However the page below was only provided last Friday, which accounts for a further £241.10 claimed (October 2013).
This breaks down to:

Total (for 17/10/13 to 24/10/13): £241.10
These were for meetings to see an unspecified Police and Crime Commissioner (which could be Jane Kennedy), a meeting of the City Region Cabinet, a meeting of the LGA Workforce Board (in London), a meeting of NWIUF (spelt incorrectly) and the LEP (Local Enterprise Partnership presumable the Liverpool City Region one).
In fact NWIUF is an error on the expenses form and should instead be NWUIF (which is the North West Urban Investment Fund).
For four meetings that are not at Wallasey Town Hall (Police Commissioner, City Region, NWUIF and LEP) Cllr Phil Davies should have included the place he was going to on the form. However, as he claimed Mersey Tunnel tolls for going to these meetings, it is assumed they are all outside the Wirral and to the east.
Looking on the bright side though, Cllr Phil Davies’s expense form is typed, which makes it far easier to read than those councillors who fill them in by hand! The total of £241.10 seems to have originally been a different figure, but then tippexed out and replaced with £241.10. However it is to be expected that the Leader of Wirral Council has a busy schedule and diary.

I attended my second meeting (this time on dry land so no possibility of sea sickness) of the Mersey Port Health Committee, for my write up of its AGM earlier this year just follow this link.
Although we were the only two members of the public at the last meeting, this time we were also joined by a student who was attending as part of her studies.
On the Mersey Port Health Committee and present from Wirral Council were Cllr Ron Abbey (Labour) and elected Chair at the AGM last time), Cllr Gerry Ellis (Conservative) and Cllr Harry Smith (Labour). Councillor John Salter (Labour), Councillor John Hale (Conservative) and Councillor Dave Mitchell (Lib Dem) (who are all on the committee representing Wirral Council) were not present.
There were also various other councillors representing Liverpool City Council and the Metropolitan Borough of Sefton.
The meeting started with an officer saying, “Ladies and gentlemen, could you please take your seats before we start today’s meeting? Before I formally commence proceedings, …” before going on to remind people that there were no fire alarms planned during the meeting, which fire exit they should use if there was an emergency and where to assemble outside at Exchange Flags. He also referred to the “new legislation” (a reference to the Openness of Local Government Bodies Regulations 2014 (SI 2014/2095)) and said, “The use of recording devices both audio and video is permitted at public meetings now in accordance with government legislation” and he asked that we not film the other members (he should have said member) of the public present (the error was because there was only one other member of the public present, a student there attending as part of her studies at the University of Liverpool).
I’ll point out at this point I will make a declaration of interest as I have previously been a student there (as has Leonora) and Leonora and I both have a current connection with that university.
I will also point out that we’re allowed to film whoever is in the actual meeting room, but Liverpool City Council decided on their own filming policy (which is at odds somewhat with the legislation) earlier this year (with no prior consultation of the people affected such as ourselves but that’s Liverpool City Council for you). A the meeting it was discussed they decided that they didn’t want the public filmed at public meetings for rather complicated reasons I won’t go into here. From what I remember of the discussion back in September 2014 Liverpool City Council councillors expressed the slightly odd viewpoint that the public at a public meeting were entitled to privacy. In fact I seem to remember that at that very meeting at least one councillor expressed the viewpoint that they felt it was the height of bad manners to turn up with a camera and record a public meeting! For the earlier discussion on that filming policy see: the video footage I took then and the major problems I had filming Liverpool City Council’s Constitutional Issues Committee which was about filming public meetings in the same room that I was filming in today.
No declarations of interest were made.
There was a correction made to the minutes as the list of councillors attending was incorrect. Cllr John Coyne (Green Party, Liverpool City Council) raised the issue of infectious diseases and the Chair (Labour, Wirral Council) Cllr Ron Abbey referred to the guidance on Ebola and how port health was the “guardian on the frontline of preventing infectious diseases”.
An officer referred to the Liverpool City Council emergency group and an exercise the day before. She said that there was a lot of literature about the public health measures if there was an outbreak at a sea port.
Cllr John Coyne referred to the press reports about the intention to screen at the Eurostar Terminal in London. The Chair Cllr Ron Abbey pointed out that there were no direct flights to Liverpool with a point of origin from the countries affected by the Ebola outbreak. He also referred to Heathrow and Eurostar and that people would be transhipped through other ports first.
The councillor referred to trains.
Cllr Ron Abbey (Chair) said that Eurostar links to France, which was a main connecting hub and then people could travel by Eurostar from the French airports.
An officer, supporting Cllr Ron Abbey said that it was based on risk and that both Heathrow and Eurostar were both passenger hubs. She referred to regular surveillance of flights coming through.
A councillor once again referred to Eurostar and the terminal in London.
The Chair (Cllr Ron Abbey) reassured him that people travelling from affected countries would be automatically screened on flights before they got to Liverpool, therefore there was no call to do a secondary check at Liverpool John Lennon Airport.
An officer said that they were working with Public Health England and there was a port health plan. He referred to meeting all relevant agencies to discuss the potential of sea ports or airports with regards to communicable disease.
The Chair (Cllr Ron Abbey) said it was a “moving issue”. He referred again to a secondary check at Liverpool John Lennon Airport, but that it was a smaller airport than Gatwick or Manchester.
A councillor said that he felt that as it had a 21 day incubation period, that the screening had no medical value and expressed the view that it was being done for “political” reasons. However he did want to ask about ships from West Africa docking at the pier and also for guidance about ships, crew and passengers which he felt was more relevant than people flying in or Eurostar.
An officer answered about the potential for ships from West Africa on which there were people who had possibly contracted a communicable disease and referred to meetings with public health. She said that ships had a responsibility to report any illness of crew or passengers under maritime law, not just Ebola.
The minutes of the last meeting were then agreed, with the amendment to the list of those who had attended.
The Chair made an announcement that he welcomed a student (who he named) to the meeting. However the student wasn’t there so he apologised to the student who was there for misleading people over what her name was. He welcomed her to the meeting and hoped she would find it interesting.

I attended (and filmed) a public meeting of Merseyside Fire and Rescue Authority’s Consultation and Negotiation Sub-Committee yesterday afternoon. Since last visiting Merseyside Fire and Rescue Headquarters quite a while ago, the whole building has been rebuilt.
We arrived about half an hour before the meeting started and were asked to wait in reception. After about fifteen minutes (we had been told they were “running late” although the meeting started on time) someone came and took us to the meeting which was being held in the Temporary Conference Room on the first floor.
Thankfully there was a working lift which we used. The room had been set up up for the councillors on the Sub-Committee, fire officers and union representatives from unions such as the Fire Brigades Union. Microphones for everyone (with built-in speakers) were set out and tested before the meeting started.
Someone was even kind enough to put one of the speakers behind us so we could hear what was being said. Unlike Wirral Council there was no tea and coffee machine in the room drowning out what was said, but jugs of water and glasses were put out.
I informed someone of my intention to film the upcoming meeting and referred to the Openness of Local Government Bodies Regulations 2014. In my opinion in response she looked rather crestfallen and left the room in a hurry (maybe to tell someone else).
During the meeting, due to everyone having a microphone (maybe Wirral Council prefers councillors to share as that way they can give the public the impression they’re too skint to afford a microphone for each councillor), there was none of the usual requests you get at Wirral Council public meetings from councillors to repeat what’s just been said as everybody could hear what was going on. In fact playing back the video of the meeting, the sound quality (often a complaint when I record meetings at Wirral Council whether they have microphones or not) was much, much improved.
Due to a current technical fault with one of the SD cards (I do have a backup card but it was impossible for me to predict at the start how long the meeting would last), I didn’t film in HD (which I would’ve preferred to do as that would have been broadcast quality) but instead in VGA. Apologies for the black boxes on the video, this was down to using the usual compression codec I use for HD which has a slightly different aspect ratio.
As having the tripod in front of me would’ve blocked a passageway and I didn’t want to argue about the interpretation of fire regulations with a bunch of fire officers, I put the tripod instead to the side which meant I did less panning and zooming than usual.
Before the meeting itself, I enquired about the West Kirby/Upton fire station plans and was told that a consultation with the public on that issue would be starting soon.

As you are probably aware, there have been a number of days recently when fire officers have been on strike and anyone passing the new fire station in Birkenhead on those days will have seen the Fire Brigades Union picket.
The Chief Fire Officer, Dan Stephens did most of the talking at the meeting. His report gave an update on the weekly meetings with unions and a summary of progress on the issues.
There was currently a dispute with the Fire Brigades Union which would be going to a conciliation hearing on the 10th November, once the outcome of this was known he would report back to councillors and the committee.
He apologised for using MACC in an email and said it was “not a mistake he would be making again”. Referring to the civil disturbances in 2011, he considered that these had been managed on Merseyside more effectively than in other parts of the country due to excellent interagency work with the Merseyside Police on Operation Derwent.
However the command and control on the seventh floor of the police headquarters was “no longer fit for purpose”. He went into detail about a decision of the Merseyside Fire and Rescue Authority to engage with Merseyside Police on the Merseyside Joint Command and Control Centre in which both organisations would work along with the North West Ambulance Service.
The Joint Command Centre had gone live in early July and he went into detail about the shift patterns outlined in paragraphs nine to fourteen. He wanted to highlight the “outstanding achievement” to have “got to this point” but that the Merseyside Police were training their call handlers and he went into some of the differences as to how Merseyside Police and Merseyside Fire and Rescue Service deal with emergency calls.

The Chair, Cllr Jimmy Mahon (Labour, Sefton) gave his congratulations to the Chief Fire Officer and said there had been the concern that in order to work properly the Control Centre should be in Merseyside.
The Chief Fire Officer continued with talking about the arrangements that they’d put in place for when fire officers were on strike in a dispute over pension reform. He made it clear that it wasn’t a localised dispute on Merseyside, but a national dispute between the Fire Brigades Union and the government over which Mersey Fire and Rescue Authority didn’t have any real influence over which had been the subject of previous reports.
He wanted the dispute itself “resolved as quickly as possible” and commended the FBU as they took a “responsible approach” on Merseyside and also gave them his thanks. Moving on to the collective agreement with the Fire Brigades Union and Fire Officers Association over twenty-four working, there was one location in Croxteth where it was allowed to due to an “operational rationale”. He went into some detail about how twenty-four hour working freed up rota days and other impacts of it.
Referring to the “acute pressure” of “financial challenges” he said that it wouldn’t get easier in 2015/16 and the final two paragraphs of his report were about an independent review of conditions of service. In his opinion the questionnaire contained loaded questions and it had been a Fire Brigade Union recommendation that they shouldn’t take part in the survey. He put on record that he couldn’t be a stronger advocate of the whole time duty system and that he would take questions on his report.
Two trade union representatives replied and also referred to the national issues, challenges, how they were never going to agree to everytying but the Fire Brigade Union representative felt that things were going forward and that both sides were pragmatic. The FBU representative said that they’d used all procedures, asked for external assistance and hopefully both sides had an open mind.
Councillor Leslie T Byrom (Labour, Sefton) made comments about the Ken Knight review and the government’s response to it, as well as a related resolution at the LGA Conference.
He used the analogy of a teenager only being able to afford the cheapest insurance for their first car, but gradually moving up to comprehensive insurance. In his opinion Merseyside had the equivalent of comprehensive insurance in its fire cover. The councillor didn’t want to revert to an inferior service. He referred to the recent terrorism alert change and how fully staffed authorities “can send boots on the ground” but that they had to lobby hard to explain the advantages.
Cllr Linda Maloney (Labour, St Helens) said that she had asked the St Helens’ Human Resources officer for advice on the redundancies issue. The advice she had received was that Merseyside Fire and Rescue Service was being very lenient compared to other councils in making people redundant. She wanted to put on record the work they did keeping full-time firefighters and engines to keep Merseyside safe.
Cllr Tony Robertson (Lib Dems, Sefton) asked a question about the questionnaire. The Chief Fire Officer replied that it had to be returned by the 19th September, but that their submission would be reported back.
There weren’t any meetings of a committee to formally approve it before the deadline, but said that if he was being cynical he’d have taken the view that it was almost a response to the Fire Brigades Union strike action, however he was conscious he was being filmed so was a little circumspect.
Cllr Tony Robertson said that he understood.
Cllr Roy Gladden (Labour, Liverpool City Council) referred to if they wanted to get the person they wanted in a position, they they just needed to sort out the shortlist in relation to the questionnaire. He felt other parts of the country didn’t need full-time firefighters and referred to Devon and Cornwall. The independence vote in Scotland was also referred to and also discussions across the country where they were fed up with being told what’s best for them in that part of the country.

No matter what happened on the 18th September he felt they should be demanding a better say in what happened regionally and locally and no matter what government there was he wanted the power base lowered so that Merseyside would decide what’s best for them. As elected representatives they could come to the Merseyside Fire and Rescue Authority and disagree and he would be very surprised to be in a situation where they all agreed on everything as “one of us” would be “out of order”. The unions would at times disagree fundamentally with the way forward. However he wanted to make clear this was a national strike and that the government was using finance to look at the service.
The Chair, Cllr Jimmy Mahon (Labour, Sefton) agreed.
Cllr Roy Gladden (Labour, Liverpool City Council) then said the following:
“Just one quick thing which I think you mentioned before, we’ve got cameras. Are we going to be writing to Mr. Pickles asking him if we can have a makeup room before we go out? *laughter* I’m a bit concerned that it’s err, you know splashed across the national and worldwide media and at least I want to get me hair dyed and me makeup on so I don’t look horrible. Well I’m just making sure, I hope Mr. Pickles wouldn’t mind as he’s insistent upon this that we have our makeup room in future.
Having been at the BBC, I mean it really isn’t like that, I might not come along if I haven’t had my hair done. So I just hope in the future, we’ll put it down Chair. Some of us don’t need our hair cutting.”
Chief Fire Officer Dan Stephens said, “Just two things Chair, I thank Councillor Gladden for his last comment and second justly to reassure Councillor Gladden that he looks as devilish as ever..”
Chief Fire Officer Dan Stephens said, “What I would say is, I could use this opportunity to my Ice Bucket Challenge, I nominated Eric Pickles, unfortunately he’s not yet responded to the challenge I’ve put down to him so maybe this is my opportunity to reinvigorate that challenge to him and I shall leave that at the behest of our guests further to the meeting to give some thought as to whether they would like to send that through to him and I will pause at that point Chair having committed career suicide.”
The Chair asked, “Can we have a copy?” to which I replied “ok”. He replied, “It will be interesting to have a look at to see how we’re mentioned. That’s the end of the meeting.”

In case the rather opaque title of the report means absolutely nothing to you (the officer who wrote it Peter Sandman summarised the report and draft plan for councillors at the meeting) it was about improving access to Liverpool John Lennon Airport by bus, improving marketing (which includes joint marketing of the airport by Merseytravel and the airport itself) and the customer experience (improved information & improved customer service as well as other areas). The review was started in September 2013 and the draft plan contains improvements to be carried out between now and 2016.
An example of some of the improvements in the plan are better signage to the bus stops at the airport, a cleaning regime for the bus stops and airport staff receiving WorldHost training (provided by Merseytravel). This is the same free training that was offered to Wirral’s taxi drivers ahead of the Open Golf Championship. The Northern Rail ticket machine has also been moved from the airport (which doesn’t have a rail connection and where there were poor ticket sales) to nearby Liverpool South Parkway train station.
Bus timetables are now available outside the main arrivals point and if Merseytravel get grant funding they plan to have an electronic departure board for buses in the airport’s arrivals hall and at the bus stops. Merseytravel is also in talks with bus operators that serve the airport to enhance the quality of the existing routes. Councillors will be receiving a quarterly report on progress. A number of councillors had things to say about the report and draft plan at Merseytravel’s meeting.
Cllr Ken McGlashan (Knowsley) said, “Thanks Chairman, thanks for that excellent report Pete, really good. It reports on the warts and all, if you look at 3.3, 3.3.1 “how to retain and grow local outbound marketing in the face of competition from other regional airports” and let’s be clear about it, if you’re not to go about it the wrong way, Liverpool John Lennon Airport have precisely done that.
I think from our house to Manchester is about twenty-eight minutes, it’s round about the same I know you’ve got to go to Huyton, it’s about the same to Liverpool Airport but then again if I was to go to Liverpool Airport now, I’ve got to pay to drop off! You know is this a good advert for anybody? I think also you’re charging for trollies as well, Manchester you don’t. You know it is a nonsense!
Imagine a transatlantic flight was diverted to Liverpool and some are trying to find quarters that don’t fit the pound machine. So before you even get out of the airport you’ve got to change money to get a pound to put the bloody… sorry about that, to put your luggage on, you know.
When they owned the airport, the authorities owned the airport, we sold it to Paul err Peel, because they were going to offer us a better service. They in turn put it onto these Canadians, who now seem to be doing everything they can to move everything to Manchester so you know I think the more influence we can have about this to get them to look at this the better.
The 500 service, Merseytravel initiated that, Arriva didn’t! Until it was making a profit, they just got in there and took it off us because it was making a profit.
Now, we’re travelling and I’ll say to them, that the officers have received complaints but they’re doing exactly the same with the trains. The train comes in on each side, the bus comes in at another time. You know, we’re talking about integration, meeting our people’s needs. I mean to do that, you say yourself, you put yourself out to meet passenger needs and unfortunately I don’t think they are at present. A bit of a rant Chair I’m sorry.”
Peter Sandman (Merseytravel’s Customer and Business Development Manager) said, “It’s a fair point, I think the point has been made to the Airport. I think one important thing we have done is started to have that regular dialogue to be perfectly honest with you.
I think the charging for parking, you could argue that it encourages use of the public transport network if I’m being honest with you. One thing the Airport have pledged to do is to really support basically not levy any parking charges to the bus operators who’ve actually started to think about how they are running the service commercially into and out of the airport to increase the provision of service and there is support there absolutely.
I think the other point is that with Peel now taking on the majority shareholding with the airports, the feedback from bodies it’s certainly they are much more focussed on strategic development and commercial development of the airport.
I mean that seems to travel my shift away from the way the previous owners, … felt towards the Airport. So hopefully through this process we have genuinely made those representations to answer your question, as you correctly say and then through this ongoing dialogue we’re starting to look at how those issues be resolved for the benefit of the customers who ultimately will sustain the Airport going forward.”
