At the end of this post is a copy of the 6 page report that resulted from the workshop.

This Cabinet report and its associated appendix (written by consultants) describe what it is about in more detail.

If you read between the lines of the workshop report, there are a lot of words used in it that are code for cuts, here is a quote (Members means councillors) “Members agreed that one of the aims of this project was to reduce the Council investment in these services and members suggested that some services may have to be sold to residents at the price it costs the Council to deliver them”.

Liverpool Health and Wellbeing Board (Liverpool City Council) 1st December 2016 Part 1 of 3

Last week I witnessed a large protest of local people angry at proposed changes to their National Health Service.

Despite a very large number of people with banners and a megaphone who came into the Cunard Building, unlike previous protests in Liverpool neither the local police (or even Liverpool City Council’s own City Watch) nor local newspapers appeared to be present.

In fact the protest was so large, there was not enough space for all of them in the Banquet Suite on the 6th floor where the public meeting was held.

Mayor Joe Anderson (of Liverpool City Council), Chair of the Health and Wellbeing Board and the Board rejected the NHS STP (Sustainability and Transformation Plan) emphatically and let some of the protesters address the meeting with their questions.

Clearly, the protests about this issue are getting bigger and the protesters louder.

Some are openly predicting an early General Election. At this point in time I see an early General Election as unlikely but the political outlook is very fluid.

It remains to be seen what happens next, Liverpool certainly has a long history of protest politics and of calling for political reforms.

The rise in racist abuse following the Brexit referendum is concerning and political uncertainty coupled with economic uncertainty mean that these are ideal conditions for civil unrest to happen.

The recent 2011 riots (at a time of anti-austerity protests) were sparked by the police shooting dead a black man in London. There is a concern that the rise in racism following the Brexit referendum could lead to history repeating itself.

Before I write about what happened at Monday’s People Overview and Scrutiny Committee, Cllr Phil Davies shut down any debate and ruled that he wasn’t allowing the public to speak at an earlier public meeting of the Health and Wellbeing Board (which he chairs) on the Sustainability and Transformation Plan.

I’ll try to sum up what this means in a nutshell. If you look beyond the fancy words, glossy brochures in essence it’s a plan for NHS cuts (that is if the plan is implemented people will lose their job).

In addition to that with such a radical reorganisation of how NHS services are delivered locally proposed, services to the general public are also likely to be altered too.

Before a decision is made there will have to be a formal consultation with the public.

I’ve been asked to decipher what decision the People Overview and Scrutiny Committee made on the STP Plan.

However councillors do have a scrutiny role over matters such as this. To give an example, the move of some of the functions of Clatterbridge Centre for Oncology to a new hospital in Liverpool from 2019 was rubber stamped by a scrutiny committee made up of councillors from the affected areas. The impact on thousands of Wirral patients and the consultation was reported previously on this blog.

This is what was agreed by councillors (although some voted against) at the People Overview and Scrutiny Committee (followed by my analysis of what it means).


  • The People Overview and Scrutiny Committee thank Phil Meaken for attending the meeting and presenting the key points of the Sustainability and Transformation Plan.

  • The Committee is concerned that elected Members [councillors] have had no opportunity to feed into the development of the STP, nor have they been given the opportunity to see the plan before it was published on the 23rd of November.

  • The Committee is also concerned by any lack of meaningful consultation with the public of Wirral prior to the publication of the Plan.

  • As a result of the failure by authors of the Plan to engage with local authorities in Cheshire and Merseyside Committee is concerned at the high level of anxiety and speculation of the implications for the future delivery of health services on the Wirral which the Plan has generated.

  • The Committee further notes that though there is very little detail included, many of the proposals would represent a significant variation in service delivery and would therefore need to be presented for scrutiny to this Committee and possibly a pan-Merseyside and Cheshire Committee before any proposals could be implemented.

  • The Committee does not believe that Wirral Council can agree to the STP without absolute clarity on the proposal and a meaningful process of consultation, that engages with elected Members [councillors] and local residents.



My analysis is briefly this, consultation on the Plan was going to happen and if the result of the Plan is to change how local services are delivered, the pan-Merseyside and Cheshire Committee would happen too any way. For whatever reason politicians are agreeing to steps that would happen in any event.

Obviously there is a lot of concern as to what the impact will be for staff and patients of the NHS.

To very little fanfare, Wirral Council have published the 12 page peer review conducted by the Local Government Association last year. This was accompanied by a press release which glosses over some of the criticism in the peer review.

Here are some quotes from the peer review (followed by my comments in italics):

Financial Strategies

In past years the council has been overspending in some directorate revenue budgets and using its reserves to balance the revenue budget. This issue was reflected in the previous peer challenge in 2012 and the council needs to develop the 2016/17 budget and not divert from it. It is currently anticipating a £9.2m slippage on this year’s savings target of £38m.

Political leadership

The Leader’s role as Chair of the Merseyside City Region is seen as recognition of the important role that the Wirral is playing in the development of the city region.”

 

Well shortly after this peer review, Cllr Phil Davies resigned as Chair and Mayor Anderson is now Chair of the Liverpool City Region Combined Authority.

“However, the Senior Leadership Team is not currently giving adequate corporate leadership and this needs to be much stronger if the Plan is to be delivered effectively. More connected leadership is needed from the top to the bottom of the organisation. The council must have the senior officer leadership resource to create capacity to deliver change. The peer team also had a concern at the current high use of consultants and interims who are providing temporary specialist support. This is not a concern about consultants/interims per se, but an observation about their number and duration. The council should continue to ‘invest to save’ – efficiently and effectively – using the right external help for specific time-limited purposes, but look to reduce the overall number of longer-term interims in key roles. The council needs to move quickly to a new organisational shape to support the Chief Executive, including providing the right kind of strategic level capacity.”
 

If I hadn’t written Why has Wirral Council spent £6,003,273.07 on temporary staff over the past 10 months? around a year ago, would this have even been mentioned in the peer review?

Relationship with residents

The council and its partner agencies recognise that they want to form a different relationship with residents in the future. There is general recognition that relationships with local communities has been negatively impacted by the past challenges the council has had to deal with. The new relationship will be based on a clearer Wirral narrative, a greater ability to listen to resident’s issues, making better use of the data and intelligence the council gathers across the Wirral and greater use of channels use as digital and social media.”

 

Ahh, listening to residents’ issues such as over 6,000 signing a petition against closure of Girtrell Court but you go ahead and decide to delegate closure to the Cabinet Member anyway? Or is this all part of listening to residents then doing the opposite of what they want?

The Council’s approach to partnership working

There is evidence of community involvement in the council’s budget processes, although more limited evidence that this has influenced decision-making.”

 

So, this seems to imply that when Wirral Council have a budget consultation, the consultation has a limited effect on the decision after the consultation?

“There is also an opportunity for a more coordinated and cost-effective approach to community engagement amongst the Wirral Partnership members. This might extend to a more joined up approach to communications and campaign activities.”
 

Despite reading this a few times, I’m a little unsure what this means? Anyone care to hazard a guess? I thought the constituency committees were supposed to do community engagement?

New Models for Service Delivery

Delivering significant change must take account of some instances of low staff morale generated by the perception of indiscriminate universal cuts in service provision in recent years.”

In other words Labour councillors constantly going on about government cuts nearly every public meeting is damaging staff morale at Wirral Council.

“The move to new ways of working will need to be driven by a much more powerful Senior Leadership Team to collectively own and drive transformation.”
 

In other words, there’s going to be a senior management restructure and some managers are going to be leaving.

Just for a change I thought I would attend a public meeting of Liverpool City Council yesterday evening, which was their budget meeting.

Prior to the meeting starting, there were a lot of police outside Liverpool Town Hall and not just on foot, but going round on motorbikes and police vehicles. The High Street was closed off to traffic as you can see from the traffic cone to the right of the photo I took below:

Even before getting in to the Council Chamber, the City Watch (Liverpool City Council employees) were stop searching everyone from the press and public attending, supposedly for “whistles and banners”.

At the time this meeting happened (due to the similarity in uniforms between Liverpool City Council’s City Watch and Merseyside Police) I made a Freedom of Information Act request to Merseyside Police for further details. However it turned out that Merseyside Police had nothing to do with the stop searches.

Liverpool City Council Budget Meeting 4th March 2015 Part 1

Liverpool City Council (unlike Wirral Council) doesn’t have a public gallery a floor above the Council Chamber, so the public sit on chairs (or benches) around where the councillors sit. What was also interesting was that during the meeting a screen showed a live transcript of what was said.

On Wirral I know that during Council meetings there are two people providing sign language, however having what is being said during the meeting appear on a screen that everyone can see, benefits everyone with hearing difficulties in being able to follow what’s going on.

The Lord Mayor of Liverpool (who chairs meetings of Liverpool City Council) did refer to social media and filming of meetings at the start and said, "Can I remind those present that this is a meeting held in public and not a public meeting? I would also like to emphasise that this is a key public meeting, can I therefore request that everyone present, including the public treat this meeting accordingly which will enable the business to be dealt with effectively?

The use of social media and filming for reporting proceedings is permitted during Council meetings. This does not extend to filming of members of the public and anyone wishing to film the proceedings are also particularly directed to the very sensitive issue of filming children without the express permission of their parents."

Sadly although the public were well-behaved during the meeting, the Lord Mayor’s plea to councillors to behave fell on deaf ears (but more of that later). Once the items such as declarations of interest and minutes of the last meeting were dealt with, the Lord Mayor suggested that Mayor Anderson had twenty minutes to speak to Labour’s budget, the mover of an amendment or right to reply ten minutes and all other speakers allowed five minutes and with the permission of Council a two-minute extension.

Mayor Anderson started his speech at 5 minutes 36 seconds into the video clip above and finished it at 45 minutes 48 seconds (a total of forty minutes 12 seconds) which was double the twenty minutes he’d been given.

It’s hard to summarise such a massively long speech although I will try. He said, “we’ve faced an onslaught by this government in terms of financial cuts” and referred to the Green Party as “no more than militant in sandals, the phrase I coined but it is true and absolutely true”.

He went on to criticise the Green Party’s budget amendment for raising Council Tax by 6% (whilst conveniently failing to mention that his own party’s budget would also raise Council Tax by 1.99%) and asked if the Greens wanted to “return us back to the [19]80s”?

Mayor Anderson referred to Cllr Kemp (Leader of the Liberal Democrat Group) as “caustic Kemp” and then went on to say about Cllr Kemp “it’s another smear and it’s another insult and that’s all we get from you so either put up or shut up, that’s my advice to you”. He then went on to refer to Cllr Kemp as “Mr 3% who spends more time jetting off around the world telling people how important he is, instead of spending more time with the Deputy Prime Minister telling him about the damage that is being done to our city on a daily basis”.

Mayor Anderson also stated that he wanted people who worked in Liverpool to live there so that Liverpool City Council would receive council tax from them. He also said (if I heard it correctly) that next week he was going to MIPIM (Le marché international des professionnels de l’immobilier which is an international property event held in Cannes, France), although the screen displayed it as Mickham but that this was “not a jolly”.

After his speech and the applause from the Labour benches had died down, Cllr Jake Morrison (independent) tried to move an amendment to the budget. He said that the chief financial officer had looked at it and said it was legal, but that the Chief Executive [Ged Fitzgerald] had decided “not to allow it tonight” so he was asking the Lord Mayor whether he could move it.

The Chief Executive Ged Fitzgerald then gave a rather long-winded response stating that it shouldn’t be accepted as it hadn’t been submitted in time and that it would set a bad “precedent”. The Lord Mayor asked Cllr Morrison if there was a reason why he hadn’t been able to move the amendment.

Cllr Morrison said that the Council summons hadn’t informed him of the consequences of submitting a late amendment and that his budget amendment related to a cut of £42,000 to domestic violence charities which he only found out about the day before.

The Lord Mayor asked if he could speak to the main motion and ask for his amendment to be accepted rather than as an amendment? She then detailed how she had planned the meeting to go.

Cllr Morrison said “I will stand up until I can move this amendment”. Everyone started speaking at once and the Lord Mayor said (to Cllr Morrison), “sit down or I will ask you to leave the Chamber! Would you leave the Chamber Councillor Morrison? Could you leave the Chamber please thank you? Could you leave the Chamber please Councillor Morrison? Would you leave the Chamber?”

Throughout this Councillor Morrison carried on talking to his amendment.

The Lord Mayor then said, “If you don’t leave the chamber, I will adjourn the meeting for ten minutes!”

Mayor Anderson then intervened and referred to Cllr Morrison’s behaviour as “behaving like a child, you can stand up there and get thrown out. That’s what you might want for your leaflets or whatever”. He asked if Cllr Morrison wanted an answer to his amendment or to “spit your dummy out?” and that he felt he’d “wasted the last twenty-five minutes on you”.

Cllr Morrison said, “Can I respond to that?” to which the Lord Mayor replied, “No. Cllr Morrison, I’m sorry no, Councillor Morrison either you’re quiet or you leave. You really are being grossly disrespectful.”

Cllr Morrison said, “I want to move that amendment.”

The Lord Mayor banged her gavel and said, “This meeting’s adjourned for ten minutes.”
