EXCLUSIVE: 155 invoices paid by Wirral Council in 2013/14 for legal services, external audit, physiotherapy and psychological assessments

                                                              

Below are 155 of the invoices I requested during the 2013/14 audit. They range from invoices to the Council’s external auditor Grant Thornton UK LLP, criminal work, a couple of judicial reviews, appealing an ICO decision notice to the First Tier Tribunal (Information Rights) as well as a lot of times Wirral Council have taken parents to court about their children. Some of these invoices I’ve previously written about on this blog, such as about the invoice about appealing the ICO decision notice. Turns out now I look at it more carefully there was a further invoice for £1,008 from February 2014 in that matter too.

Some of the others I’ve already on the blog as I received them in August 2014. However I didn’t publish them in August because I’ve had to go through a process of blacking out all the names (and partial names) of children and parents.

Added in green to many invoices are the representative (where known) from the list of payments in 2013/14 greater than £500. I’ve also added back in (on some) text which has been obscured by information blacked out on double-sided pages and bled through.

There is an index to all 155 invoices that can be downloaded here. I’ve tried to use the following file format when naming each file “Wirral Council invoice” followed by representative/organisation, amount, date, page number where there are multiple pages for the same invoice followed by invoice number.

Invoices 73 & 74 aren’t published here as they were cancelled and replaced by invoices 75 & 76. There is another batch of invoices I have yet to scan in, which is a mix of invoices for legal services and other general invoices. Below you should find all 155 invoices.

    (NW) Ltd following an investigation by Grant Thornton that reported
    to Wirral Borough Council in March 2013 regarding abuses of the
    Intensive Start Up Scheme ISUS.

    Regardless of the fieldwork being complete by December 2013 the
    report-which is known to me to be written-has not been released

    COUNCIL leaders have clashed over who should claim credit for a surge in new businesses starting up in Wirral.

    With Big, ISUS and Working Neighbourhoods you would think they would take up “The Shysters” only advice and keep their ridiculous gobs shut.

    Sorry to be negative but I must do so whenever WBC tries to hitch its wagon to an illusion of a successful business creation scenario.

                  I would like to see a report stating how many businesses are actually trading. Companies House is a place to registrar a new business but doesn’t say its trading or making money. I look around and see more empty shops everyday. Show me a report that says how many are in business, trading and making money.

                  That assertion that it was not WBC money is the opinion of the Regeneration director,Kevin Adderley as expressed on the 8th October 2014 at the audit and risk committee convened specifically to consider the adverse reports of the auditors on the BIG. ISUS and Working Neighbourhoods fiasco 2004-2011

                  Unfortunately the Echo did not attend the meeting though it did attend and report on the abortive July meeting on the same subject that broke up in acrimony without any result.

I am ” No Accountant” The way into the 27 Million Toxic Debt is to examine the Books. The way into other Toxic Debts is to ” Examine the Books ” In Order to enable the Outside Agencies to do this, is to call in the ” A Team ”

  8. Sorry, the way that it has been done amounts to more than 27 Million toxic debt over the same period and then further debts have accrued over a Time Period, as mentioned by yourself.

  10. Mr G, I would not get to excited just yet. I have just read the Globe article and it would appear that the Council Leader has to sign off on the Terms of Reference for this Review.

    1. That would indicate that this is a Purely Private Law Matter, between two parties, brokered by a Third Party, not an Independent Review or Enquiry into any other matters and certainly not bringing in the Administration. The “Leader” must “Laughing Out Loud”

  15. Good Look with your problem ” Corroboration ” is what you have needed for your problem ” Evidence ” You appear to have that. Go to the Police and let them decide whether you have any case against Mr Davies and his Colleagues. I have always been willing and able to present Evidence, both to the Police and am prepared to do so, if ever they require it. I have also offered in the early and later stages to produce Evidence to a number of CEO’s and all I received for that was a systematic and Chain of Abuse.

  22. Pardon me please for joshing. I would have to see the Deal Brokered between the parties to give an answer. Mr Fields would be/maybe acting as a Broker of a Private Law Matter, no offence. I am aware the “Interests Issue” could arise in several parts of this matter for all of the parties.
    However, until Solid/Hard Evidence is produced of any wrongdoing, then it is as it remains a ” Private Law Matter ” In regards to the Tape, if it contains evidence of Criminal offences, this should have gone to the Police and tested through the relevant rules of evidence or the people who hold this tape should have gone to a Solicitor.
    All the parties (Interest Issue). The Judge would be competent to hear any case within his remit and Judicial level of Competence and please bear in mind before you slag him off, that he is also a Barrister in his own Right. In regards to ” Evidence, Politics and the Court System” ;
    The Courts are reluctant to become involved with this type of matter when it concerns Central Government and Local Government as it is Time and Cost Consuming and at the End of the Day, would invariably end up at the Appeal Court or Supreme Court.
    However, I have known the Supreme Court, under its previous name the UK House of Lords to return to a Lower Court (Pinochet Case) 1998. However whether you look at this case, from a Criminal or Civil Case point of view, I could see it costing a lot of time and money and of course, the costs of any such case would come out of the public purse.
    I hope this explains in brief, the possible situation and without quoting Legislation and Case Law.

I am extremely sorry that you feel that way, but life can be hard and it may not be a perfect system of Law, but it is in my opinion one of the finest systems in the World and so many Countries base their systems on ours.
