As we’re approaching the end of the year, I thought it would be useful to look back and see the posts that were most read on this blog each month from January 2016 to November 2016, along with some comments of my own.

January 2016

Lyndale School was heading for closure and the Cabinet had further decisions to make.

Strangely this story from 2013 was the most read in September 2016.

This story published in June 2016 became October’s most read story.

November 2016
Do Cllr Christina Muspratt’s election expenses add up (a councillor who is on Wirral Council’s Audit and Risk Management Committee overseeing £billions of public money)?

And then it became November’s most read story too.

So the themes of stories most read for 2016 were Hoylake Golf Resort, a pay off to a former senior manager, gagging, elections, secret public meetings, bins, Lyndale School, a planning application refused for a Tesco supermarket and election expenses.

Who knows what will happen in 2017?

Wirral West Constituency Committee 11th February 2016 Part 1 of 6 starting at agenda item 8 (Community Question Time)

The question time item at the last Wirral West Constituency Committee was dominated by questions about Girtrell Court. Girtrell Court is a respite centre run by Wirral Council in Saughall Massie. On the 17th December 2015, Wirral Council’s Cabinet agreed to consult on closing Girtrell Court (the consultation ran from 17th December 2015 to the 29th January 2016).

The Chair (Cllr Jeff Green) took a number of questions from those connected with Girtrell Court. A transcript of some of the questions, followed by the answers Graham Hodkinson (Director of Adult Social Services) gave at the meeting are below.

Why are people objecting to the Hoylake Golf Resort plans?

Regular readers of this blog will know that this blog has covered Merseyside Fire and Rescue Service’s efforts to find land for a new fire station first in the centre of Greasby and now on the outskirts of Saughall Massie. However, a much larger threat to Wirral’s greenbelt has received little media attention so far.

The plans for a Hoylake Golf Resort cover an area of 357 acres in the greenbelt. Wirral Council own about 189 acres which they lease to farmers. Hoylake Municipal Golf Course occupies a further 106 acres (which is also owned by Wirral Council). The remaining ~63 acres are owned by private landowners. These landowners have signed agreements with Wirral Council to sell their land if planning permission is granted for the Hoylake Golf Resort.

Wirral Council’s Cabinet agreed to spend money to move forward plans for Hoylake Golf Resort back in 2013 at a cost of £178,823. In April 2014 Wirral Council’s Cabinet agreed to pay a further £113,189 so that the announcement could be made in time for the 2014 Open Championship.

However the Open Championship came to Wirral in 2014 and went with no announcement. Instead a year later in 2015 Wirral Council announced that the Nicklaus Joint Venture Group had been awarded preferred developer status.

Wirral Council ran a "consultation" that closed last month on the plans. Once a formal planning application is submitted people will have a further opportunity to state their views on the plans.

Commenting on the plans for a Hoylake Golf Resort local councillor Gerry Ellis stated, “As a concept, it’s a wonderful project that could bring much employment to the area and provide excellent new facilities for residents and visitors to enjoy. However, I see many problems ahead which are likely to slow down or even derail the development. Many objectors are already raising their concerns about loss of Green Belt, disturbances to wildlife, potential flooding problems and lots of other issues.

I’m keeping an open mind on it and waiting with interest to see the planning application and other detailed proposals of the developers which are due to be revealed within the next few months.”

Local people have set up a website to air concerns they have about the plans.

A planning application for Hoylake Golf Resort is expected towards the end of 2016.

Now we turn to the expenses claims of one of my very own Labour councillors for Bidston & St. James ward Councillor Ann McLachlan. Cllr McLachlan is Deputy Leader of the Council and Cabinet Member for Governance, Commissioning and Improvement. As you can imagine from such a senior councillor, her expenses claims are quite long.

Her expenses claims refer to trips to the local Gautby Road Play and Community Centre Joint Management Committee in (you’ve probably guessed already) Gautby Road, on which she represents Wirral Council’s interest. In fact I think she’s Chair of that. Yes that’s the committee that is in charge of the play area next to the community centre which is kept padlocked because the last thing we want is children using a play area!, Improvement Board meetings (which ceased in November 2013), Chrysalis (what’s that?), a trip down to London for a pensions conference, Cabinet meetings, a “transformation event” at the Floral Pavilion, Wirral Metropolitan College governors meeting, interviewing job applicants for the Director of Resources post, trade union meeting about redeployment, more job interviews and shortlisting, work on the Member’s (Members refers to councillors) Training Steering Group, the Chrysalis Board (again), a LGA Conference in Manchester, a “Strategic Communications” workshop at the Floral Pavilion, another redeployment meeting, “Visioning Training” at the Floral Pavilion, a meeting of the Democracy Working Party, the LGA Leadership Academy in Coventry (module 3) please, please no jokes in the comments about her being sent to Coventry where she spent £35 on taxis, another Leadership Academy in Coventry (module 2) when her taxi claim was £41.80 (maybe module 2 teaches you leadership skills such as how to get cheaper taxis to the same place), the Beechwood and Ballantyne Housing Association Board, interviews for a Strategic Director, shortlisting for the Director of Children and Young Peoples Department, more leadership training in Coventry where the taxi was only £10.40, the local Area Forum, a meeting to do with the Hoylake Golf Resort launch, full Council meetings, Youth Parliament, well you can see for yourself below how busy she’s been!
