Employment and Appointments Committee (Wirral Council) 12th June 2019 Part 3 of 3 Appointment of Head of Paid Service

Councillors on Wirral Council’s Employment and Appointments Committee accepted the resignation of Wirral Council’s Chief Executive Eric Robinson.

Eric Robinson resigned as Chief Executive in May 2019, having been appointed by Victoria Atkins (Secretary of State for Crime, Safeguarding and Vulnerability) as Chief Executive Officer of the Disclosure and Barring Service.

Usually Eric Robinson would have to serve a three month notice period following his resignation in late May 2019 (which would mean he wouldn’t leave Wirral Council until late August 2019).

However councillors agreed that he could leave earlier than three months from 15th July 2019, taking into account also that the Chief Executive has 11 days of leave and that all 66 councillors need to meet on the 15th July 2019 to decide on his temporary replacement whilst a recruitment process takes place.

Councillors on the Employment and Appointments Committee recommended to a meeting of all Wirral Council councillors on the 15th July 2019 that Paul Satoor (currently Corporate Director for Business Management at Wirral Council) take on the role of Chief Executive whilst a recruitment process takes place.

Councillors also agreed to recruit to the vacant post of Corporate Director of Economic and Housing Growth. The former post holder of this post (Brian Bailey) left Wirral Council last year and Paul Satoor has been covering both his existing post and the vacant post.

It was considered by councillors that Paul Satoor being Chief Executive, Corporate Director for Business Management and Acting Corporate Director for Economic and Housing Growth (three different full-time roles) would be difficult for one person to do at the same time.

As Eric Robinson is also Returning Officer and Electoral Registration Officer for the Wirral area there was a discussion on who would have these roles after he leaves Wirral Council. This is likely to be decided at the meeting of all 66 councillors on the 15th July 2019.

    1. To be honest with you Paul, I wouldn’t want to be Chief Executive of Wirral Council or Returning Officer or Electoral Registration Officer.

      Even if I did apply I doubt I’d be shortlisted as I doubt I meet the person specification (such as as is traditional being about 3-5 years away from retirement)!

      I know too much about Wirral Council, plus I lack some of the important skillset required such as (based on what I’ve seen) the ability to waffle, bamboozle, make poor decisions, exercise bad judgement, sour relations with the press and cheese off councillors.

      Plus I wouldn’t like having to attend all those meetings of the Senior Leadership Team, Cabinet, Cabinet Briefings, Liverpool City Region Combined Authority, Borough of Culture meetings etc etc …

  1. Can i apply, i only want £300 week wage, and can i sack lots of people! Go on give me the job, Can i also get rid of these long winded silly names for these committee’s!
    Paul Satoor is doing three roles is he picking up three wages for that?

    1. Well he’s only doing two at the moment, three is if he gets appointed to Chief Executive next month.

      I presume he gets the higher salary of the two jobs (but not the salaries added together).

      I guess what they will do is put his salary up to Chief Executive grade, keep his substantive post open (in case he wants to return to it after 12 months) and recruit someone to the third job he’s doing as well as interim cover or acting up for his substantive post.

      Mind you if he ends up at Returning Officer, Electoral Registration Officer and Chief Executive, that’ll be three jobs!

      As to the salary for Chief Executive, it’s around £3,000 a week (or if you include pension a bit more), not £300.

  2. No i still want £300 a week thats a fair wage, the other £2,700 can go towards roads, cleaning the grids out to un-flood most of the roads on Wirral, keeping the libraries open more etc.
    I work 7 days a week, have had four days holiday in a year, up at 3.00am finsh work at 7.00pm and never stop for lunch, have to pay for my own travel cost, so i figure i work a hell of a lot harder than a someone who sits on the council

    1. You get between 27 and 32 days annual leave if you’re a Wirral Council employee.

      The job you’re referring to is only really a 5 day a week job too, more of a 9-5 type job with an hour off for lunch.

      There should be very little evening and weekend work, since Cabinet meetings were switched from Thursday evening to Monday morning and other meetings rearranged to suit employees rather than the public.
