How much do Kingdom Services Group Limited receive in £££s for issuing fixed penalty notices for litter and dog fouling on the Wirral in 2019?
Leaked information about Wirral Council’s controversial 3 year contract with Kingdom Services Group Limited has revealed the amounts in pounds that Kingdom receive for issuing Fixed Penalty Notices (FPNs), the hourly rate for environmental enforcement work and work on skip permits.
The amounts also include enforcement of Public Space Protection Orders (such as the proposed Dog Control Public Space Protection Order to be discussed on Tuesday evening).
The hourly rates for an Environmental Enforcement Officer are below:
Year 1 – £18.00 to £20.00 (depending on time of day)
Year 2 – £18.45 to £20.50 (depending on time of day)
Year 3 – £18.91 to £21.00 (depending on time of day)
The hourly rates for a Senior Environmental Officer are below:
Year 1 – £18.45 to £20.45 (depending on time of day)
Year 2 – £18.91 to £20.96 (depending on time of day)
Year 3 – £19.38 to £21.48 (depending on time of day)
Kingdom can also charge £24,553 for processing skip permit applications for the Wirral area, acting as a point of contact, plotting the skips on an electronic map system and generating invoices for Wirral Council.
However the more controversial aspect are the amounts Kingdom receive for each “justified” fixed penalty notice (FPN) issued (which range for breaches of smoke free legislation, littering, littering from vehicles, idling engines and breaches of Public Space Protection Orders).
Councillors on Wirral Council’s Environment Overview and Scrutiny Committee meet on Tuesday 15th January 2019 starting at 6.00 pm in Committee Room 1, Wallasey Town Hall, Brighton Street, Seacombe, CH44 8ED to discuss a proposed Dog Control Public Space Protection Order. The meeting is expected to be held in public.

There are two Wirral Growth companies. There is a “growth” in changing names though!
The one previously called Wirral Growth 2018 Limited is now called Wirral Growth Company LLP.
The one previously called Wirral Growth Company Limited is now called Wirral Growth Company Nominee Limited.
One thing I forgot to mention in the above article is that neighbouring Liverpool City Council have cancelled their contract with Kingdom and as of the start of this month (January 2019) have brought enforcement back in house.
Mayor of Liverpool Joe Anderson announced last year that this was because of “unethical behaviour”.
Some of the Kingdom employees who used to work in the Liverpool area, as of the start of this month have been redeployed by Kingdom to the Wirral.
Kingdom were awarded a 3 year contract last year (with the possibility of an extra 3 year extension) by Wirral Council. The person with democratic accountability and who spoke up in favour of outsourced litter enforcement Cllr Matthew Patrick (Cabinet Member for the Environment) later resigned and moved out of the Wirral back to London.
However whereas politicians may come and go, it seems that Kingdom, whatever they get up to on the Wirral are here to stay!
