Just for a change I thought I would attend a public meeting of Liverpool City Council yesterday evening, which was their budget meeting.

Prior to the meeting starting, there were a lot of police outside Liverpool Town Hall and not just on foot, but going round on motorbikes and police vehicles. The High Street was closed off to traffic as you can see from the traffic cone to the right of the photo I took below:

Even before getting in to the Council Chamber, the City Watch (Liverpool City Council employees) were stop searching everyone from the press and public attending, supposedly for “whistles and banners”.

At the time this meeting happened (due to the similarity in uniforms between Liverpool City Council’s City Watch and Merseyside Police) I made a Freedom of Information Act request to Merseyside Police for further details. However it turned out that Merseyside Police had nothing to do with the stop searches.

Liverpool City Council (unlike Wirral Council) doesn’t have a public gallery a floor above the Council Chamber, so the public sit on chairs (or benches) around where the councillors sit. What was also interesting was that during the meeting a screen showed a live transcript of what was said.

On Wirral I know that during Council meetings there are two people providing sign language, however having what is being said during the meeting appear on a screen that everyone can see, benefits everyone with hearing difficulties in being able to follow what’s going on.

The Lord Mayor of Liverpool (who chairs meetings of Liverpool City Council) did refer to social media and filming of meetings at the start and said, "Can I remind those present that this is a meeting held in public and not a public meeting? I would also like to emphasise that this is a key public meeting, can I therefore request that everyone present, including the public treat this meeting accordingly which will enable the business to be dealt with effectively?

The use of social media and filming for reporting proceedings is permitted during Council meetings. This does not extend to filming of members of the public and anyone wishing to film the proceedings are also particularly directed to the very sensitive issue of filming children without the express permission of their parents."

Sadly although the public were well-behaved during the meeting, the Lord Mayor’s plea to councillors to behave fell on deaf ears (but more of that later). Once the items such as declarations of interest and minutes of the last meeting were dealt with, the Lord Mayor suggested that Mayor Anderson had twenty minutes to speak to Labour’s budget, the mover of an amendment or right to reply ten minutes and all other speakers allowed five minutes and with the permission of Council a two-minute extension.

Mayor Anderson started his speech at 5 minutes 36 seconds into the video clip above and finished it at 45 minutes 48 seconds (a total of forty minutes 12 seconds) which was double the twenty minutes he’d been given.

It’s hard to summarise such a massively long speech although I will try. He said, “we’ve faced an onslaught by this government in terms of financial cuts” and referred to the Green Party as “no more than militant in sandals, the phrase I coined but it is true and absolutely true”.

He went on to criticise the Green Party’s budget amendment for raising Council Tax by 6% (whilst conveniently failing to mention that his own party’s budget would also raise Council Tax by 1.99%) and asked if the Greens wanted to “return us back to the [19]80s”?

Mayor Anderson referred to Cllr Kemp (Leader of the Liberal Democrat Group) as “caustic Kemp” and then went on to say about Cllr Kemp “it’s another smear and it’s another insult and that’s all we get from you so either put up or shut up, that’s my advice to you”. He then went on to refer to Cllr Kemp as “Mr 3% who spends more time jetting off around the world telling people how important he is, instead of spending more time with the Deputy Prime Minister telling him about the damage that is being done to our city on a daily basis”.

Mayor Anderson also stated that he wanted people who worked in Liverpool to live there so that Liverpool City Council would receive council tax from them. He also said (if I heard it correctly) that next week he was going to MIPIM (Le marché international des professionnels de l’immobilier which is an international property event held in Cannes, France), although the screen displayed it as Mickham but that this was “not a jolly”.

After his speech and the applause from the Labour benches had died down, Cllr Jake Morrison (independent) tried to move an amendment to the budget. He said that the chief financial officer had looked at it and said it was legal, but that the Chief Executive [Ged Fitzgerald] had decided “not to allow it tonight” so he was asking the Lord Mayor whether he could move it.

The Chief Executive Ged Fitzgerald then gave a rather long-winded response stating that it shouldn’t be accepted as it hadn’t been submitted in time and that it would set a bad “precedent”. The Lord Mayor asked Cllr Morrison if there was a reason why he hadn’t been able to move the amendment.

Cllr Morrison said that the Council summons hadn’t informed him of the consequences of submitting a late amendment and that his budget amendment related to a cut of £42,000 to domestic violence charities which he only found out about the day before.

The Lord Mayor asked if he could speak to the main motion and ask for his amendment to be accepted rather than as an amendment? She then detailed how she had planned the meeting to go.

Cllr Morrison said “I will stand up until I can move this amendment”. Everyone started speaking at once and the Lord Mayor said (to Cllr Morrison), “sit down or I will ask you to leave the Chamber! Would you leave the Chamber Councillor Morrison? Could you leave the Chamber please thank you? Could you leave the Chamber please Councillor Morrison? Would you leave the Chamber?”

Throughout this Councillor Morrison carried on talking to his amendment.

The Lord Mayor then said, “If you don’t leave the chamber, I will adjourn the meeting for ten minutes!”

Mayor Anderson then intervened and referred to Cllr Morrison’s behaviour as “behaving like a child, you can stand up there and get thrown out. That’s what you might want for your leaflets or whatever”. He asked if Cllr Morrison wanted an answer to his amendment or to “spit your dummy out?” and that he felt he’d “wasted the last twenty-five minutes on you”.

Cllr Morrison said, “Can I respond to that?” to which the Lord Mayor replied, “No. Cllr Morrison, I’m sorry no, Councillor Morrison either you’re quiet or you leave. You really are being grossly disrespectful.”

Cllr Morrison said, “I want to move that amendment.”

The Lord Mayor banged her gavel and said, “This meeting’s adjourned for ten minutes.”

There were plenty of interesting things said at the Annual Meeting of Wirral Council held at the Floral Pavilion. The Wirral Globe article and Liverpool Echo both concentrate on the voting by councillors on Councillor Steve Foulkes’ nomination for Mayor by the Cabinet.

Below is a transcript starting at the start of the meeting.

MAYOR OF WIRRAL COUNCILLOR DAVE MITCHELL
Thank you for that. The first business is the election of the Mayor. I’ve preempted myself, I’m awfully sorry. This is, it’s a year and a little bit since I’ve started my Mayoralty and we’ve changed the constitution, literally thinking thirty years being a councillor I’ll be able to do this, it’s going to be easy but well the Council has decided to change the way we organise and do things. So, I’ll move on. Move on again. It is. Thank you.

I will now ask the assembled Members and visitors to join me in standing and holding a minutes silence in memory of late Alderman Councillor Kate Wood. I’d like everybody to stand.

Thank you very much indeed, please be seated. New business (laughs) I got one bit right anyway. Yes, good evening ladies and gentlemen, elected Members, new Members. We’ll be doing that part in the Council in the second part which is next week.

In my final address as the Mayor, I would like to say good evening to everyone of course and then start off by saying I’m like a good quality pair of curtains, I like to pull myself together very quickly. You will notice, those Members that were here and those visitors that were here last year I became very emotional in my acceptance speech as Mayor. I lost the plot a few times during that evening and I’ve continued on the same vein this evening.

Hopefully from now on it’ll all be downhill but what I would like to say is it’s been an absolute honour to represent the Wirral for this last year. Sue and I (the Mayoress) have really, really fully enjoyed every aspect of it and so much so that we’ve actually attended approximately over five hundred and forty-one engagements as Mayor and Mayoress and we were delighted to see the varied aspects that we have on the Wirral.

It was amazing to see so many wonderful people doing so many wonderful things and that is people working in the communities, charities and we were really heartened by the wealth and support given by so many people to our communities and charities. The skills and the nature of such diversity acquired in all aspects of life, they really came to the fore. I am really proud, Sue and I, we’ve said this for a few times throughout the year about how proud we are to be the [Mayor and] Mayoress of Wirral. The people that we meet on the peninsula are just absolutely fantastic.

We should and I’m sure you will agree with us be proud of the amazing talents that we have here on the Wirral. These include all sorts of things including sports, art, acting, music and can we also thank the parents and guardians of lots of our young people and students in the Wirral? Sue and I had the great opportunity to invite many young groups of people into the Council to give them an insight what we actually do and what we are and I was delighted to bring some of the young people into the Town Hall and see what we’re all about. A big thank you to parents and guardians and helpers in bringing those children into the Town Hall.

I’d also like to thank the support we’ve received from so many members of the council staff and elected Members in our year. They really have shown their loyalty to the Mayoralty in helping at many of the events that have taken place in front and behind the scenes. Their hard works given that’s been so much appreciated by Sue and I. Our charities would never have had the possibility to receive so much money without the dedication and work that was done by so many.

I’d like to thank people but in no particular order, everybody deserves the highest honour that I can possibly thank them for, they really do work very well for us. I will start with our secretary Sue Carroll. Thank you to Sue and Sonja for all their hard work. Also to Barbara Margaret, and Margaret, a special thanks to Carol Jackson who unfortunately can’t be here this evening. She absolutely works her socks off for the Mayoralty, I’m really, really impressed by the amount of work that she does.

We’ve also been greatly helped, especially with our charities by all those people and as I said members of the group. I’ve got to say George Davies thanks very much, George who we all mentioned has been absolutely wonderful in helping the Mayoralty in many ways this year. A personal thanks from Sue and I to you. Thank you very much George.

I’d also like to thank Beth Glover who’s been my chaplain this year and this is where I pause because the one thing I would like to do is to thank our cadet of the year and who started as Sergeant Charlotte Steel. I’m pleased to say is now the rank of what?

Excellent, thank you very much, if you could go and sit down. Thank you.

Sue and I started our mayoralty on a really top-notch event. We were very fortunate to start our mayoralty the year, the weekend of the commemoration of the Battle of the Atlantic. It was an absolutely wonderful occasion, a beautiful weekend. I’m very proud to say that the sponsor of that weekend was one of our major companies Cammell Lairds and a great big thank you to them. It really was a wonderful event. I can’t go on and say how many things that we’ve done, I’ve already said we’ve done over five hundred. It’s been absolutely wonderful.

Of those five hundred, I can say I only asked for three. That was to visit my old school and a friend of mine and to visit two of our charities that we’ve supported this year. The rest, the general public and the good people of the Wirral support the mayoralty and they asked the Mayor to be over from the Mayor’s department and I’m really supportive and I’m thankful to those people. I can’t leave out Nick. Nick, Carl and Paul who’ve been the Mayor’s attendants throughout that year. They’ve done an absolutely wonderful job in supporting us.

I know Nick and Paul’s been here for a while, it’s a temporary part and Carl’s just come in and done it for a short while. Nick I would like to thank you for all the great work that you’ve done for Sue and I in supporting us throughout this year. We’ve been to many, many occasions, many events and like everybody when you come into a role, you just don’t know what it’s about and you need a little bit of guidance and help and Nick has been the stalwart in that in helping us throughout our year making sure we address the right people (I get that wrong sometimes) in the right manner. Dame Morgan will not forget me for calling her the Lord High Sheriff but there we are.

Yes, Nick’s guidance it goes beyond just the normal thing of taking us to events and getting us there at the right time, it’s the ability to move us in the right direction, to talk to the people that need to be spoken to and it’s also the guidance in taking us away from the people that actually you don’t need to talk to and finally Steve and Les you’ll find that out when your year comes. There are some very lovely people on the Wirral peninsula who once they get the ear of the Mayor will not stop talking so that’s beneficial in both ways.

So Sue and I would like to thank you Nick, you really are the stalwart in what you’ve done for us. So much so in the conversation with the Lord Lieutenant Dame Lorna Muirhead only a few weeks back she remarked on, “How would you manage without him?” and that’s it. “I’m sure you’ll find somebody to replace him but for the time being there’s no one as good as you.” So Nick thank you very much.

I’d also like as I said last but not least as I mention in my column every week in the newspaper, I always say about the people that we meet, the wonderful things that we’ve done but the one thing that’s really stood out for Sue and I this year is the amount of work that’s done by so many young people on the Wirral and the press is not very good. There are all sorts of news story, it never gives a good news story and we’ve been absolutely astounded in the main by the amount of work that’s been done by the young people on this peninsula.

Thousands and thousands of pounds have been raised by different groups each year and without any need for publicity in any way. They just get on and do the job. We were really amazed and we are absolutely delighted and we believe the peninsula is in safe hands with all those wonderful young people that we’ve got on our peninsula.

I’ve mentioned the mayoralty and the one thing that it is, is once you get into the role of being the Mayor, you realise how important it is to our communities and our communities really do love the Mayor. I’m repeating myself and I know I’ve already said it, five hundred plus engagements where our communities want the Mayoralty to be involved. I hope it is not diminished in any way in future years.

I would like to say in passing that I wish my predecessor, oh no the incoming Mayor and Mayoress. My predecessor Gerry I’m delighted to see you here. At the end of your Mayoral year you weren’t too well health wise but I’m delighted to see how well you are at the moment, I’m really delighted to see you here, but no the incoming Mayor and Mayoress Steve and Elaine I wish you all the joy and success. I know you will enjoy it as much as Sue and I have done. Ladies and gentlemen thank you very much.

Now I’ll turn the page and actually get on to it. The first business is the election of the Civic Mayor. May I have the nominations for the office of Civic Mayor for the Metropolitan Borough of Wirral?

Following on from my blog post about the voluntary, community and faith sector I was out delivering on the Beechwood today and passed the Beechwood Community Association (which has a large sign pointing out Cllr Harry Smith is one of its trustees).

Its stated activity is “to work for the benefit of Beechwood residents” (which to me sounds very much like a job description for a Bidston & St. James ward councillor!). According to the Charity Commission, its accounts for 2005/2006 are over 4 years late! The accounts for the financial years ending 2008 and 2010 were both received over a month late and the accounts for 2009 are overdue by a year.

Its annual return for 2006 was submitted nearly a year late, the 2009 one was 23 days late and the 2010 annual return is currently over 2 months late. Cllr. Harry Smith is not the sole trustee, there is also a Mr. John Bernard Fletcher. Yet how can the public have confidence in a charity spending over ten thousand pounds most year when it can’t comply with the Charity Commission requirements?

Cllr Harry Smith is also a trustee of the Gautby Road Play and Community Centre Joint Management Committee. Although this charity with an income of over £100,000 a year has its paperwork up to date, it has come under a great deal of criticism from local residents for keeping its playground locked and not available to be used by the children of Bidston of St. James.

So vote Lib Dem because:-

a) Your Lib Dem candidate is in favour of healthy exercise for children in local play areas and against padlocking them (which doesn’t to my knowledge happen anywhere else on Wirral).

b) Your Lib Dem candidate believes in openness and transparency when it comes to local charities. Everyone should be able to view a charity’s accounts and annual report. There are also strict rules on charities and political parties.

I had an enquiry today from a Bidston & St. James ward resident and I racked my brains trying to remember who Wirral Council’s Faith Champion is.

For those as in the dark as I was, it’s a Conservative councillor from Clatterbridge Cllr. Peter Kearney. I did remember reading it on his name badge whilst waiting to go into an Employment and Appointments Committee, but apart from his Twitter feed there seemed to be little mention of it online.

The voluntary, community and faith sector are important parts of Wirral’s community. Many have a role to play in community cohesion and have in some cases tireless, unsung volunteers that receive little recognition for the work they do in their communities.

For groups looking for funding Wirral Council has a webpage which allows you to search for funding opportunities for projects and advice and support can be given to groups on making successful grant applications.

I know in Bidston & St. James there is also a range of funds available promoted through the Area Forums. The Prenton/Oxton Area Forum recently had a Q&A session for charities and voluntary groups on accessing funding to implement their ideas.
