In a grassy field on a summer morning, Wirral Council’s Planning Committee met to visit the site for a proposed fire station in Saughall Massie on Wirral Council owned land just off Saughall Massie Road.

Many local residents and two of the three local councillors (Cllr Bruce Berry and Cllr Steve Williams) were there to observe what happened on the site visit.

There were many with placards opposing the planning application for greenbelt reasons.

Cllr Eddie Boult turned up much earlier for the site visit than the other councillors on the Planning Committee.

Cllr Anita Leech, Chair of the Planning Committee opened the site visit and explained the purpose of the site visit and the procedure that would be followed. She asked a planning officer (Matthew Parry-Davies) to introduce the planning application. Unfortunately Matthew’s voice wasn’t very loud.

Matthew Parry-Davies (who works in Wirral Council’s planning department) explained that the revised planning application was for “a single storey two bay community fire station”.

He explained that access to the fire station (if planning permission was granted) would be from Saughall Massie Road. Mr Parry-Davies described the distances to the nearest properties on two different sides of the site.

The footprint of the proposed building and site perimeter had already been pegged out (both the footprint and the building had been reduced compared to the original planning application). The orientation had also been changed. The generator and sprinkler had been relocated and the training tower had been moved too.

Cllr Anita Leech (Chair of the Planning Committee) asked if any of the Planning Committee had any questions.

Cllr Eddie Boult asked for the differences in distance to adjoining properties between the original planning application and revised planning application. Matthew Parry-Davies answered.

Cllr Steve Foulkes asked if there would still be access to the rest of the site for the general public.

Cllr Treena Johnson asked questions about the retractable tower and its height when down and up. Matthew Parry-Davies answered her questions.

Cllr Anita Leech asked how long it would take to put up and down.

Cllr David Elderton answered with how often it would be up.

Cllr Anita Leech (Chair of the Planning Committee) asked if any ward councillors for the area had any questions.

Cllr Steve Williams (a councillor for Moreton West and Saughall Massie ward) pointed out the distance between the perimeter and nearby houses.

Cllr Anita Leech (Chair of the Planning Committee) asked Colin Schofield of Merseyside Fire and Rescue Service to confirm which tape and posts marked the site boundary. He did.

Cllr Anita Leech (Chair of the Planning Committee) confirmed that the blue posts were the site boundary and the red posts were for the building.

Cllr Bruce Berry (a councillor for Moreton West and Saughall Massie ward) asked a question about car parking and asked how vehicles would go on and off the site.

Matthew Parry-Daives answered him.

The Chair of the Planning Committee asked if any ward councillors had any more questions to ask?

Cllr Steve Williams (a councillor for Moreton West and Saughall Massie ward) asked if there would be any controlled burning on the site.

The Chair of the Planning Committee referred to a planning condition in relation to this.

She then asked if anyone else wanted to point out anything “of significance”?

Various residents asked questions or made points about flooding, traffic issues, the site of the generator, vehicles leaving and entering the site, site levels, where fire engines were called out to, traffic, residential amenity and where the optimal position for a fire station to replace West Kirby and Upton was.

Cllrs Eddie Boult and Cllr Steve Foulkes (both on the Planning Committee) made further points.

The site visit ended with the Chair, Cllr Anita Leech thanking everyone for their attendance.

Yesterday’s email from Mr Tour, ended with “you are required to return to the public gallery”.

However when I did return to the entrance to the public gallery above the Council Chamber, after asking my question, Wirral Council’s Community Patrol unsuccessfully tried to stop me re-entering.

I have however sadly learnt in life to ignore a lot of Wirral Council employee’s more bizarre requests and slipped past him. The guy from Community Patrol tried to grab my arm to stop me but lost his grip.

Ironically as I had had a stand up protest downstairs over the nonsense over the seating arrangements, typing away notes on my iPad, in the hot weather my bare arm was so sweaty by then that his hand couldn’t grip on to me.

So I thank Surjit Tour for putting into place a chain of events that thwarted another Wirral Council employee.

As I’d forgotten to turn my tape recorder off downstairs there’s a tape of the whole matter and conversation.

Maybe Community Patrol will have better luck at the next Planning Committee?

Indeed Wirral Council losing its grip seemed to be a running theme of the evening.

The petition against the planning application for a fire station (on Council owned land) in Saughall Massie presented by Cllr Chris Blakeley has reached 4,034 signatures. The report from Wirral Council’s planning department recommends it for approval. The matter will be decided at the Planning Committee on the 20th July 2017, after a site visit on the 18th July 2017.

Another large petition, of a mere 20,805 signatures, submitted by Cllr Chris Blakeley on behalf of Cllr Jeff Green opposed the introduction of car parking charges in the country parks (which goes to a call-in meeting on the 18th July 2017).

Cllr Phil Davies (Leader) and the Labour councillors however does not agree with Cllr Chris Blakeley on many policy matters.

After questions for Cabinet Members from various councillors, there were general questions, followed by just over half an hour of debate about senior managers’ employment status.

A quick summary is Julia Hassall (Director of Children’s Services) resigned, Tom Sault (Assistant Director: Finance) is entering a “phased retirement”, Surjit Tour (Assistant Director: Law and Governance, Monitoring Officer and Senior Information Risk Officer) has resigned and Clare Fish (Executive Director for Strategy) has requested early retirement.

The Chief Executive, Eric Robinson also wants to regrade the Director for Children post to the £140-£155k band and create a new post for a senior manager (Director of Strategy and Partnerships) on a salary range of £103k-£115k. He also wants to increase the salary range for the Assistant Director: Law and Governance and Monitoring Officer post to a maximum of £93k. Those are most of the changes (there are some other ones too).

The changes to the senior management team that were recommended in a private meeting of the Employment and Appointments Committee were agreed by Council yesterday evening on a 35:25:1 vote (for:against:abstain). The 1 is the Labour councillor who is the Mayor abstaining. The other 35 are Labour councillors and the 25 were a combination of opposition councillors.

The effect is that Surjit Tour remains serving out his notice (until some point in September 2017), Clare Fish’s early retirement request is agreed, Tom Sault retires (but phased) and Penna (the external recruitment consultants) have a massive pay-day from advising Wirral Council on recruitment to all these posts (estimated by one councillor at ~£12k a post).

The senior management team was restructured last in November 2016 and at least one councillor suggested that changing again so soon implies that the previous model hadn’t worked.

Cllr Bernie Mooney referred to people being paid, “too bloody much”.

Certainly the senior management team hasn’t been changed this much since 2012, when a large number of them were suspended, then paid large sums to leave as the suspension wasn’t done properly.

There was also a short debate on wildlife sites.

Most people however were there in the public gallery (patiently waiting around two hours before the meeting got to that point) to hear debate on a Notice of Motion about the New Ferry explosion.

Cllr Warren Ward received cross-party plaudits for his work as a ward councillor for this area.

Labour councillors blamed it on the government.

Conservative councillors said that part of the response was the responsibility of Wirral Council.

In the end though, after just over 30 minutes of debate, councillors of all parties agreed a notice of motion that will result in Wirral Council writing a letter to the Prime Minister and a letter to the government minister for Communities and Local Government.

After that agreement, the Mayor called for a ten minute adjournment (which turned into a fifteen minute adjournment).

In a 20 page planning report on a revised planning application for a fire station in Saughall Massie, councillors on the Planning Committee have been recommended to approve the application.

The report fails to mention that Wirral Council owns the land, and following a First-tier Tribunal case between myself and the Merseyside Fire and Rescue Authority, it was revealed that Merseyside Fire and Rescue Authority had set aside £300,000* to pay Wirral Council for the land as part of the project. Merseyside Fire and Rescue Authority also predict they will receive £200,000* from the sale of West Kirby Fire Station and £350,000* from the sale of Upton Fire Station.

*estimates of sale prices for Upton Fire Station, West Kirby Fire Station and the land at Saughall Massie owned by Wirral Council were made by Merseyside Fire and Rescue Service to Merseyside Fire and Rescue Authority based on prices in October 2014 (Upton Fire Station and West Kirby Fire Station), see Appendix H to Merseyside Fire and Rescue Authority report CFO/101/14) and January 2015 (Upton Fire Station, West Kirby Fire Station and land at Saughall Massie, see Appendix F to Merseyside Fire and Rescue Authority report CFO/003/15).

A previous application for a fire station was refused by Wirral Council’s Planning Committee on a 7:6 vote last year. An appeal of this planning application refusal to the Planning Inspectorate was considered but abandoned.

Wirral Council’s Planning Committee meets next week on Thursday 22nd June 2017, starting at 6.00 pm to consider the revised planning application in Committee Room 1 at Wallasey Town Hall, Brighton Street, Seacombe. It is expected that a site visit will be requested at this meeting which if agreed will delay a final decision on the planning application to a later meeting of the Planning Committee (expected to be on the 20th July 2017).

As the planning report states, the petition of objection to the planning application has grown to 4,034 signatures and there have been 324 objections to the new application at the time the report was written.

Phil Garrigan (Deputy Chief Fire Officer, MFRS): Thanks Chair and again a personal report is provided, a progress report to Members on the station mergers project up to the end of April 2017 and the recommendation that Members note the report.

Err and I’ll keep this relatively brief because the content of the err update is contained within, other than to say work has commenced at Prescot, err I’ll draw to your attention to paragraph nine which says, “All foundations and ground beams have been laid and the concrete errm slab has now been poured as of the 26th of April 2017. The retaining walls for the approach road are in place and steel work has started and has been put in place through the period of May.” and we are looking at now a completion date for the new Prescot site which as clearly Members will be aware is a fire station, police station colocated and that work is looking to be completed March 2018 and that is on schedule.

With regards to Saughall Massie and the proposal to put a planning application in, to errm build a fire station, err on West Wirral, a revised planning application was submitted to Wirral Metropolitan Borough Council on the 13th of March and formally validated on the 28th of March ’17.

Err as part and parcel of that application we sort of err sort of addressed some of the concerns that were raised, err through the refusal of the initial planning permission and as a result of that we have reduced the overall size of the fire station by some 30%, err sorry, yeah by 30%, the overall size of the site, the fire station itself by some 10% and realigned some elements of the building itself so it’s simply smaller. We’ve also significantly improved some of the errm, the layout of the site and the landscaping associated with some of the concerns that were raised.That planning submission that we believe is going to Planning Committee on the 22nd of June errm where it will be considered and we’ll inform Members subsequently with options available to us to refer it to the Secretary of State, if we’re unsuccessful through that process but as Elected Members will be aware, we are hopeful that that planning application will be successful and we’ll be able to build a new fire station in Saughall Massie, which will be able to serve as part of the Wirral, which may be affected should we not be able to be afforded that opportunity. With regards to Saint Helens, err and a number of conversations that we’ve had with Pilkingtons who own the site at Canal Street.

Subsequently, the site, or the initial site that was proposed has been withdrawn by Pilkingtons, however Pilkingtons have offered us a further site, which is not you know too far away from the original site, at Watson Street. When we’ve looked at the analysis in regards to our operational response, from Watson Street as opposed to Canal Street, it’s actually a more preferable err base from which to respond. So again, those conversations have been had and discussions are progressing, err nicely. We’ve also extended those discussions as part of our collaborative err duty to Merseyside Police and North West Ambulance Service and then so this was really some conversation with Saint Helens err Council.

As a result of those conversations, Merseyside Police have made it clear that they’re not necessarily in a position at this moment in time to progress around a collaborative endeavor there. However North West Ambulance Service would seem a little keener, but they have yet to come back to us and we’re expecting a response from them err within the next seven days when they can potentially seek to put a make ready facility at St Helens colocated with Merseyside Fire and Rescue Service, but again that is yet to be determined.

Irrespective of those matters, we will be on site relatively shortly at Watson Street in Saint Helens to do some basic sampling of the land there to establish any remediation you know that will be required as part and parcel of the build. Again, you know our relationship with Pilkington was very good, Saint Helens Metropolitan Borough Council is very good and we are keen to progress to build a new station er as described at Watson Street in Saint Helens.

Other than that Members will probably the rest of the detail is contained within the report itself but I’m happy to take any questions on any particular issues.

Cllr Dave Hanratty (Chair, MFRA): OK, thanks for that report.

Unknown councillor (MFRA): Thanks Chair, yes could I just ask Phil about this err thirty percent decrease on the Saughall Massie site and the building? I mean that’s a significant decrease and yet you’d still got to get everything still in there, the kit and the engines. How’s it going to work out practically?

Phil Garrigan (Deputy Chief Fire Officer, MFRS): Yeah, it’s the overall site that we’ve reduced by thirty percent, the station by around ten percent, so it is reduced in size, let’s be absolutely clear about that and some of the kind of the training facilities would be compromised as a result of that, as will some of the facilities that we provide from, from the operational crews. But we’re trying to kind of have, you know manage the footprint of the building, the aesthetics in relation to the kind of responses that we’ve received from the Planning Committee and equally we’ve took on board some of the kind of recommendations from the planners themselves to say, well actually this might be more aesthetically pleasing if you did this, if we moved some things like the car park over, which was you know adjacent to some of the housing in that location, that we’ve moved that to the back. We’ve moved some of the general spacing and so on and so forth, we’re trying to be as flexible as we possibly can be to some of the kind of concerns that were raised in the first instance, without preventing it being an operational base from which to function from.

Err but to be reflective of the comments that have been made, up to this point because it’s really important to get you know a response base from err the Saughall Massie area in terms of West Kirby and Hoylake. Thank you.

Dan Stephens (Chief Fire Officer, MFRS): And just to add to that, I too have serious reservations about this. However you shouldn’t underestimate the need for this fire station to maintain response times into west Wirral. Hence, why against my better judgement, I’ve arrived at this. Which is why, we pursued this route instead of the going straight to the Secretary of State which would’ve been the route that we err, could’ve taken.

But err credit to Phil [Garrigan] and Colin Schofield, who really have err, they have done everything they possibly can do to address those err the issues that were raised at the err Planning Committee. Well as I say, and I’ll say again for the record, I have some err quite serious reservations about the extent to which we are compromising the functionality of that err that fire station.

But again, we’re going to have to do that, because we err, because we need it to maintain response times.

Cllr Dave Hanratty (Chair, MFRA): OK, errm this is just an update report and we’ll have further reports as we go on with the err, with the schemes and obviously the outcome of the Planning Committee when it meets on the 22nd June, so hopefully we’ll be successful. We’ll wait and see. Errm, so that concludes the business. Errm could I just ask Members just to stay for just and officers for just a couple of minutes, because the Chief wants to give us just a brief update of obviously the events of err what happened in Manchester on Monday and obviously how err as an employer on Merseyside, we have to do that in closed session unfortunately? A public meeting of councillors on Merseyside Fire and Rescue Authority next week (MFRA’s Wirral Council nominated councillors are Councillor Brian Kenny, Councillor Chris Meaden, Cllr Lesley Rennie and Councillor Jean Stapleton) has as its last agenda item the fire station mergers project.

A report to councillors states that the Prescot fire station will cost a further £145,000 than planned due to “discovery and eradication of Japanese Knotweed; grouting of shallow mining workings; requirement for further boreholes and trial pits due to inaccurately plotted co-ordinates; and the discovery of further asbestos contamination”. A break-in to the site compound over Easter also led to a loss of £2,000 of plant and equipment.

The report states that in St Helens, Pilkington have withdrawn their offer of a two acre site in Canal Street as someone else has offered Pilkington more money than Merseyside Fire and Rescue Authority, so MFRA have been forced to switch to another Pilkington owned site in the Watson Street works (which may require a further consultation).

A revised planning application for the Saughall Massie site (which is owned by Wirral Council) has been submitted to Wirral Council and the report author had been hoping that it would be decided at the Planning Committee scheduled for the 1st June 2017.

Due to the general election, it looks unlikely that a decision will be made a week before people vote, so Merseyside Fire and Rescue Service have told councillors it will probably go to a Planning Committee meeting to be decided on the 22nd June 2017.

Interestingly, despite an “intention” expressed to councillors in January to appeal the original refusal of planning permission, this has now been changed to an appeal of the decision to the Planning Inspectorate of the revised planning application (should it be refused again).
