The Twilight Zone (1959) Intro
Narrator: Wallasey Town Hall, circa 2019. Submitted for councillors’ approval – one Paul Satoor – the latest in a long line of chief executives of Wirral Council. But the 800 pound gorilla in the room is the general election. In just a few days time Mr Satoor now Returning Officer will have to announce the result for Birkenhead, Wallasey, Wirral West and Wirral South.
Welcome to the Twilight Zone.
Welcome to Wirral Council’s Chamber tonight where a senior councillor talks about how many trees that Wirral Council will plant – while in the same week Wirral Council’s contractors cut down many more of the trees that had been around in the Borough for years.
This is a Council that pays a private company millions each year partly to maintain a school building that has no pupils or staff – yet Wirral Council complains it doesn’t have enough money.
A Council Chamber where words have lost all meaning and the normal rules of conversation, communication, local government, or indeed of time and space do not apply.
Into this heady mix enters Paul Satoor and his vision – who describes Wirral Council using the metaphor of an “oil tanker”. He asks for time.
His talk is about serving the public – changing the culture – improving Wirral Council – just like many before him have said over the last decade.
Some believe him, some are more sceptical.
After a long Powerpoint presentation, he stands alone answering the many questions of councillors.
For now – matters are still in the Twilight Zone – but within a week a national government will be elected.
