CORRECTION 1/11/2014: The version of this article published on 29th October 2014 contained an error. Although Cllr Chris Carubia was on the Youth and Play Service Advisory Committee this article stated he was not. It has since been corrected.

I apologise to Cllr Chris Carubia for this error. It is my fault entirely. Wirral Council’s website shows him as not being on the Youth and Play Service Advisory Committee (see screenshots below) although it does show the committee appointments for the other seven councillors on this eight person committee. I didn’t double check this incorrect information on Wirral Council’s website against the list of committee appointments made at the Annual General Meeting (Part 2) in June 2014. Hopefully this explains how the error was made and I apologise.

However I cannot blame others for my mistake and have to accept responsibility. I personally apologise both to Cllr Chris Carubia and to readers for any confusion caused.

Yesterday I attended a public meeting of Wirral Council’s Youth and Play Service Advisory Committee and the meeting started twenty minutes late for reasons I shall go into below.

Here is a list of the councillors on this committee:

Cllr Tony Smith (Cabinet Member for Children’s Services, Labour) who refers to himself as Chair
Cllr Chris Meaden (Cabinet Member for Leisure, Sport and Culture, Labour)
Cllr Walter Smith (Labour councillor who wasn’t present last night)
Cllr Paul Hayes (Conservative councillor who wasn’t present last night)
Cllr Wendy Clements (Conservative councillor who wasn’t present last night)
Cllr Cherry Povall, JP (Conservative councillor who wasn’t present last night)
Cllr Mrs Pat Williams (Liberal Democrat councillor)
Cllr Chris Carubia (Liberal Democrat councillor)

So out of that list of seven councillors, only Cllr Tony Smith, Cllr Chris Meaden, Cllr Mrs Pat Williams and Cllr Chris Carubia (four councillors) were actually present.

Also there, but not part of the committee that met that evening was Cllr Phil Gilchrist. Cllr Phil Gilchrist is a deputy for this committee, however the two Liberal Democrat councillors were both present so he was not deputising. However as he is Leader of the Liberal Democrat Group, he used his ex-officio powers to speak at the meeting.

Prior to the meeting starting, the papers for the meeting which you can view on Wirral Council’s website hadn’t been published on Wirral Council’s website a week before the meeting as required by law but merely hours before the meeting was held.

I asked for a copy of the agenda and reports at the meeting itself (as is my legal right to do so). I was very reluctantly given a copy of the agenda by an officer who had a big bunch of copies of the agenda but had to check he had permission to give one to me.

Before the meeting started, I figured out they were going to show a video so asked about background music and I was told there would be background music in it, so I stated I wouldn’t be filming the twelve-minute video shown (which was agenda item five ALUMNI PROJECT – Creative Youth Development – Presentation) because of the ongoing issues I wrote about yesterday surrounding publishing video of public meetings at which video was shown containing background music.

As the video was about twelve minutes long (and I planned to film discussion of it once it was over), this left the other seven agenda items plus the rest of that one.

However Lindsay Davidson (whose job description is “Senior Locality Manager – Youth Support”) and is an employee of Wirral Council was before the meeting not happy with the prospect of me filming this public meeting of a local Council (that she worked at) at all.

Another thing to bear in mind, is that whereas the Legal and Member Services section of Wirral Council send along a trained solicitor and someone to take minutes at all other meetings, this did not happen that evening.

I pointed out that usually committees have a solicitor and a committee services officer present just to be rebutted by Lindsay Davidson with “We service our own committee.”

She carried on saying, “As far as I’m concerned it’s a safeguarding issue because we haven’t got parental consent.”

No, she wasn’t referring to councillors having to write to their parents and gain their written permission of their parents before they attend and get filmed at a public meeting. Nor was she apparently referring to Council officers (of which there were five including herself and the Head of Service (Head of Targeted Services) Deborah Gornik.

She was referring to one young person present at the public meeting called Daniel (who she told me at this point was sixteen years old but in later conversation (in front of councillors and Surjit Tour) refused to divulge what age Daniel was). Interestingly Daniel hasn’t been formally appointed by Council to this committee and isn’t (despite what Council officers may state) part of the committee.

This was my response to her “As far as I’m concerned it’s a legal issue because the regulations changed in August” and before I could even finish that sentence Lindsay started talking over me.

She said that Daniel’s parents “don’t know”. So I talked with Surjit Tour over the phone in reception, who agreed with me that it was a committee of Wirral Council that met in public.

However as far as Surjit Tour was concerned, he wanted to dissuade me from filming the meeting at all. So what does the law actually state on the issue now?

Regulation 4 changed the Local Government Act 1972 to state the following (principal council doesn’t just refer to meetings of the Council at Wirral Council but also committees and subcommittees):

“(7A) While a meeting of a principal council in England is open to the public, any person attending is to be permitted to report on the meeting.


(7C) A person attending a meeting of a principal council in England for the purpose of reporting on the meeting must, so far as practicable, be afforded reasonable facilities for doing so.

(7E) Any person who attends a meeting of a principal council in England for the purpose of reporting on the meeting may use any communication method, including the internet, to publish, post or otherwise share the results of the person’s reporting activities.

“(9) In this section “reporting” means—

(a) filming, photographing or making an audio recording of proceedings at a meeting,

(b) using any other means for enabling persons not present to see or hear proceedings at a meeting as it takes place or later, or

(c) reporting or providing commentary on proceedings at a meeting, orally or in writing, so that the report or commentary is available as the meeting takes place or later to persons not present.”

There are similar modifications also made by Regulation 3 to the Public Bodies (Admission to Meetings) Act 1960 which also apply.

So that’s the legal position, I can film the public meeting of the Youth and Play Service Advisory Committee, whether or not a sixteen year old happens to be there without his parents.

However what happened yesterday evening is bizarre.

The meeting did not start on time and a twenty minute conversation happened between Lindsay Davidson, Cllr Chris Meaden, Cllr Tony Smith, Surjit Tour, I think Deborah Gornik and myself in the corridor outside Committee Room 1.

I was basically told that by Surjit Tour that if I exercised my right (enshrined in law) to film the meeting, Surjit Tour would advise the Chair (Cllr Tony Smith) to adjourn the meeting and therefore the meeting would not take place that evening.

This is in fact why the meeting started twenty minutes late. I offered the following compromises to Wirral Council:

a) that I would only film the side of the room that the 16-year-old was not actually sitting in: REFUSED
b) that I would only audio record the public meeting: REFUSED
c) that I wouldn’t film the video shown during the meeting: REFUSED

You can tell how any other “reasonable compromises” were dealt with too.

Wirral Council were obviously not going to budge from their stubborn position until I backed down. Personally I feel sorry for employees and opposition councillors in such an organisation as the way it was dealt with was wholly unreasonable.

This is also probably why there have been strikes recently by the unions, because both Wirral Council’s management and politicians behave unreasonably.

Both Surjit Tour and I knew what the legal position was and that I could film.

Officers (including Lindsay Davidson who was “servicing the committee”) didn’t know the legal position, neither did councillors and were looking to Surjit Tour to not only offer them legal advice but to negotiate on their behalf my agreement not to film the meeting. Neither Surjit Tour or I had the text of the legislation to show them, although it takes minutes to look up these matters as Wirral Council does have both wired and wireless internet access (including in the Committee Room 1 that the meeting was being held in).

He, Surjit Tour as Head of Legal and Member Services could only advise councillors to adjourn the meeting if I tried to film it and by then the officers had got the Cabinet Member for Children’s Services/Chair involved Cllr Tony Smith (who is obviously rather cheesed off already at the moment over my reporting on Lyndale School matters). I realise officers have had safeguarding drummed into them (perhaps this is the legacy of Martin Morton), to the extent that they repeat it as a mantra when people tell them things they don’t want to hear.

However from a practical perspective, a 16-year-old in the UK at the moment is old enough to:

vote in the recent Scottish independence referendum (if he or she lived in Scotland)
join the Armed Forces
leave compulsory education
get married
have children
get arrested & probably other matters I haven’t thought of.

However according to Wirral Council, even at 16 years old you are not old enough to attend a public meeting without getting a written note from your parents first, just in case you might get filmed or recorded on tape.

In fact according to Wirral Council officers you are still treated as a child until you are eighteen.

In some ways even though I am well over eighteen and in my mid 30s some Wirral Council officers (and politicians) still treat me as if I was a child. After all, the reaction last night to me trying to film the meeting was the way you’d deal with a two or three-year old having a temper tantrum.

Although not explicitly stated by anyone, reading between the lines and based on how the discussions went, it came across as “Go outside John, we’ll tell you how you should behave, don’t you realise you shouldn’t be filming this meeting and how dare you try to do so and annoy us?”

In other words the petulant attitude I’ve come to expect from councillors and officers at Wirral Council.

So, although it sets a bad precedent, I decided yesterday evening after a twenty-minute stalemate on this issue pragmatically not to film the meeting because:

a) Wirral Council officers and councillors were unaware of the legal change caused by the The Openness of Local Government Bodies Regulations 2014 coming into effect on August 6th 2014 this year

b) Surjit Tour and I have already had many exchanges of letters and verbal discussions previously about these matters and I have also had a meeting with Joe Blott.

c) This was the first meeting of the Youth and Play Service Advisory Committee since the legal change, so you can’t expect Wirral Council to know about it.

d) Wirral Council has to make decisions that don’t breach the Human Rights Act 1998 (specifically interference with my right to freedom of speech).

e) the way to deal with such matters in the past has been through negotiation and compromise although obviously the last time this happened (before August 2014) was back in June 2014 the Labour councillor Cllr Steve Niblock took a similarly militant stance against filming at a public meeting of Wirral Council’s Licensing Act 2003 Subcommittee to make a decision about an off licence to sell alcohol in Moreton, no children were present at the meeting then, but Cllr Steve Niblock (the Chair) still shouted at me not to film it.

So this leaves Wirral Council in the position now where the Rt Hon Eric Pickles MP refers to such decisions on filming by local councils in a newspaper article as behaving in the past like “Putin’s Russia” and is exactly the sort of dispute the regulations are there to avoid.

Wirral Council’s way of skirting around the regulations applying is to pressure me into voluntarily agreeing not to film & or audio record a meeting before it takes place. If I say no and take a militant attitude they will make sure the meeting doesn’t actually happen.

So that is Wirral Council’s position, I am allowed to film public meetings. However if I try to do so, the public meeting won’t actually happen. It’s a bit like Schrödinger’s cat really and exactly a fortnight after this farce last night I’m sure I’ll be going over this same ground again over the Youth Parliament meeting where there will be more than one young person present.

Below are my uncorrected notes of the meeting yesterday and in a PS I will point out that I tape record meetings because I have a writing disability because of breaking my wrist in two places in 2012. This means I can no longer write shorthand so I use the audio tape recordings for the purposes of quotes.

However equality issues, disability issues and safeguarding concerns regarding myself are not considered by Wirral Council as hypothetical views of a 16 year olds parents trump the “reasonable adjustments” Wirral Council are required to take (it’s a legal duty) during meetings.

For an example of a reasonable adjustment made during the meeting, Cllr Phil Gilchrist (with hearing problems) asked for the tea/coffee machine to be turned off as no microphones were used (although three were put out nobody sat near them).

However reasonable adjustments are always made at Wirral Council for disabilities of councillors, or its own staff but its legal duties to the disabled public and press are not even thought of and if raised not considered as they should.

  1. Isn’t the town hall classed as a public space or public building so you would have the right to film in public. Its not breaking any law (causing stress harm loss) but not sure about any statute (only used to control us).

    1. John Brace is the man who is in the know about the Law in relation to Filming meetings and most aspects of Reporting, considering he has been put through the hoop so many times before. Surely there would not have been any Statutory Breach either with only 3 Councillors and maybe a handful of others, Strange!!!!!!

      1. Well they have a legal duty (now) to provide reasonable facilities for filming of public meetings.

        Do you class their Head of Legal and Member Services telling the person intending to film the meeting, when the meeting is not starting on time because of this and this discussion is going on outside in a corridor (with only two of the three councillors on the committee present) for fifteen minutes delaying the start of the meeting that if you try to film we’ll advise the Chair to adjourn the meeting as complying with the duty?

        The duty would apply even before the meeting starts, space to put a tripod up, somewhere to sit, a table (although generally I’d have to request that).

        Some public authorities would also interpret it as access to free wifi internet access, free drinks (tea/coffee/water et cetera), access to free toilets etc.

        Bear in mind some meetings can go on as long as 5 hours (or longer!)

    2. The last time a committee (it was last discussed by the Standards Committee) decided on that issue outside of meetings, they decided on no restrictions on filming, audio, photographs in any Council building at any time.

      Obviously the issue about public meetings is different as they are not always held in Wirral Council buildings.

      This was partly because people would get a bit miffed if some Council jobsworth told them that they couldn’t film or take photos at their wedding because for example there were children there and also for other reasons.

      For example the restrictions bureaucrats wanted approved at one stage would’ve prevented councillors using a pen or pencil and paper to make notes at public meetings. 😀

      Also many Council buildings have CCTV so it would be hypocritical to restrict filming, when they are doing it themselves. 🙂

    1. Eric Pickles does have powers under the Local Government Act 1999 (section 10) to send in inspectors (and Wirral Council would have to pay the bill). I wonder how bad it would have to get at Wirral before that was considered though?

  3. If democracy has died in the WBC chambers then the 24% who vote in Seacombe should just give it up.Next Council elections how wonderful a statement should electors attend the funeral of local democracy in lieu of casting any vote. A 2% turnout would send a very clear message

    1. Well some people think there should be a “none of the above” category on ballot papers and if none of the above gets >50% you hold the ballot again. 🙂

  4. Maybe I am stating the obvious here, but there seems to be some Confusion here. The Councillor who appears to be Chair or claims to be Chair, I suppose technically he is of a quorum of Councillors, debating in Public, about amongst other things a Cash Strapped Council and in actual fact without a Note Taker or Guidance from Legal Counsel, given guidance by an Employee, who may or may not have an interest in the matter at hand Strange!!!!!!!!

    1. I’ll have to look into whether he’s Chair or not, but he is the Cabinet Member for this area too, therefore can make delegated decisions on his own. 🙂

      You see this committee isn’t served by Legal and Member Services, but instead officers from the Children and Young People’s Department.

      However the officers in CYPD were so efficient that they published the minutes of the meeting before the meeting had even started. 😀

    2. As to your question about quorum, three councillors on the committee out of a committee of seven were present. I’d have to check if 3/7 is quorate. 1 Labour and 3 Conservative councillors on the committee were not present.

This is like another board I know, however quorum or quorate, the advisor has to have sufficient knowledge to be able to advise on more than children’s services, as demonstrated by the Local Authorities head of Legal Services Advice. Further as you point out the chair or not, he is able to make Decisions himself (Delegated to him). These Decisions can be challenged if adjudged to be wrong Nemo Judex in causa sau also the Four Pillars. I am not the brightest crayon in the box, however to proceed on an adhoc basis after receiving Legal Advice and then you having to write down what they said does not lead to open and transparent Local Government, further it also flies in the face of Statutory Provisions and could be seen as a Challenge to Parliamentary Sovereignty

    1. Well, Wirral Council has many different in house solicitors (of which Surjit Tour is one) and they tend to specialise in a particular area of law.

      For example alcohol licensing meetings get a solicitor there who has experience in the licensing regulations as one example.

      Nobody can have experience in regulations that came into effect on August 6th 2014 as there is (as far as I am aware) no case law yet and not many times since August 6th 2014 that I’ve had to spent a long amount of valuable (and unpaid) time reeducating local government officers about it.

      If you read this earlier blog post you’ll find in the section there about Liverpool City Council, that a Liverpool City Council officer who was a manager of the Liverpool Town Hall (part of their building services) tried to stop me filming a public meeting since August 6th, because their constitution hadn’t been changed yet (but later did a u-turn)!

    2. If you’d heard what I’d heard Labour say about the Coalition government (Tory/Lib Dem), you’d realise they don’t even respect the result of the 2010 General Election. That is to say in 2010, Labour got less MPs than the Conservatives and not enough to form a Coalition with the Lib Dems.

      Labour collectively class these last 4 years as some sort of dream in which a new Labour government is always on the horizon so they can conveniently forget the last 4 years in their party’s history.

      If the government and Parliament agrees new laws, Labour disagree with them and refuse to follow them as they’re from that “evil” Tory/Lib Dem government, this is even laws that their own Labour MPs voted for!!!

      Bear in mind the regulations about filming of local council public meetings were agreed by all political parties.

      However their fiercest critics are Labour councillors who disagree with their own frontbench MPs and parliamentary spokespersons on local government!!

  6. Any Solicitor worth his salt, knows that Statute Law, takes preference over Regulations and Case Law. Just because it may take so many months for organisations to change, does not change the fact that when Royal Assent is given the Specific Statute goes on the “Statute Book” It is like the nearly old Tax Disc, just because you may have got so many days grace, from the DVLA, does not mean to say that a Traffic Warden would not stick a ticket on you for Failing to Display a Current Tax Disc

    1. Well the regulations altered statute law.

      Surjit Tour’s original argument was with me that he felt the committee wasn’t decision making, therefore wasn’t covered by the regulations.

      However the regulations refer to public meetings.

      I agree with you, however de jure and de facto are two different matters.

      The first meeting of anything after a legislation change I fully expect them to raise objections, scream at me and tell me I’m wrong and not have a clue.

      However the time to do all that was when the legislation was being consulted on, not after it comes into effect!

      I’m a pragmatist you see and I know cultural issues such as those at Wirral Council take years to change, not overnight as a result of legislation.

      If a power to stop filming is taken away by legislation Wirral Council will carry on pretending they still have that power until clearly told otherwise, not by third parties, but their own line managers and senior people at Wirral Council.

      However the leadership, whether councillors or solicitors aren’t confused over the law, they just think it would be bad for their careers to not do what Labour politicians and other officers want.

      After all they have to work there. I just work at Wirral Council, not for Wirrak Council.

    1. I just draw on a university training in international politics, a union background in negotiation and a professional background in politics.

      Such a background teaches me to pick battles I can win and when is best to back down.

      I am halfway inclined in protest at the way I was treated last night to leak some information about Wirral Council on this blog. Mind you if I started leaking on Wirral Council I’d still be writing come Christmas time and maybe I shouldn’t take things personally!

  8. Good for you, never take anything personally, otherwise you will end up silly. I would respectfully point out, that Statute Law is Supreme. Just one more point, should a person from the CYPD consider that the Young Person was in any Danger ” Moral or otherwise ” why was he brought to the meeting and should a number of Risk and Impact assessments have been done first, is it a Safety issue she tried to make out

      1. Well I wanted to but our legal department have told me I’ll have to slightly rewrite that story before it is published.

        It involves expenditure by CYPD on a Family Court case, however legal here tells me I am not allowed to publish the party names in that case, but can call them X and Y if I so wish!!!!

    1. All she would say was that it was a “safeguarding” issue. She wouldn’t say more than that, but more detail would just be guesswork and unfair to Daniel.

  9. Next time, get them to tell you the specific act and section or to which regulation they refer. In regards to family matters/children (names), you do have to be very careful and it is quite understandable. This is one of the reasons why I questioned, the use of ” Safeguarding “

    1. They couldn’t give any specifics such as act or section because it all came as a surprise to them that I and Leonora were actually there at a public meeting.

      Leonora however wasn’t involved in the discussions, just informed of the outcome.

      In theory she could have filmed the meeting instead of me, but I think Wirral Council assumed that if I said I wouldn’t film, it applied to Leonora too.

      After all I don’t go to every public meeting at Wirral Council, just some and for whatever reason I hadn’t been at the last meeting of this committee.

      As to the 16 year old, his first name and description is now in the public domain (which to be honest with you due to the filming ban will now probably be read by more people than would’ve watched the film of the meeting had I filmed it). I haven’t published his full name. I am not going to refer to him as X or something like that because his name was said to everyone in the room.

    1. I’ve read the case you cite.

      I would’ve thought video of a public meeting of a local council however somewhat safeguards everyone from any accusations made afterwards of any matters to do with the 16 year old present at it during the public meeting itself being filmed as then an independent record exists.

      With no independent record, people can come to wildly different opinions about what happened during the same meeting. Accusations could be made either against myself, Leonora or the three politicians present which if false allegations about anyone’s character or conduct could result in:

      a) a civil county court injunction against those involved in making such false allegations because of s.106 of the Representation of the People Act 1983


      b) a criminal investigation by the police into why the person/s making false allegations is trying to influence the result of a future election.

      Ironically one of the councillors present on the committee in the room (Cllr Pat Williams) discussed and voted on a false allegation about me in 2011 made by a Cllr Ann Bridson in order to influence the outcome of the Bidston & St. James election in 2012 and prevent me being the Lib Dem candidate in that election.

      This however backfired on both Cllr Pat Williams and the Lib Dem Party as it resulted in a court case (which the party and Cllr Alan Brighouse lost as the complaint about me had not been shared with me prior to the disciplinary panel hearing (in breach of the party’s constitution and as I had made a request under s.7 of the Data Protection Act 1998 for it too which had not been complied with, a breach of that too).

      The false allegation made about me (not upheld by the disciplinary panel) was that I had made a complaint about the conduct of former Cllr Ann Bridson that had been referred by Wirral Council to the Standards Board for England.

      The person however who had made this complaint was a former employee of Wirral Council Mr. Martin Morton.

      The resulting disciplinary panel hearing held in September 2011 as a result of Cllr Pat Williams (then Chair of the Birkenhead Lib Dems although I questioned whether her election at the AGM was indeed constitutional) proposed motion to suspend my membership of the Liberal Democrats based on this false allegation, found that I had not done what I was accused of.

      However it was becoming so embarrassing to the Lib Dems by then that I’d been suspended without the grounds under their constitution for doing so, plus the fact that I’d sued them and requested damages, that they had to punish me for defending myself against false allegations as the alternative was admitting to themselves that one of their own current serving politicians (not present at the disciplinary panel meeting) wasn’t telling the truth.

      In future were such any such provably false allegations ever made about me again, I would not hesitate in applying for a court injunction against people repeating them.

      The lesson I did however eventually learn from all this is that political parties are set up to protect their party’s politicians from the real life consequences and resulting litigation of their party’s politicians tendency to lie about others in an attempt to damage the reputation of people they see as a threat.

  11. I can see where you are coming from on matters, however at this stage, it is best for yourself to keep on in there. The best way for any matter is to start off simply and carefully, build slowly and carefully, remembering where ever brick is located and been placed and when the Planning Man comes a calling, you can say their you are, built to the required specifications

    Unfortunately most people will not see your blog and be unaware what goes on. Perhaps next time this happens you should insist on what you believe are your rights. If the Council then abandoned the committee it might get more publicity.

    1. Next time will be the Youth Parliament public meeting on the 11th November 2014, so it will be interesting to see what happens then!

      You’re right if Wirral Council was forced to adjourn a meeting, it might get more publicity.

      However I’m looking more for Wirral Council to see why doing this sort of thing is a “bad idea” (although maybe I’m barking up the wrong tree).

      You’re right though, next time I will carry with me a copy of the regulations so I can quote them to politicians and Wirral Council officers. As you point out, call their bluff and see what happens next.

      The downside to public meetings being abandoned is it costs the public £thousands to reschedule meetings and I’d be made the scapegoat for that.

  13. who’s responsible for abandonment of 22nd July ARMC and the subsequent and late deferment of the projected 7th October ARMC meeting?

    O and what was point of two Grant Thornton persons being present at some £250 an hour who never said nuthin!

    1. Ahh, the reason the 7th October AMRC meeting went ahead on the 8th October is because Graham Burgess (Chief Executive) couldn’t make it to the 7th October meeting. Does that explain it?

      The point of the people from Grant Thornton were to:

      a) answer any questions on the Grant Thornton reports that were on the agenda
      b) so Wirral Council’s external auditors (Grant Thornton) know what’s happening at A&RM meetings and
      c) so I don’t film two empty chairs (ok that last one I made up)

      1. I already knew that tho your readers did not! But apart from spouting some nonsense what exactly was the purpose of the CEO’s attendance some £100+ per hour?

        Platitudes by a person who “was not there” just do not amount to a row of beans. Untruths spoken amount to a sack of shit.

        All this is a cosy arrangement where charlatans can hide behing Data protection, Safeguarding, equaity and all the remaining sacred cows. Charles Dickens would have written a masterpiece based on 21st century local government probably titled “Parliament of Fools”.

        1. If Charles Dickens (or more probably one of his descendants) as he’s dead now attends a public meeting of Wirral Council and writes about it, I will gladly read it!

          The purpose of the Chief Executive was to have someone well known enough (that also wasn’t a politician) to say that Wirral Council officers hadn’t done anything majorly wrong and to counter the assertions of the whistleblowers.

          If there was no counter to the whistleblowers, people would believe them!

          Also to pick someone that wouldn’t be working at Wirral Council come the next calendar year so therefore doesn’t have any career repercussions from what he’s said.That is to say at the time of the meeting on 8th October 2014, he had already decided to retire and informed Wirral Council of that fact.

          1. to counter the whistleblowers…I heard no refutations or discussions of the exact propositions of officer lying that I put forward.

            The CEO and others were more like the towelling sponge, not the boxing glove, absorbing without counter-thrust the blows delivered them. There was no spoectacle and no sparring just a mopping up action.

            That households pay £1,000 plus a year for these charades is a matter of some ire to myself

            1. Here are three Wirral Council invoices for you to peruse (all redacted) as your background is in accountancy. Then please leave a reply as to the logical inconsistencies between them! This should be a small chink of transparency in what are murky waters. This is just one small example.

              I might also point out that Peel have had large sums of money paid to them by Wirral Council. So Wirral Council is effectively just receiving back a small fraction of the amount of taxpayer funds already handed over to Peel.

              They relate to a s.106 agreement arising from a planning application submitted by Peel known as Wirral Waters (hence my pun earlier). Enjoy!

            2. Despite what households pay, Wirral Council will still make £millions of cuts.

              Households pay through Council Tax and business through business rates a mere fraction of Wirral Council’s budget.

              A large amount comes from other sources such as charges, work done for other taxpayer funded bodies, grants, borrowing, well the list is pretty endless on the taxpayer funded gravy train!

  14. As Taxpayers Alliance would say, “we are paying for these cosy arrangements” where councillors and auditors parade themselves in public meetings and there is no outcome.

    What is the point of paying Grant Thornton unless they enlighten the audience or at least gainsay any untruths, (and there were many), or inaccuracies spoken by councillors or by officers.

    1. Oh come on now, don’t you think Wirral Council would pick someone else as auditors if they did as you suggest?

      Remember we’re soon getting to the stage where Wirral Council chose who their auditors will be. I’m sure the shortlist can be a firm that will tell them what they want to hear!
