Liverpool City Region Combined Authority agree to no rise in Mersey Tunnel tolls for 2015/16

                                              

Following cross-party support for no rise in Mersey Tunnel tolls from councillors on the Merseytravel committee, councillors on the Liverpool City Region Combined Authority last week agreed with Merseytravel’s recommendation not to increase the tolls. Cllr Liam Robinson called on both Arriva and Stagecoach to “support local people” and “at the very least freeze their fares” in response to the news.

The Liverpool City Region Combined Authority went further than just agreeing with Merseytravel’s recommendation to not increase tolls this year and agreed to set up a task group to look into whether tunnel tolls could come down in future years. The task group would also call for a review of the Mersey Tunnels Act.

Cllr Phil Davies who seconded the motion creating the task group said, “I think it is timely that we do look at the whole arrangement, costing and pricing et cetera for the tunnel tolls because you know we seem to go through this annual process and it seems to inexorably increase year on year. So I do think it is a good idea to set up a task group where we can look at in-depth all of these issues and I think it’s absolutely again the timing is excellent in terms of the devolution agenda and that really plays into that and our asks.”

John McGoldrick of Mersey Tunnel Users Association, a campaign group who have long campaigned for the scrapping of tunnel tolls, “We were very pleasantly surprised at today’s decision to look again at the whole question of Tunnel’s financing and the level of tolls.”

Councillor Phil Davies is a Labour councillor for Birkenhead and Tranmere ward. During the period covered he was Leader of the Council and Cabinet Member for Finance/Best Value. The first eight pages of his expense claims I published on this blog last month.

However the page below was only provided last Friday, which accounts for a further £241.10 claimed (October 2013).

This breaks down to:

1) Mersey Tunnel tolls Fast Tag (£1.30 * 10 (5 return trips on 17/10, 18/10, 21/10, 23/10 & 24/10)) = £13
2) Return train from Liverpool to London for LGA Workforce Board meeting (21st October 2013) = £220.80
3) London tube for LGA Workforce Board meeting (21st October 2013) = £7.30

Total (for 17/10/13 to 24/10/13): £241.10

These were for meetings to see an unspecified Police and Crime Commissioner (which could be Jane Kennedy), a meeting of the City Region Cabinet, a meeting of the LGA Workforce Board (in London), a meeting of NWIUF (spelt incorrectly) and the LEP (Local Enterprise Partnership presumable the Liverpool City Region one).

In fact NWIUF is an error on the expenses form and should instead be NWUIF (which is the North West Urban Investment Fund).

For four meetings that are not at Wallasey Town Hall (Police Commissioner, City Region, NWUIF and LEP) Cllr Phil Davies should have included the place he was going to on the form. However, as he claimed Mersey Tunnel tolls for going to these meetings, it is assumed they are all outside the Wirral and to the east.

Looking on the bright side though, Cllr Phil Davies’s expense form is typed, which makes it far easier to read than those councillors who fill them in by hand! The total of £241.10 seems to have originally been a different figure, but then tippexed out and replaced with £241.10. However it is to be expected that the Leader of Wirral Council has a busy schedule and diary.

Mersey Tunnel’s (part of Merseytravel) have a capital Budget estimate for 2012/2013 of £2.59 million on the following programs:-

Ongoing Schemes
2 Bidston Moss Contribution £160,000

ICT
1 ICT Infrastructure refresh/asset renewal/refurb £545,000
2 ICT Business Applications Provision £385,000
3 ICT Transport Systems £1.45 million
5 ICT Customer Services £50,000

The Mersey Tunnels 2012/2013 Revenue Budget of £36.948 million includes the following £6.375 million of Budget lines that may involve items that are an answer to your question as they may relate in full or in part to assets.

Premises

3 Repair and Maintenance of Building & Grounds £188,000
Supplies and Services

7 Equipment £25,000

8 Printing, Telephones etc £452,000

9 Operational Tools and Equipment £704,000

12 Asset Management, Repairs, Maintenance and Projects Recharge £5.006 million

Total £6.375 million.

So in total £8.965 million of budget lines in 2012/2013 that could relate to this question.
