Above is a picture of the outside of 1 Mann Island which are the leased headquarters of Merseytravel and the Liverpool City Region Combined Authority. Merseytravel have a contract with a company called Carlisle Security Services Limited (33 pages of the contract supplied by Merseytravel are below) to provide a “Concierge and Porter Service” for 1 Mann Island (their headquarters) pictured above.
Although the contract was originally between 2016 and 2019 it has since been extended by a year to 31st January 2020.
Part of the contract states that part of the services provided by Carlisle Security Services Limited is to “Provide a security service for the building, including enforcing an ejection and barring procedure if necessary.”
Indeed a senior Merseytravel manager today described the role of one of the Carlisle Security Services Limited staff supplying services to Merseytravel as a “security guard”.
A number of years ago the Security Industry Authority was set up who regulate the private security industry. Licensing of individuals with the Security Industry Authority is mandatory in a range of occupations which includes security guarding. Licensing ensures that people are not only “fit and proper” persons – but that they are properly trained and qualified to do the job. There is also a requirement on those who are licensed to wear SIA issued photo ID (which includes their name) whilst doing their licensed occupations.
Staff from Carlisle Security Services Limited who provide this “security guarding” service at Merseytravel’s headquarters do so without wearing the appropriate SIA issued photo ID and presumably without being licensed.

So they can come up with a many page contract but no body can do back ground checks first?
Well yes, according to the contract there isn’t a specific requirement on the contractor’s staff to have a background check (only to check their right to work in the UK).
Which of course was the kind of thing the legislation about the private security industry changed years ago to try and stop.
