This continues from yesterday’s report on Chalmers v Wirral Borough Council which was headlined DJ Hennessy refers to “traffic chaos” and criticises Wirral Council for not complying with a Court Order and covers what happened after the short adjournment.


The three Wirral Council employees (which included the solicitor Mr Bayatti) returned to the hearing room where DJ Hennessy was present. This time one of the three Wirral Council employees had a laptop which was passed around.

Mr Bayatti said that he hadn’t delivered the application to Mrs Chalmers on the day he had delivered copies of the application to the Birkenhead County Court.

I went to Birkenhead County Court today (in Hamilton Street, Birkenhead) as a case involving Wirral Metropolitan Borough Council was listed for a hearing. Wirral Metropolitan Borough Council is the Defendant and the Claimant is Chalmers.

Since a legal change in August 2014, I have filmed eleven public meetings of Wirral Council’s Birkenhead Constituency Committee with no problems.

The press release issued by the Ministry of Housing, Communities and Local Government in 2014 can be read at that link.

The 2014 legal change contained in the Openness of Local Government Bodies Regulations 2014 amended both the Local Government Act 1972 and Public Bodies (Admission to Meetings) Act 1960 (both of which had previously given a power to Wirral Council to stop filming at public meetings).

Below is the 147 page contract between Dawnus Construction Holdings Limited for the replacement of the Wirral Docks Bridges.

The original completion date in the contract was 4th December 2017 (later changed to 17th January 2018) but the actual date the bridges were reopened was 28th June 2018.

On the 27th November 2017, Wirral Council’s Cabinet which you can view above decided to buy the Europa Building in Birkenhead Town Centre. The large building is surrounded by Hemingford Street, Europa Square, Claughton Road and Conway Street but its address is down as Claughton Road.
