UPDATED 23/12/2014: The Cabinet Member Cllr Stuart Whittingham has decided on a resident’s parking scheme for the roads to the rear of the Floral Pavilion in New Brighton.

I’ll start this piece by declaring an interest. My wife is in receipt of a Blue Badge.

NEW BRIGHTON PHASE II – DRAFT CAR PARKING MANAGEMENT PLAN

CAR PARKING ZONES

Car parking within the New Brighton Phase 2 development will be divided into the following 4 zones.

The Hotel Zone – comprising approximately [60] spaces.

The Supermarket Controlled Zone – comprising approximately [423] spaces.

The Health and Fitness Club Controlled Zone – comprising approximately [100] spaces.

The Uncontrolled Zone – comprising approximately [151] spaces.

CAR PARKING ZONE DEMISES

The Supermarket Controlled Zone and the Uncontrolled Zone will be demised to the supermarket operator.

The Health and Fitness Controlled Zone will be demised to the Health and Fitness Club Operator.

The Hotel Zone will be demised to the Hotel operator.

CAR PARK OPENING HOURS

The intention is that the car park will be open 24 hours a day. However good estate management practice may mean that it could become necessary to physically close the Supermarket Controlled and Uncontrolled Zones. On Mondays to Saturdays the car park zones may only be closed 15 minutes after the last commercial use within the development closes for business and shall re-open 30 minutes before the Supermarket opens for trade. On Sundays and Bank Holidays the car park shall remain open from 8:00 a.m. to 11:00 p.m. as a minimum.

With regard to the Health and Fitness Controlled Zone, on Mondays to Saturdays the car park may only be closed 15 minutes after the facility closes for business and shall be re-opened 30 minutes before the facility opens for use by members of the public. On Sundays and Bank Holidays, the car park shall remain open from 9:00 a.m. to 9:00 p.m. as a minimum.

Opening hours of the Hotel Zone shall be at the absolute discretion of the Hotel Operator.

In the event of a flood warning the operators of all Zones will be entitled to close the Car Park.

LIMITATION ON FREE PARKING

Within the Supermarket and Health & Fitness Controlled Zones, free parking will be limited to 3 hours between the hours of 10:00 a.m. and 6:00 p.m. It should be noted that disabled parking spaces will not be subject to this limitation.

Users of the Floral Pavilion Conference Facility will not be subject to the time restriction when using the Supermarket Controlled Zone. The mechanism by which such users are

identified will need to be agreed by the supermarket operator acting reasonably but it likely to involve the issuing of passes for display within the vehicles. The mechanism will be administered by the operator of the Floral Pavilion Conference Facility. It should be noted that the exemption on time limit will not apply to users of the Theatre.

Enforcement of the time limit will be by means of foot patrol or number plate recognition systems. The uses of clamping will not be permissible. Details of the enforcement method to be adopted shall be submitted to the Council for approval such approval not to be unreasonably withheld or delayed.

AMENDMENTS TO THE CAR PARKING STRATEGY

The Supermarket and Health & Fitness Club operators may submit proposals for amending or refining the Car Parking Management Plan from time to time. WBC will give such proposals appropriate consideration and will, at its absolute discretion, determined their acceptability and notify the operator(s) accordingly.

However, if the Council introduced on street car parking charges and/or charges for the Fort Perch Rock car park, then the Supermarket and Health & Fitness Club operators will be permitted to amend the Car Parking Management Plan relating to the introduction of charges and/or revisions to reduction in the 3 hour free parking time provided to introduce similar changes to those introduced by the Council. The proposed revisions shall be submitted to the Council for approval, such approval not to be unreasonably withheld or delayed.

So in other words, when Wirral Council start charging for parking in the Fort Perch Rock car park (which has already been agreed), it could mean an end to the 3 hours free car parking in the 423 space Supermarket Controlled Zone Car Park & 100 space Health and Fitness Club Controlled Zone car park. It could also lead to charges for these car parks as high as what Wirral Council is charging for Fort Perch Rock.

Of course when the Future Council Budget consultation was happening earlier this year, I don’t think this was spelt out to the public in the option, but let’s face it would Wirral Council go to the bother of checking what’s in one of its own leases before issuing it as a budget option? After all the budget options were issued in the name of the Chief Executive and it’s not him, but the Assistant Chief Executive that has responsibility for land/leasing matters.

SUMMARY OF OPTION

This option would introduce pay and display parking charges into the Fort Perch Rock car park at New Brighton, where there are presently no charges. The option will generate income from a well utilised car park and requires some investment in providing cash payment ticket machines. There are currently traffic problems developing around the successful New Brighton redevelopment, which it is thought would be eased through this approach. Prior to implementing this option the Council would work closely with local businesses and traders.

Charging would allow the council to continue to offer public car parks into the future in a fair and sustainable manner, particularly given the financial strains on other areas.

IMPACT ON RESIDENTS

May lead to displaced parking into adjacent areas, and may have an adverse impact on visitor numbers and the local economy.

Disabled badge holders do not need to pay for parking as long as they display a valid disabled badge.

IMPACT ON PARTNERS

Prior to implementing this option the Council would work closely with local businesses and traders. Policy already exists for permits to be provided to traders for their employees, and these remove the inconvenience of using pay and display machines each day, and are provided at a small discount. Lead officers for regeneration programmes can brief business partners to this effect prior to the public consultation on budget options.

IMPACT ON COMMUNITY, VOLUNTARY AND FAITH SECTOR

No direct implications.

Councillor Harry Smith is a Labour Party councillor for Bidston & St. James ward. During the period these expense claims cover, he was Cabinet Member for what is now called Highways and Transportation but was previously called Streetscene and Transport.

His expense claim forms cover his work as a Cabinet Member (referred to by the initials CM on the forms), work on Wirral Council’s Pensions Committee (which manage the Merseyside Pension Fund worth billions of pounds), conferences & training, housing association meetings (where he was a Wirral Council representative), an employment appeal (the trade unions are still in dispute over this being decided by officers now and not councillors and this looks like it may have been one of the last decided by councillors), the Beechwood Joint Management Committee (on which he was a Wirral Council representative), full Council meetings, a Cabinet “Away Day” in July 2013 with the Chief Executive Graham Burgess, a meeting of the North Birkenhead Development Trust (which runs the St James Centre in Laird Street), a leadership program meeting in Acre Lane, a site visit in his role as Cabinet Member and a meeting at the Floral Pavilion about the flooding in New Brighton.

Now we turn to the expenses claims of one of my very own Labour councillors for Bidston & St. James ward Councillor Ann McLachlan. Cllr McLachlan is Deputy Leader of the Council and Cabinet Member for Governance, Commissioning and Improvement. As you can imagine from such a senior councillor, her expenses claims are quite long.

Her expenses claims refer to trips to the local Gautby Road Play and Community Centre Joint Management Committee in (you’ve probably guessed already) Gautby Road, on which she represents Wirral Council’s interest. In fact I think she’s Chair of that. Yes that’s the committee that is in charge of the play area next to the community centre which is kept padlocked because the last thing we want is children using a play area!, Improvement Board meetings (which ceased in November 2013), Chrysalis (what’s that?), a trip down to London for a pensions conference, Cabinet meetings, a “transformation event” at the Floral Pavilion, Wirral Metropolitan College governors meeting, interviewing job applicants for the Director of Resources post, trade union meeting about redeployment, more job interviews and shortlisting, work on the Member’s (Members refers to councillors) Training Steering Group, the Chrysalis Board (again), a LGA Conference in Manchester, a “Strategic Communications” workshop at the Floral Pavilion, another redeployment meeting, “Visioning Training” at the Floral Pavilion, a meeting of the Democracy Working Party, the LGA Leadership Academy in Coventry (module 3) please, please no jokes in the comments about her being sent to Coventry where she spent £35 on taxis, another Leadership Academy in Coventry (module 2) when her taxi claim was £41.80 (maybe module 2 teaches you leadership skills such as how to get cheaper taxis to the same place), the Beechwood and Ballantyne Housing Association Board, interviews for a Strategic Director, shortlisting for the Director of Children and Young Peoples Department, more leadership training in Coventry where the taxi was only £10.40, the local Area Forum, a meeting to do with the Hoylake Golf Resort launch, full Council meetings, Youth Parliament, well you can see for yourself below how busy she’s been!

Just before we get to it, just before we get to it, I’ll just make the point about you’ll know there a number of people sitting here who will know we’re having discussions about Elleray Park and Stanley …(unclear)… and more recently we’ve been having discussions about Foxfield based on comments that have been made towards us.

Subsequently and clearly I’ve got to talk about the nature around the Wallasey School, but what was referred to was Wallasey School is currently based at an outpost base where inevitably …(unclear)… similar …(unclear)… some space …(unclear)… and I think that’s a very short-term arrangement, so it’s nothing at all to do with the Lyndale School.

Can I just come back to the point the gentleman made at the back you know? I’ll come back in a minute on what Alison McGovern said. You’ve said why haven’t we got parents at the front telling?

I said there’s, I don’t want to object, but whether it was legal.

and I had a meeting with the Chief Executive of the Council, Graham Burgess. There were three parent governors, two of whom are here tonight and they said to Graham Burgess and myself, it feels like we’re not having straightforward consultation about some of these issues. We don’t know err what you’re doing to investigate the other eight options along with the other proposals that have come forward and what we have done and what Alison McGovern also said was I think, was is there something about, can you recreate Lyndale ethos in a different setting? Can you explore that and so we’ve had one meeting so far, we’ve got another meeting on Friday, to try and have a different kind of conversation about how we explore all the different options because I think the gentleman here raised the point when we were at the Floral Pavilion, it feels like when we have these meetings sometimes you can, questions from the floor, we know we kind of almost it feels like defend the position, whereas you can with smaller groups sometimes saying you can have a different kind of conversation but we’re doing that in tandem with these meetings to try and flush out all the different options and look at them in real detail.

OK, well can I just say that the replication of Lyndale and that’s what I want to talk about. Lyndale even though we knew at the beginning of the year and it’s fully documented, it says many of the children have had PMLD [profound and multiple learning disabilities], it’s the actual, it’s the vast majority, it’s almost all the children.

JULIA HASSALL (DIRECTOR OF CHILDRENS’ SERVICES)
It is.

GENTLEMAN FROM AUDIENCE
So, the reason why Lyndale is so effective in that area is because it’s a small, lovely school and it does feel like, it does feel like a home and people say …(unclear)… 0.1%, it’s the very most vulnerable of our children. So they are all, this facility actually caters for them because they are vulnerable, they are vulnerable to other more boisterous children in care.

They need more responsible adult care, they are in the absolute …(unclear)… in this Borough and the reason why I’ve gone round approaching all those businesses, is because one hundred percent of the people think that that 0.1% of our most vulnerable children should be the …(unclear)… number one priority on everybody’s agenda and everything else should come second to this.

He received a round of applause for what he had said.

Once the new Mayor of Wirral Council Councillor Steve Foulkes returned and he made his declaration of acceptance of office, he made a speech the first part of which is below.

MAYOR OF WIRRAL COUNCILLOR STEVE FOULKES
Right, I’ll probably use the microphone. OK, I’m awful sorry, hang on, I’m doing that. Please be seated. It works!

Well I’d just like to say that there are many, many councillors and this is a tribute to former Mayors particularly Gerry Ellis who’s given me this opening gambit which was when some councillors suggested that I end up in something long and flowing, some meant the River Mersey and not the Mayor’s robes and that’s my tribute to Gerry, to Gerry’s.

Before I do make my acceptance speech though, I think I must place on record my gratitude and thanks to Dave and Sue for the friendship that they’ve given me in the last thirteen months, the guidance and just the thoroughly fantastic job they have done on behalf of the people of Wirral. They’ve been an absolute credit to themselves and the Borough so let’s hear it for them.

It would be a really hard act to follow, but I think you’ve earned a good long rest, so have a good rest and a good holiday and enjoy. I’ll also pass on my condolences to Kate Wood’s family and I will be attending Kate’s funeral on Wednesday, a sad way to start the evening however.

I will accept the office and I’d have loved a unanimous vote and I’ve accepted office on a majority vote and I’ve lost office, quite sadly at times, on a majority vote. So I will be accepting the office tonight.

I’d like to thank my group, my leader Phil for the nomination and a fantastic speech he gave, if not a little too revealing about my former name as Mad Max. That won’t go down very well, but we’d asked for an in depth interview and we got one, so thank you very much.

I’d really like to place on record now while I’ve got the chance is my employer Unilever. They’ve been very supportive of me over a number of years as a politician. As a community minded company they have been really supportive and I have to place on record thanks to them.

I’d like to say a special thanks, this is the second time George gets a mention tonight. I came into politics as George’s agent when we won Claughton and he’s been a real close friend ever since. In fact I refer to him as my other brother sometimes and we’ve been that close at times and he’s been a stalwart. My other ward colleague Denise Roberts, who has really been great and supportive to us and more importantly and that’s what it’s all about is the people of Claughton who have voted for me on a regular basis and have returned me to office over twenty-four years. I’d like to thank them.

So what a really great venue for this what to me is a very special occasion of course but it is a special occasion for the people of Wirral. A great venue and a new look New Brighton. This is at the heart of New Brighton and a development that was done and developed and delivered in the teeth of a recession and I think it just shows what Wirral people can do, what Wirral Council can do if it is of one mind, if it has a vision, if it has a cause. Just go out there tonight if you get a chance, in the early evening and see how much we’ve achieved in those circumstances bringing new life and new jobs I hope we can do more of that in future.

Actually we were quite lucky to get in here tonight. I don’t know whether you noticed the sign or not on the way in, clairvoyant’s evening cancelled due to unforeseen circumstances. I don’t know whether anybody spotted that on their way in. You’ve heard a little bit about my background and you know it is character building and I do hope when we get out there and talk to people I will describe how poor we were. We were poor and I’m not ashamed of that. In fact we were so poor that all our clothes had to be bought from the Army and Navy surplus store. You know it’s tough, you try going to school dressed as a Japanese Rear Admiral.

I can tell you it’s not easy and there was a big family you know, we had to scrap over food and things like that and actually my real name should’ve been Tuesday because when I was born Dad looked at Mum and said ‘let’s call it a day love’. Actually Elaine jokes because I haven’t got a middle name. Elaine jokes and says you know by the time I was born she’d run out of names so they couldn’t give me a middle name.

Well as Phil said, our council house which I’m always grateful for, a little bit crowded but loving and this is where I go a bit errm. Not a day passes really you know I don’t think about my Mum and Dad, Eric and Gladys and I just hope that they are really, really proud of what I’ve achieved and what I’ve done today and I miss them. Not a day goes by without a thought for them but that’s my emotional bit over with I suppose.

Right, my Mayoress, my Mayoress will be my beautiful fiancee Elaine who I love dearly and dearly being the operative word because the cost of her last outfit I tell you! It’s utterly amazing but a few years for me have been tough, there’s no doubt about it, politically you put your head above the parapet, times get tough and it has felt like I’ve been besieged at times and I actually don’t think I could have coped with those tough years without Elaine by my side and I thank her very much for that.

Elaine’s a hard working mum, with two lovely children Jack and Molly, you’ve seen Molly already, who have become my best mates during difficult times. They’ve shown maturity in themselves and a friendship to me that is a credit to them and should be an example to everybody in this room. I’ve got to give Jack a special mention, he’s chomping at the bit to go because he’s got two A-levels tomorrow and he really wants to get on and revise. He’s taken time out and good luck tomorrow mate with everything and those exams.

If you haven’t heard, if you haven’t heard, it’s open news now. Me and Elaine have named a date. We’re going to get married on August 17th 2015, ok? I’m sorry Councillor Blakeley, but the best man’s job has already been allocated. So after our Mayoral year, we will be married and what an exciting year it promises to be. The return of the Open and the International Business Festival just for two as an example of this Borough with a real chance, a real opportunity to promote itself and put its best foot forward.

Mayors are supposed to sort of pick themes. I’ve had a little think about what we should be doing. So as Mayor I’ve selected one theme which is ‘Wirral a place to do business’. We can’t latch on to the Golf Open and all the other investment that’s going on. At last we will see some work taking place on the Twelve Quays site. If this is not the greatest opportunity we’ve ever had to entice new business into the Borough I don’t know what it is, so the Mayor’s Office, including the Deputy we will be there, ready, willing and able to meet, greet, do whatever is necessary to entice businesses into this Borough. That’s a pledge I will make as part of the year.

The other sort of theme is ‘councillors count’ and what does that mean? Some can’t count, but councillors count, in a, I know when we had the electronic voting we certainly couldn’t count but I remember, I’ve always thought that no one ever speaks up for councillors. You know they’re misunderstood, maligned, not really appreciated what they’re doing. Having been in virtually every role that it’s possible to be as a councillor, I do actually think we need someone to just champion them and all it will be as part of the theme of the year is explaining the role, the job they do. Don’t forget what councillors have, they have an electoral mandate which very few people have. They are actually able to speak with authority for the very diverse communities we have on the Borough. So I will be championing the role of councillor as best as I can during that year and the last theme is a very simple one it’s just about saying thank you.
