest of our guests further to the meeting to give some thought as to whether they would like to send that through to him and I will pause at that point Chair having committed career suicide.”

The Chair asked, “Can we have a copy?” to which I replied “ok”. He replied, “It will be interesting to have a look at to see how we’re mentioned. That’s the end of the meeting.”
