Below is a picture of Gautby Road Play Area (owned by Wirral Council) in Bidston which is next to Gautby Road Community Centre taken on the 5th August at about two o’clock in the afternoon.

Here is a photo of the sign (also taken the same day at around two o’clock) which is next to the only gate in and out of the Gautby Road Play Area.

The eagle-eyed among you will have noticed a padlock on the gate, a close up of which is below. So just to make it perfectly clear, yesterday when the photo was taken the only gate into the Gautby Road Play Area was padlocked. This is the reality of the situation.

However the reality of the situation is not what Wirral Council put in a press release titled “Come and play all day!”. The press release is partly about National Play Day 2014 (which is today) but also states “Youth and Play Service also operate three full-time all year round play facilities located at Beechwood Play & Community centre, Leasowe Adventure Playground and Gautby Road, providing free play provision for children and young people aged from six to 14 years.”

At the last Birkenhead Constituency Committee held on the 24th July, my wife asked why the Gautby Road play area was being kept padlocked. Here’s a transcript of the bit of the meeting which you can also watch the video of starting here.

The Gautby Road Play Area which has recently just been refurbished actually, is only through the, it’s used predominantly by the Gautby Road Play and Community Centre and they kind of keep the keys and police it, but it is through the summer it’s open. The play centre’s open all through the day. So it is open.

First the boring details. In the North West Region (of England) for the European Parliament elections in 2014 on the 20th May 2014 there were 5,267,777 people eligible to vote. Out of these 5,267,777 people there were 1,773,296 verified ballot papers which represented a turnout of 33.66%.

This region elects eight Members of the European Parliament. People vote for a particular party. Each party has a list of candidates. Depending on how many votes each party gets that party is assigned between zero and eight members of the European Parliament under the D’Hondt system. For example if Mr Paul Smith is number 1 on the “Made Up Party” list and they the “Made Up Party” have enough votes to be allocated 1 MEP under the D’Hondt system, then Mr Paul Smith becomes a Member of the European Parliament.

In 2009 (the last time there was a European election in the North West Region) there were 3 Conservative MEPs elected, two Labour MEPs, one UKIP MEP, one BNP MEP and one Liberal Democrat MEP. Seven other political parties stood in that election but failed to get enough votes to have an MEP elected such as the Green Party who had 127,133 votes in 2009 (7.7%).

As it’s September once more, a number of Heritage Open Days are coming up (some in Bidston and St. James). The first of four in Bidston and St. James is on Thursday 12th September when St. Oswald’s Church in Bidston Village will be open from 10 am to 3 pm. There’s no need to book, the church has disabled access and there will be refreshments. Tours around the church will happen throughout the day and for further information you can contact Mr Tony Endean, the churchwarden on 0151 652 7328.

Bidston Windmill “bats permitting” will be open for visitors from 10 am to noon on Saturday 14th September. There is no need to book in advance, but children under eleven need to be accompanied by an adult. A minimum height restriction of 1.06 metres applies for those who want to go to the upper floors. For further details contact John Jakeman or Nic Harding on 0151 653 9332.

Also on Saturday 14th September Bidston Community Archaeology are holding an open day running from 10.30 am to 4 pm. They are currently excavating a medieval farmhouse fifty metres from the Tam O’Shanter Urban Farm and will be showing the public their finds. Again no booking in advance is needed.

The last event in Bidston and St James running on two days (Saturday 7th September and Saturday 14th September both at 11 am) is a “Local Heroes Military Guided Tour” of Flaybrick Memorial Gardens starting at Tam O’Shanter Urban Farm. The walk will take about one and a half hours and does need booking in advance, which you can do by contacting Chris Morris on 0151 608 5050.

cat Firstly a brief update on planning applications decided by Wirral Council officers affecting Bidston & St. James ward from 1st July 2013 to 11th August 2013.

The first is an application type I haven’t seen before called “Planning Pre-Application Enquiry”. Rather confusingly the decision is down as “pre-application reply” (and as it’s not classed as a planning application searching on Wirral Council’s website doesn’t bring up a decision either), but I presume if the applicant gets a positive response indicating that a planning application would be accepted then they’ll then go on to submit a planning application.

Proposal: Change of use from closed nursing home back to two residential semi-detached dwellings (without internal or external building works)

Unusually there are three planning applications affecting Bidston and St. James ward to be decided by the Planning Committee on Thursday (assuming that the Planning Committee doesn’t decide to go on site visits to them).

The first is Keepmoat’s plan to build 125 houses in the Milner Street/Carrington Street/Rundle Street/Laird Street area. A 20mph zone and traffic calming scheme is included as one of the conditions. Merseyside Police’s architectural liaison officer has concerns that the open nature of the scheme may increase opportunities for crime and makes some recommendations.

The area of this planning application has had houses partly demolished for some time. As tenants living in the area have been moved out and owner occupiers subject to compulsory purchase orders, it’s part of the reason why many of the nearby Laird Street have closed down. I notice also there’s a recommendation for a s.106 agreement with the developer for a very small area of public open space, although with Birkenhead Park, a play area and a games court nearby that’s why it’s smaller than the size of open space you’d expect for 125 houses. A condition (probably as a result of the police’s concerns about crime) also requires security lighting for the open space and the “proposed link to existing footpath”. Hopefully it’ll get approved (as is recommended by officers) and houses will replace the current eyesore of a site that is currently mud and half demolished houses.

The other two planning applications to be decided by the Planning Committee affecting Bidston and St. James ward are related and are both submitted by the alliteratively named Cosy Cats Cattery Limited. They are planning application APP/13/00688 for a cattery comprising of an outbuilding of fifteen small units to house a maximum of twenty cats and an isolation unit and planning application ADV/13/00689 which is for advertisement consent for a fascia sign and hanging sign (for the cattery which is planning application APP/13/00689).

Such minor planning applications would normally be decided by planning officers rather than the Planning Committee, but Cllr Jim Crabtree has removed the application from delegation following one objection to each planning application by the resident of number 2 Eleanor Road.

On the planning application for the signs, the resident objects on the basis of illumination of the signs and confusion as to where the signs will be located. However the report states the signs won’t be illuminated. The report also details where (if approved) the signs will be, one hanging from a post 1.8m high and one on the fence adjacent to the driveway facing east towards the cul-de-sac.

However the main objections from the resident of number two Eleanor Road are in relation to the proposed cattery (eleven separate objections are listed in the report). The report written by planning officers is of the opinion that the objections raised aren’t enough to refuse the application (the officers also dispute the factual accuracy of some of the objections). It’s therefore recommended it for approval, subject to conditions limiting the number of cats to twenty and the hours of operation to between 8 am and 9 pm.

As you can tell from the photo, five new units are being built on the Bidston Moss Retail Park (near Junction 1 of the M53) on what used to be the site of MFI & Carpetright. There’s been curiosity about who will occupy the new units numbered 4A, 4B, 4C, 4D and 4E and some people have come to this blog looking for further information using the search “bidston moss retail park new shops”.

The planning application (more details here) lists the mysterious Derwent Holdings Ltd on the Isle of Man as the applicant. The new units are currently advertised as to let on GVA’s website. So all that can be said about the new tenants is that they won’t be food businesses (as this type of business isn’t allowed with that type of planning permission). Hopefully the new units will be finished and let soon bringing desperately needed jobs to the local area. One of the four units is now occupied by Carpetright.

One bit of good news surrounding the development is that a former car park on the site will be transferred to Wirral Council to be incorporated into Bidston Moss Nature Reserve.
