Earlier this week Councillor Phil Davies was quoted in the Wirral Globe as saying “Voters have a straight choice between the Tories’ cuts and failed austerity measures, and Labour’s plan to rescue Arrowe Park Hospital and introduce policies to raise living standards for hard-working families.”

So what is Labour’s plan to “rescue Arrowe Park Hospital”?

A report to the Health and Wellbeing Board (chaired by Councillor Phil Davies), which meets on the 15th April shows a bid to be a “vanguard site” was recently agreed. £200 million of public money will be shared across the 29 vanguard sites across England.

The vanguard site bid was jointly submitted by Wirral Council, various NHS bodies including the part that runs Arrowe Park Hospital, Cerner Ltd, Advocate Physician Partners ACO Inc and the Kings’ Fund.

So let’s just look at the history of one of these organisations involved in the joint bid.

Cerner Ltd is a subsidiary of an American corporation called the Cerner Corporation. Both Cerner Ltd and its parent company Cerner Corporation provide software for electronic health records to hospitals.

In 2005 Cerner Corporation paid the RAND corporation to write a report which stated the US healthcare system could save $81 billion by switching to electronic healthcare record systems.

However, after the American government had changed funding rules to give hospitals an incentive to switch to electronic health care records, the RAND corporation in 2013 decided that their earlier figure of $81 billion savings was “overstated”.

The vanguard site bid has phrases in it which echo the overly optimistic tone of the 2005 RAND report:

“This will have the dual focus of reducing health inequalities while achieving costs savings through and reduced inefficiency and duplication.”

“Our proposals will further catalyse these developments aimed at delivering a de-hospitalised model of care, reducing health inequalities and reducing costs.”

“During this time, Cerner UK has delivered Cerner Millennium® across 22 Trusts including WUTH, supporting NHS providers in the delivery of high quality care to patients, safely and cost effectively.”

“This results in more efficiency, improved health outcomes and significant cost savings for patients.”

Sherlock Holmes: So what can you deduce from the credit note from Rotherham Investigations Limited sent to Wirral Council Doctor Watson?

Doctor Watson: Well Rotherham Investigations Limited is a detective agency. This credit note is for £589.80 and has overpayments written on it. So it was for a previous invoice that was overpaid?

Sherlock Holmes: That’s a good start. If you check you will find that the department that this credit went to was Wirral Council’s legal department. The spending was described as to a “legal service provider”.

Doctor Watson: So what did Wirral Council pay Rotherham Investigations Limited to do at some point before November 2013?

Sherlock Holmes: Who knows? Rather mysteriously (considering that the credit note is for an amount above £500) only details of the credit note are on Wirral Council’s website and not of any previous payment to Rotherham Investigations Limited.

Doctor Watson: That’s scandalous Sherlock! How were the public supposed to know that Rotherham Investigations Limited were hired at all?

Sherlock Holmes: Obviously either someone at Wirral Council didn’t want the public to know that they hired a detective agency or the invoices of Rotherham Investigations Limited were all below the threshold of £500.

I will declare at the start that I have a close relative paid a pension from the Merseyside Pension Fund. Below are 11 pages of the minutes of the Investment Monitoring Working Party meeting held on the 5th March 2015. On the advice of officers, councillors on the Pension Committee on Tuesday resolved to keep these minutes out of the public domain on the basis that it was “Information relating to the financial or business affairs of any particular person (including the authority holding that information)” and that “in all the circumstances of the case, the public interest in maintaining the exemption outweighs the public interest in disclosing the information”.

I disagree and think there is a public interest in these minutes being in the public domain in the interests of openness and transparency.

I will declare at the start that I have a close relative paid a Merseyside Pension Fund pension.

Rome, Madrid, Paris and Vienna were all destinations travelled to by Wirral Council employees working in its Merseyside Pension Fund section paid for out of Merseyside Pension Fund funds. On the advice of officers, councillors on the Pension Committee on Tuesday resolved to keep this list out of the public domain on the basis that it was “Information relating to the financial or business affairs of any particular person (including the authority holding that information)” and that “in all the circumstances of the case, the public interest in maintaining the exemption outweighs the public interest in disclosing the information”.

I disagree with councillors on that assessment and the table of overseas travel by those in its Merseyside Pension Fund section for 2014 is below.

Wirral Council spent £2,294.57 with Capita Translation and Interpreting Limited for translation of documents from English to German. Quite why Wirral Council would spend this much on translation is unknown.

The list of payments made over £500 list the department as being the Law, HR and Asset Management department, however the invoice itself has CYP (Children and Young People) written on it.

There’s not much more to be said than this, so I’ll just move on to the most pointless bit of blacking out I’ve seen by Wirral Council on an invoice:

As you can see on this invoice the total sum payable (£785 + VAT of £157 which comes to £942) is blacked out.

So why was the total blacked out (which can easily be determined by adding two figures together)? I quote from the official response:

“Just to clarify, the invoices I supplied to you were redacted on the basis of advice from our legal section rather than by departments themselves.”

Yes this is Wirral Council, a Council that describes itself as “open and transparent”, which is seemingly something not believed by its legal department!
