Cllr Joe Walsh asked, “Taking into account what the former local MP .. is Cllr Adrian Jones in a position to provide further information?

Cllr Chris Blakeley asked, “It’s regarding the disruption to IT services. Is the Cabinet Member aware that since the major outage there have been a further three periods of disruption, particularly at weekends, where local residents who wish to contact their local councillors cannot get email through? Can he tell us what action will be taken to provide a reliable and consistent service, so that we can serve the people who elected us to the Town Hall?”

Cllr Gerry Ellis asked, “My question relates to the first part of your report which is to do with human resources. You and I both have an interest in this and in your report you mention that you’re making numerous savings in the report. My question is can you explain to the Council why the top ten Chief Officers today get paid more than the top ten Chief Officers did in 2010, when ordinary council workers have had their pay frozen during that period and progression halted under this present Administration?”

Cllr Adam Sykes asked, “Can the Cabinet Member give me their assurance that they will work with Thingwall Primary School to ensure that the old Stanley School site adjacent to Thingwall Primary is put to good use after the continued effort of the Thingwall Primary to work with the Authority in providing a facility that benefits the whole of the ward?”

Cllr Bernie Mooney asked, “The asset management report page fifty-two confirms the integration will not result in any increased costs to the Council and the trade union accommodation reduces. So will the trade union still have offices?”

Planning Committee (Wirral Council) 26th September 2013 Minutes, Declarations of Interest and Site Visits

                         

After the blurb given by the Chair at the start of the meeting and the minutes of the meeting held on the 22nd August 2013 were agreed, the Planning Committee got to declarations of interest.

Cllr Christina Muspratt declared an interest in item 4 (APP/13/01021: The Cottage, REST HILL ROAD, STORETON, CH63 6HL – Proposed alterations/extensions to existing cottage with associated external works – Amendment to APP/12/00848) and item 15 (APP/13/01005: Safe Harbour Nursing Home, 1 ABBOTS DRIVE, BEBINGTON, CH63 – Two storey extension and layout of alternative parking provisions). Quite what the nature and type of the interest was I really don’t know as despite sitting on the second row underneath one of the speakers I couldn’t hear clearly what she said.

The Chair, Cllr Bernie Mooney declared a prejudicial interest in item 6 (OUT/13/00551: Unused Land, VALLEY ROAD, BIDSTON – Outline application for the construction of indoor skate park with associated facilities including offices, café, flexible learning spaces, business support for young entrepreneurs and car parking) as one of the directors of Rampworx Youth Village 2000 Limited is married to her niece.

There were four requests for site visits, Cllr Wendy Clements requested a site visit for
OUT/13/00826: Paddock, KINLOSS ROAD, GREASBY, CH49 3PS – Outline application for development of 4 residential units, and the provision of amenity open space, Cllr David Elderton requested a site visit for APP/13/00811: Land at 37 OLDFIELD DRIVE, HESWALL, CH60 6SS – Erection of a 2 storey residential property together with new access to Oldfield Drive and an attached garage and Cllr Irene Williams requested a site visit for APP/13/01021: The Cottage, REST HILL ROAD, STORETON, CH63 6HL – Proposed alterations/extensions to existing cottage with associated external works – Amendment to APP/12/00848 and APP/13/01005: Safe Harbour Nursing Home, 1 ABBOTS DRIVE, BEBINGTON, CH63 – Two storey extension and layout of alternative parking provisions. All four site visits were agreed and the people who were here just for those items left.

Cllr Anita Leech: Errm, it’s just literally a point of clarification really, errm the actual terms about the number of dogs a day doesn’t seem to include a bank holiday Monday.

Matthew Davies: Errm through you Chair, I think we would add then that there are no dogs on a bank holiday Monday.

Cllr David Elderton: Thank you Chair, I mean I’d just like to comment before I start by saying that the fact you’re trying to start a business is absolutely commendable and I fully support what you’re trying to do. It’s my concern that it would be an inappropriate development in a residential area, it’s simply relating to that associated issue but what I would like to move is that on the basis of granting refusal the Local Planning Authority considers that, by reason of noise and general disturbance likely to be generated, the proposed development would be detrimental to the amenities that the occupiers of adjoining properties could reasonably expect to enjoy. The development would thereby conflict with the provisions of Unitary Development Planning policy HS15. I move that.

Cllr Bernie Mooney (Chair): So we’ve got a mover for refusal and we’ve got a seconder. So, first of all we’ll take a vote on refusal, those for refusal, ok and against. I’ll abstain. I really can’t make my mind up.

Cllr David Elderton: That’s six appear to be [for (Cllrs Elderton, Clenents, Mountney, Hayes and Foulkes] and five [against (Cllrs Realey, Brightmore, Leech, Walsh and Kenny], in favour of refusal when you’ve abstained.

Cllr Bernie Mooney (Chair): I’m awful sorry for the confusion.

Matthew Davies: Through you errm Chair, obviously ermm the only reason that would be something we would encourage, Members should take account err properly of whether or not there are amenity issues, noise and disturbance issues that could possibly arise errm on the.., we talk about five dogs a day errm five days a week, err so that’s twenty-five dogs with some on Saturday.

Errm so it’s whether or not the volume that’s proposed or restricted by conditions would be errm likely to result in detriment to amenities in the surrounding environment particularly those in conjunction to the site. The petitioner’s photos been circulated and the two garages are close together and that’s why errm condition number errm five is suggested, and I think errm just listening to some of the debate I would errm I would suggest a slight amendment to that condition to remove the wording “to the Northwest side elevation” errm because I think the whole, if we’re going for this discussion, the whole, the whole garage has to be insulated because there is the potential obviously that noise could carry through the open door if that’s so.

I was just thinking if Members were actually minded to approve, it would, I was just thinking about the language that would encourage errm insulation for the whole of the garage rather than just the Northwest elevation. So, if it is not endorsed, well I think it is errm it’s improper errm to consider amenity issues surrounding this structure.

Cllr Bernie Mooney (Chair): Thanks Brian, you see that I’m a dog lover and I have a dog that gets groomed and you know goes to a grooming parlour in the centre of town. I don’t know, I don’t know what the effect of opening this business in a garage in a residential area, if it would be a nuisance to neighbours, how are we going to control that? How are we going to prove that, how are we going to know if there’s five dogs? How are we going to know if there start being complaints? I think I wish I knew that you know my … dog, dog grooming business being set up. My dog loves going to the dog grooming parlour but I don’t know whether the garage should … garage … and I … should.
