However the page below was only provided last Friday, which accounts for a further £241.10 claimed (October 2013).
This breaks down to:
1) Mersey Tunnel tolls Fast Tag (£1.30 * 10 (5 return trips on 17/10, 18/10, 21/10, 23/10 & 24/10)) = £13
2) Return train from Liverpool to London for LGA Workforce Board meeting (21st October 2013) = £220.80
3) London tube for LGA Workforce Board meeting (21st October 2013) = £7.30
Total (for 17/10/13 to 24/10/13): £241.10
These were for meetings to see an unspecified Police and Crime Commissioner (which could be Jane Kennedy), a meeting of the City Region Cabinet, a meeting of the LGA Workforce Board (in London), a meeting of NWIUF (spelt incorrectly) and the LEP (Local Enterprise Partnership presumable the Liverpool City Region one).
In fact NWIUF is an error on the expenses form and should instead be NWUIF (which is the North West Urban Investment Fund).
For four meetings that are not at Wallasey Town Hall (Police Commissioner, City Region, NWUIF and LEP) Cllr Phil Davies should have included the place he was going to on the form. However, as he claimed Mersey Tunnel tolls for going to these meetings, it is assumed they are all outside the Wirral and to the east.
Looking on the bright side though, Cllr Phil Davies’s expense form is typed, which makes it far easier to read than those councillors who fill them in by hand! The total of £241.10 seems to have originally been a different figure, but then tippexed out and replaced with £241.10. However it is to be expected that the Leader of Wirral Council has a busy schedule and diary.

Wirral Council have provided a further four pages of expenses returns for Councillor George Davies. Cllr George Davies is a Labour councillor for Claughton ward. His expenses return are for car mileage, tunnel tolls (cash and Fast Tag), car parking and tickets. These four pages cover the period of 11th July 2013 to 13th November 2013.
The tunnel toll of £3.20 on 1st August 2013 is a return trip through the Mersey Tunnel using cash. However on 11th September 2013 (£2.60) and 18th September 2013 (£2.60) these other trips are return trips using a Fast Tag. Cash tolls were £1.60 (each way) during this period and Fast Tag was £1.30 (each way).
There is an entry for £2.50 for two tickets for the 29th October 2013 which relates to the Child Poverty Working Group. I’m not sure exactly what it’s for as it’s written in the “tolls and parking” group and appears to not relate to tunnel tolls.
On the mileage side thankfully Cllr George Davies has provided mileometer readings.
For example on a trip to visit Chief Officers on the 29th July 2013, his start mileage is 53960, his finish mileage is either 53970 or 53974 (as both figures were written here although it looks like 53974 is the later figure) and mileage claimed is 14 miles.

The world’s media had descended on Liverpool for an event referred to as the “Giants”. However this is not about the giants outside, but instead the giants of Merseyside politics inside Merseytravel’s headquarters that met on Friday afternoon.

The Chair (Cllr Liam Robinson) thanked people for attending and apologies were given for Councillor Friel and Cllr Fulham. No declarations of interest were made and the minutes of the AGM were agreed.
Cllr Liam Robinson said, “Steve you just want to make a point?”. Cllr Steve Foulkes replied, “Chair, I don’t know where else on the agenda it would fit, other than possibly the minutes but I think speaking on behalf of all the Wirral Members [councillors] and anyone who’s involved in the Open Golf Championship recently on the Wirral.
I think it needs to be recorded somewhere that the coordinated transport approach from obviously Merseyrail, from Merseytravel, from Stagecoach and all of the people involved in it. Particularly given that we did have some inclement weather and we had a joint you known tee off time when lots of people arrived and left all at once. I think you know, given the circumstances around that I think we need to be recording our thanks as a committee to everyone involved in the organisation and particularly our own staff who were part of the big band structure of the event.
So on behalf of you know people, on behalf of groups that unfortunately I had to attend the golf on most days. *laughter and mock groans of sympathy from other councillors* Unfortunately it was actually you know and I spent lots of my time talking to ordinary people who were getting to and from it, they were highly complimentary about the organisation and there were no issues about performance. I’d like then just record somewhere our thanks to those involved in that event and I’m sure you know subsequent to today’s events as well, someone else will move that, but that’s from the Wirral point of view if that’s ok Chair?”
Cllr Liam Robinson (Chair) replied, “Yeah, that’s excellent. Thanks very much Steve, I think we all sort of warmly applaud that accordingly. OK, item 4, Tony?”
Skipping ahead to what councillors said at the end of the meeting about the Mersey Gateway Bridge project in Halton.
Cllr Liam Robinson (Chair) said, “John, you just indicated?” Cllr John Stockton (Halton) said, “I’m sorry Chair but there’s been some important information that colleagues may be interested in that we’ve just received, myself and [Cllr] Harry [Howard].
We had a visit this afternoon colleagues from the Chancellor of the Exchequer George Osborne to Halton. He’s announced that the government’s going to put forward the money to ensure that all Halton residents will not have to pay for any journeys across both the Silver Jubilee Bridge and the new Mersey Gateway. *groans from some and some heckling of “for goodness sake” from one councillor*
OK? *laughter from some councillors at the heckling* So I hope you might be interested in that. *laughter and more heckling including “Will Wirral try?”* Unknown councillor “I think there must be a General Election on”. *laughter*
The Chair Cllr Liam Robinson replied, “You’d never know would you [Cllr] Harry [Howard]? *laughter* OK, well with all those bits of news if I can thank everybody for attending today and wish everybody a happy weekend with the Giants if you’re coming across them at all.”

For Whom the Tunnel Tolls
Mersey Tunnel tolls have been decided annually by Merseytravel (Merseyside Integrated Transport Authority), however the Merseyside Integrated Transport Authority ceased to exist at the start of this month and was replaced by the Liverpool City Region Combined Authority (also known by its legal name which is the Halton, Knowsley, Liverpool, St Helens, Sefton and Wirral Combined Authority). The existing Merseytravel representatives from Wirral Council (along with representatives from the other Merseyside Councils) sit on the Merseytravel Committee of the Liverpool City Region Combined Authority with the addition of two representatives from Halton.
Wirral Council’s Regeneration and Environment Policy and Performance Committee discussed a motion about the Mersey Tunnel tolls, which had been referred to it by the Mayor at the Wirral Council meeting of the 10th March 2014. Prior to recent changes to Wirral Council’s constitution such policy motions were discussed and voted on by a meeting of all of Wirral’s councillors (of which there are sixty-six). The Regeneration and Environment Committee has only fifteen Wirral Council councillors on it.
The motion about the Mersey Tunnel tolls was proposed by Councillor Les Rowlands (a Conservative councillor for Heswall ward whose term of office ends this year and will probably be standing soon for reelection). Councillor Les Rowlands is also one of four Wirral Council representatives on Merseytravel (the others representing Wirral Council are Councillor Steve Foulkes, Councillor Ron Abbey and Councillor John Salter). The motion was seconded by Councillor Andrew Hodson (who is also a Conservative councillor in Heswall ward) and a copy is below.
(1) Council regrets the recent tunnel toll increases for all toll classes forced through by the Labour-led Integrated Transport Authority.
(2) Council notes that since the introduction of the 2004 Mersey Tunnels Act, sponsored by former Labour MP Claire Curtis-Thomas and supported by Labour Members throughout its passage through Parliament, Merseytravel has accrued over £40 million in surpluses which have been used on their pet transport schemes and vanity projects.
(3) Council also notes that Merseytravel have squandered large amounts of money as can be evidenced by the £70 million failed tram scheme colloquially known as ‘Line 1 to Nowhere’ and its extravagance in occupying a half empty building at No 1 Mann Island.
Therefore Council believes
(a) The consistent increases year on year is damaging Wirral’s economy putting further pressure on motorists and businesses.
(b) Council recognises such increases place a greater strain on tunnel users who have to travel to and from work placing an unfair tax burden on Wirral residents.
(c) Council recognises discount toll schemes/free crossings for local residents already exist in other parts of the country and while recognising that fast tag users benefit from a discount, Council believes that regular users should be rewarded with a local discount scheme over and above that afforded by use of the fast tag such as that announced for the Mersey Gateway Bridge of a “local user discount scheme” with up to 300 free journeys per year.
Council therefore requests the Leader of the Council and the Chief Executive to write to the Chief Executive/Director General of Merseytravel requesting an urgent meeting to discuss: if and how the Mersey Tunnels can be reinstated back into the national road network and Tunnel Tolls abolished.
If that is not possible how a ‘local user discount scheme’ over and above that which already exists through the Fast Tag can be implemented to ease the burden on the hard pressed motorists of Wirral.

The meeting started with Councillor Steve Foulkes asking for legal advice from the “Borough Solicitor” (who is Surjit Tour who wasn’t present but Colin Hughes was present to offer legal advice to committee members) on whether he should declare just a personal interest in the Mersey Tunnel tolls agenda item as a member of the Merseyside Integrated Transport Authority*.
Councillor Steve Foulkes also pointed out that Councillor Les Rowlands was also a member of Merseytravel and that he “did state he [Councillor Les Rowlands] could take part in the debate”** and asked for clarification over the nature of the interest.
* The Merseyside Integrated Transport Authority had in fact ceased to exist as it had been abolished eight days previously by s.6 of The Halton, Knowsley, Liverpool, St Helens, Sefton and Wirral Combined Authority Order 2014. What Councillor Steve Foulkes probably meant instead was an interest arising as he is a member of the Merseytravel Committee of the Liverpool City Region Combined Authority.
** Whether Councillor Les Rowlands took part isn’t a decision for Councillor Steve Foulkes to make. Councillor Les Rowlands isn’t part of the Regeneration and Environment Policy and Performance Committee but as the proposer of the motion Standing Order 7(6) applies which states “A member of the Council who has moved a motion which has been referred to any committee shall be given notice of the meeting at which it is to be considered. The member shall have the right to attend the meeting and an opportunity of explaining the motion.”
Colin Hughes who forgot to turn on his microphone when replying said, “Yes, I’d declare that if I was you I’d do that.” However Colin Hughes didn’t state whether it was a personal or prejudicial interest, just that Councillor Foulkes had to declare an interest.
The Chair asked if anyone was subject to a party whip (no one replied that they were). The Chair then said the next item was “minutes of the last meeting which was held on the 10th March”.*
The Chair said they would change the order slightly and have the second notice of motion (on the Mersey Tunnel Tolls) first. He then said (in relation to Cllr Les Rowlands), “I think I’m right, he was here but he’s not here now but Councillor Les Rowlands doesn’t wish to speak to that.” Other councillors drew Cllr Alan Brighouse’s attention to the fact that Councillor Les Rowlands was in fact sitting on the front row with cries of “He’s here” to which Councillor Alan Brighouse replied, “He’s here is he? I can’t see him!”.

I came across this Chair’s note for Merseytravel’s Budget Meeting in February, which I found interesting and explains why Cllr Mark Dowd (Labour Chair) did things the way he did at the meeting. I’m not sure if I was given it by mistake.
