Liverpool City Council’s Cabinet on Friday agreed to recommend to a public meeting of all Liverpool City Council councillors on Wednesday evening, a new Commercial Property Fund Strategy.

The policy recommends that Liverpool City Council invest £50 million in commercial property of which £25 million will be borrowed and £25 million from future sales by Liverpool City Council of land and buildings.

SPORTS COMMENTATOR JOHN BRACE: Next week, we’ll be seeing another thrilling political battle between Cllr Chris “Bruiser” Blakeley (in the blue corner with a picture of a Conservative whip on his chest) and Dan “The Fireman” Stephens in the flaming red corner (and a picture of a fireman’s axe on his chest). Who will win following this encounter? This is a battle that the public think both of them can’t win.

SPORTS COMMENTATOR 2: There’s a bit of history between these two characters isn’t there?

SPORTS COMMENTATOR JOHN BRACE: Yes, this whole fire station issue is part of the reason Chris Blakeley lost his job working for Esther McVey in May, but since then he’s had more time for campaigning. The kudos for stopping a new fire station in Greasby went to Esther McVey’s rival Margaret Greenwood (now an MP). The two (Cllr Blakeley and Dan Stephens) have had heated exchanges at a number of public meetings and are bitterly opposed on this sensitive political issue.

SPORTS COMMENTATOR 2: But what happened last time?

SPORTS COMMENTATOR JOHN BRACE: The Labour referee Cllr Mike Sullivan declared it a draw on points and decided to call it off for another night. No one had invited Dan Stephens along to that meeting so it would’ve been wrong to let Cllr Blakeley win under such circumstances.

SPORTS COMMENTATOR 2: But strictly speaking Dan Stephens wasn’t the officer behind all this?

SPORTS COMMENTATOR JOHN BRACE: Yes that’s true. The man with the plan for this was Deputy Chief Executive Kieran Timmins (his line manager was Dan Stephens). However Kieran Timmins has been made redundant. So nobody can ask him questions. The land aspects of Mr. Timmins’ job are now under the remit of Deputy Chief Fire Officer Phil Garrigan.

SPORTS COMMENTATOR 2: So if asked, Dan Stephens can deny all knowledge of the emails released under a Freedom of Information Act request or in fact anything to do with all this?

SPORTS COMMENTATOR JOHN BRACE: His answer at an earlier public meeting was he hadn’t written the emails, then from memory a Labour councillor on the Merseyside Fire and Rescue Authority (who had released the emails) just claimed the Tories were just making it all up.

Although Dan Stephens would be aware of this matter, it would be Mr. Timmins/Phil Garrigan that would be involved in the details. I’m sure Phil Garrigan will brief him ahead of next week’s meeting with answers to questions that are likely to be asked and/or be there in person.

SPORTS COMMENTATOR 2: So what does Dan want?

SPORTS COMMENTATOR JOHN BRACE: He has to work within the agreed policy. The politicians directed him to ask for the land at Saughall Massie and planning permission (or at the very least he has to find somewhere to build a new fire station if the politicians want one).

SPORTS COMMENTATOR 2: So what does Cllr Blakeley want?

SPORTS COMMENTATOR JOHN BRACE: For Dan Stephens not to get the land at Saughall Massie and planning permission and if he has to build a fire station to do it somewhere else.

SPORTS COMMENTATOR 2: I see, and after over 2 years of political arguing has anything been actually decided?

SPORTS COMMENTATOR JOHN BRACE: Councillors on Merseyside Fire and Rescue Authority did decide to go ahead and ask Wirral Council for the land at Saughall Massie and planning permission.

An interesting twist however, is that Cllr Blakeley seems to be have been stabbed in the back twice by his own side on this issue as both the Conservative government have offered Merseyside Fire and Rescue Service a grant towards the costs of a new fire station and fellow Conservative councillor Cllr Lesley Rennie voted for it too.

SPORTS COMMENTATOR 2: So you’re saying in over 2 years and perhaps millions of words, all that’s happened is arguing, Esther McVey losing her seat and endless rounds of consultation over the £millions this could all cost?

SPORTS COMMENTATOR JOHN BRACE: Yes.

SPORTS COMMENTATOR 2: And nobody thought it a good idea and value for money or sensible to just actually sit down and talk through these issues?

SPORTS COMMENTATOR JOHN BRACE: Officers did that, but thought councillors would just happily rubber stamp it. Large numbers of the public getting grumpy about a political decision makes politicians nervous. Nervous politicians don’t like to make unpopular decisions unless they know the facts so they delay making a decision.

However councillors on the Merseyside Fire and Rescue Authority seemed quite happy to have the people pay for taxis to and from public meetings, showing that a decision by a politician is only unpopular if the public actually knows about it.

SPORTS COMMENTATOR 2: So you’re saying that endless public meetings, consultations, press coverage and over 2 years of political arguments is because no consensus or compromise has been reached?

SPORTS COMMENTATOR JOHN BRACE: Yep, but it’s been great for our viewing and circulation figures isn’t it!?

Last year, one of the more high-profile stories was the consultation on plans to close Upton and West Kirby fire stations and replace them with a new fire station in Greasby village. In a dramatic U-turn last year Wirral Council decided to withdraw their offer of the land in Greasby part way through the consultation.

Next week a public meeting of the Merseyside Fire and Rescue Authority (which comprises 18 councillors representing the various districts in Merseyside including four from Wirral Council) will decide what happens next. The outcome of the consultation is agenda item 4 (Wirral Fire Cover consultation outcomes and what’s suggested to do next is agenda item 5 (West Wirral Operational Response Considerations (Post Consultation).

Councillors will choose from one of three options which are:

1) deferring a decision on the closure of West Kirby Fire Station and holding a further 12-week consultation starting on 2nd March. This consultation would be very similar to the last one with the main difference between this and the last consultation being that the new fire station would be built on a piece of land on Saughall Massie Road, Saughall Massie not Frankby Road, Greasby.

2) have a six-week consultation on the closure of West Kirby Fire Station and keep Upton Fire Station. Councillors would then make a further decision in April 2015.

3) have a six-week consultation on the closure of West Kirby Fire Station, reporting back to make a further decision in April 2015 whilst at the same time looking for an alternative site for Upton Fire Station before a further 12 week consultation.

Although no decision on which option to go for has yet been made, the proposed site for the new fire station can be found here thanks to a map given to the Merseyside Fire and Rescue Authority by Wirral Council and published as part of the reports for the meeting.

According to Wirral Council’s asset register this piece of land is down as “Saughall Massie Road Open Space” and is described as “public open space (amenity)”. It’s also in Wirral’s green belt.

What is also revealed in one of the reports for the meeting was that Merseyside Fire and Rescue Service spent £6,244.20 with a firm of architects on the aborted plan for a fire station in Greasby (these were the plans on display that were on display at the second Greasby consultation meeting).

One of the issues that was raised during the consultation on Lyndale School (and the call in) was how much The Lyndale School would be worth to Wirral Council as an asset if in the future the school was closed, declared a surplus asset and sold by Wirral Council? The 2012/13 asset register assigns a value to the buildings of £1,788,103.00 and land of 908,000.00 (total £2,696,103.00) valued on 22nd February 2013 (as part of its regular quinquennial or five yearly valuation).

A summary of the responses given by David Armstrong at the meetings I was at (such as the consultation meeting in June and the February call in) was that he personally had deliberately not visited the site to avoid the rumour spreading that Wirral Council was disposing of the site and that there were hoops Wirral Council would have to jump through before even getting to that stage, three of those being a decision that the school would have to close, then declared a surplus asset by a politician/s and permissions from the Secretary of State too before even reaching the stage where they could dispose of it.

The issue of the extra capital work on other schools (which costs the council money) to provide extra places for the Lyndale School children if it closed was known and quantified as obviously building work has to start well in advance of being completed due to obtaining planning permission, contract tender rules (such as getting quotes and bids for the work) and the fact that building work on schools tends to be done during school holidays to prevent disruption to what schools are there to do.

What’s interesting is in a recent response to a Freedom of Information request to former councillor Ian Lewis, Wirral Council have (finally) released the 2012/13 asset register. I read the 2012/13 asset register this morning and it does contain an entry for The Lyndale School. Bear in mind this is for the 2012/13 local authority year (1/4/2012 to 30/3/2013) which was audited as part of the audit of that year (12/13)’s accounts at some point between 1/4/13 and 30/9/13.

As is well known already, formal plans to close the Lyndale School became known to the public around December 2013 but there were rumours of closure plans before then. The entry for The Lyndale School is as follows:

This entry in the asset register of course raises a lot of questions. A regular five yearly revaluation was done on the Lyndale School in February 2013. Any valuation (if a further one was done) between 1st April 2013 and 30th March 2014 would be on the 2013/14 asset register.

The 2012/13 asset register was audited as part of the 2012/13 accounts over the period 1st April 2013 to 30th September 2013. However the asset register would’ve been available for management purposes well before this audit was complete. Within two months of that audit being complete the public became aware of the plans to close the school.

So management at Wirral Council would’ve had the Lyndale School valuation from February 2013 available in informing their plans (whether they asked for this information to be provided is another question though).

However, as the school and land that The Lyndale School is on is an asset of Wirral Council now used for education (and specifically adapted for use as a special school), surely it makes no economic sense to close it down?

If it’s closed, the costs of the building (Council Tax, maintenance etc) will still be there.

If it’s closed, the children would be moved to another school so staff costs would stay, Wirral Council would be paying for building costs on two buildings then, the school they move to and Lyndale School sitting empty.

If we look back to the closure of Cole Street Primary School in Birkenhead, there was a very long time between the school being closed and it being sold. During this time it appeared to be unused each time I passed it especially after it was declared surplus to requirements.

There is another question this raises though.

Do the capital works on buildings to increase places elsewhere in the schools system so the Lyndale School children have somewhere to go to should the school close exceed the valuation of the Lyndale School?

If they do, then don’t these plans not make any economic sense whatsoever (unless I’m missing something)?!

The Cabinet decision on 4th September to go ahead to the next stage on closing Lyndale School was “called in” by Conservative and Liberal Democrat councillors yesterday (lead signatory Cllr Paul Hayes (Conservative)) and will now not be implemented until there is a future meeting of the Coordinating Committee soon to decide what to do next.
