Matthew introduced agenda item 4 APP/11/00044 (Bay View Nursing Home, 69 Albion Street, New Brighton, CH45 9JG). He said there had been an outline application for ten apartments in 2008 and that it was a primary residential area. He said policies HS4 & SPD 2 applied and the main issues were design and demonstrating whether the homes were affordable. The applicant had supplied a detailed financial assessment which had been verified by a quantity surveyor which explained why affordable houses here were not viable. The density and design were very similar to the 2008 application, but an extra unit had been added in a basement. This property also had a sunken garden space. The density of 110/hectare was high but it was near shops and services. The design and appearance were slight different to the 2008 application but was recommended for approval subject to conditions. One of the conditions was that the foot way was reinstated and an extra condition had been added.

The Chair asked if anyone had any comments?

Cllr Dave Mitchell indicated he wished to propose accepting the application. Cllr Eddie Boult seconded accepting the application.

Cabinet 1st September 2011 Part 8 – Street Lighting Central Management System Trial, Outcome Based Commissioning

Dave Green introduced item 11 Street Lighting Central Management System Trial. He said it was the outcome of a small pilot in New Brighton which had been well received and had led to a reduction in energy consumption. He would come back as to whether it was viable to roll it out to the rest of the streetlights under invest to save. There had been no adverse publicity.

Cllr Harry Smith referred to 13.1 of the report and the consideration made for disadvantaged groups on health and safety ground. Cllr Phil Davies said the report was accepted.

Ian Coleman introduced the next report on Outcome Based Commissioning. He said it was an update on progress as requested on the 22nd june. It was under review and there would be a further report. Cllr Adrian Jones said he was “quite happy”. Cllr Anne McArdle said that she welcomed it and asked specifically about discussions with the Department of Adult Social Services. Ian Coleman said that all departments were involved. Cllr Adrian Jones had a small comment about the range of risks identified in item 5. He said it was a “good report” and “nicely presented”. Cllr Phil Davies commented on the similarities between outcome based commissioning and Neighbourhood Plans.

Jobs Fair (Liverpool)

Due to the current economic problems many are searching for a job. I’ve been asked to write about an upcoming jobs fair in Liverpool that people may be interested in.

It’s on Wednesday 7th September between 9.30am and 5.30pm at Paradise Place, Liverpool.

If the crowds at a similar event in New Brighton back in May are anything to go by, it’ll certainly be popular!
