A letter from Merseyside Police to all candidates and agents (which can be viewed above) in the elections of a councillor to Wirral Council states that there will be “a focus on education rather than education rather than prosecuting minor breaches of Electoral Law” but at the same time warns that, “It is the absolute responsibility that all candidates and agents should make themselves aware of these guidelines and if someone is going to run as a candidate then ignorance of these guidelines will not be a defence.”

Below is a table of the ninety candidates in the election of a councillor across each of the 22 wards. Those living in each ward and who vote will elect one councillor to Wirral Metropolitan Borough Council (making twenty-two in total). Those wards electing a councillor in May 2019 are Bebington, Bidston & St James, Birkenhead & Tranmere, Bromborough, Clatterbridge, Claughton, Eastham, Greasby, Frankby & Irby, Heswall, Hoylake & Meols, Leasowe & Moreton East, Liscard, Moreton West & Saughall Massie, New Brighton, Oxton, Pensby & Thingwall, Prenton, Rock Ferry, Seacombe, Upton, Wallasey and West Kirby & Thurstaston.

Edited 24.1.19 15:46 Since this story has been published, we have been told by the candidate that the missing £339.87 came from Upton Labour Party Branch Funds who were a permissible donor. Their donation was not included in the donations page on the return or as notional spending. Jean Robinson (the candidate) stated, “So obviously, it implied obviously that there’s something’s that has been done wrong, ermm or you know which I’m sure that isn’t the case … I can go through that because I say it was all sent in with obviously receipts et cetera and so on and audited but you know the money came obviously from the Branch Fund and that has obviously gone in with receipts and overspent.”

Recently I inspected the election expense returns relating to the recent Upton by-election held on the 22nd November 2018 at Wallasey Town Hall. Jean Mary Robinson (the Labour candidate) was elected with 1,490 votes (61%) and the second placed candidate for the Conservatives (Emma Louise Sellman) received 705 votes (29%).

Below are the results of the by-election in Upton ward in November 2018 of the election of a councillor to Wirral Council following the resignation of Matthew Patrick in October 2018. As the winner of the election was elected in a by-election, Jean Robinson serves the remainder of Matthew Patrick’s term of office and was elected as a councillor for a term of office that ends in May 2020.

Who are the 4 candidates in the Upton byelection of a councillor to Wirral Council?

                                          

I’ll declare an interest in relation to this piece. My father who lives in Upton nominated one of the four candidates. I am also an election observer.


Wirral Council has published the list of candidates for the Upton byelection. The election is a byelection due to the resignation of Matthew Patrick. Whoever is elected will therefore only serve the rest of his term of office (to May 2020).

There are four candidates who are listed below alphabetically by surname. I have included their address too (this should also end up being on the ballot paper).
