What’s the timetable for the Upton by-election of a councillor to Wirral Council?
Due to the resignation of Matthew Patrick (pictured above) as he has taken up a job in London there will be a by-election of one councillor in Upton ward to Wirral Council.
Whoever is elected following the election will serve the remainder of Matthew Patrick’s term of office (until May 2020).

15,033 people sign petition opposed to proposals for banning dogs on Wirral’s beaches and parks
Yesterday evening, Cllr Chris Blakeley presented a petition on behalf of Wirral Good Dogs and Peaceful Protest Wirral Dogs Ban of 15,033 people opposed to Wirral Council’s proposals to ban dogs from parts of Wirral’s beaches and parks.
Wirral Council’s consultation on the Dog Control Public Spaces Protection Orders ends on Sunday 15th July 2018.

Was the recent decision to award litter enforcement contract to Kingdom by Wirral Council lawful?
Nearly six years ago the Local Authorities (Executive Arrangements) (Meetings and Access to Information) (England) Regulations 2012 came into effect on the 10th September 2012 which changed the way both decisions made by the whole Cabinet and by individual Cabinet Members should be made.
Regulation 9 of the regulations (as the award of the litter enforcement contract was a key decision) required a document to be published on Wirral Council’s website 28 days in advance of a decision.

Award of Litter Enforcement Contract to Kingdom by Wirral Council to be reviewed following request by Lib Dem and Green councillors
In an update to an earlier story published on this blog headlined Kingdom awarded further 3 year contract by Wirral Council for litter and dog fouling fines, six councillors (the sole Green Party councillor Cllr Pat Cleary and five Liberal Democrat councillors) have “called-in” the decision.

Kingdom awarded further 3 year contract by Wirral Council for litter and dog fouling fines
Wirral Council’s Cabinet Member for the Environment Cllr Matthew Patrick (pictured above at a recent meeting of Wirral Council’s Wirral West Constituency Committee) has awarded Kingdom Environmental Services a contract to undertake the issuing of fines for dog fouling and litter from 2018 to 2021. The contract will also have the option to be extended for a further three years.
