Leaked information about Wirral Council’s controversial 3 year contract with Kingdom Services Group Limited has revealed the amounts in pounds that Kingdom receive for issuing Fixed Penalty Notices (FPNs), the hourly rate for environmental enforcement work and work on skip permits.

The amounts also include enforcement of Public Space Protection Orders (such as the proposed Dog Control Public Space Protection Order to be discussed on Tuesday evening).

The hourly rates for an Environmental Enforcement Officer are below:

Year 1 – £18.00 to £20.00 (depending on time of day)
Year 2 – £18.45 to £20.50 (depending on time of day)
Year 3 – £18.91 to £21.00 (depending on time of day)

10 In reverse order, number ten was a video of Liverpool City Council filmed on the 14th November 2018. Jean Luc Courcoult and Royal De Luxe (the artistic director and company behind the Giants) were in that order added to the Freedom Roll of Association or awarded Freedom of the City.

The invoice above shows that Kingdom Services Group Limited charged Wirral Council £21,552 for litter fixed penalty notices issued in February 2018.

A response to a FOI request by Wirral Council stated that in February 2018 480 litter fixed penalty notices were issued by Kingdom. Each fixed penalty notice is for £80. £80 multiplied by the 480 litter tickets issued is £38,400.

£21,552 divided by £38,400 is 56.125%, so it would appear Kingdom keep £44.90 from each £80 fixed penalty notice.
