In March 2016, Wirral Council’s Cabinet Member for Highways and Transport Cllr Stuart Whittingham approved the use of an estimated £200,000 to pay consultants to carry out a feasibility study and a Major Scheme Business Case into what was called Saughall Massie Link Road. This is also known as the Hoylake Bypass.

Amey OW Limited were appointed as the consultants (you can see one of their invoices above for the work). The Major Scheme Business Case was submitted to the Liverpool City Region Combined Authority with a request for £1.65 million of funding.

Mott MacDonald Group Limited however in October 2016 deemed it “not deliverable” because planning permission hadn’t been granted and the Liverpool City Region Combined Authority hadn’t been given a copy of the signed development agreement and a decision on funding was deferred.

That is the same signed development agreement between Wirral Council and the Nicklaus Joint Venture Group Limited that following an information request by myself, in August ICO required Wirral Council to disclose in full, so Wirral Council appealed ICO’s decision to the First-tier Tribunal (Information Rights).

A two-day hearing to determine Wirral Council’s appeal and whether the development agreement should be made public is listed for the 13th and 14th February 2018 (both days starting at 10.00 am) at the Liverpool Civil and Family Court, 3rd Floor, 35 Vernon Street, Liverpool, L2 2BX.
