Last night’s meeting of Wirral Council’s Attainment sub-committee started off well enough. Before the hour of six o’clock had even been reached, Cllr Moira McLaughlin was chomping at the bit to be made Chair. As there was only one Conservative councillor present and many, many Labour councillors, it was hardly likely she wouldn’t become Chair.

The Labour councillors then agreed to Cllr Wendy Clements being Vice-Chair.

The Chair, Cllr Moira McLaughlin pointed out that Cllr Alan Brighouse wasn’t present, but decided to continue the meeting anyway. To be perfectly honest I’m glad as if every meeting waited until Cllr Alan Brighouse was present things would never start on time as like another councillor he has a reputation for poor timekeeping.

Apologies were given for Julia Hassall who would be late. Declarations of interest were given as some councillors were school governors.

The minutes were agreed. The Chair said that the main thrust of the meeting would be a presentation from Deborah Gornik (who wasn’t there). The Chair was informed that Deborah Gornik would also be late as she (and presumably Julia Hassall) were “at another meeting”. Were they meeting each other? What was this other meeting about? Who knows?

The one officer (apart from the one taking the minutes) that had turned up on time, Sue Talbot gave her report on standards (which is not often a word you hear at public meetings of Wirral Council).

However this was about standards of education for at the Key Stage 1 and Key Stage 2 level, with a focus on raising standards and what happened to the education of those in local authority care (adopted or fostered). The phrase “good news story” was repeated by Sue Talbot many times.

Cllr Alan Brighouse was the first to speak and used words like “pretty fantastic improvement” followed up by a question about falls in numbers of children eligible for free school meals. The answer given was that the eligible benefits for people for apply for free school meals had changed which partly explained the drop and in answer to a further question that the officer preferred to use numbers of children rather than percentages.

The Lib Dem spokesperson (as the only Lib Dem he’s therefore the spokesperson) continued to talk about primary schools becoming academies (at this point I wondered if he was going to explicitly mention Lyndale). Sue replied that Wirral Council still had legal duties towards academies and mentioned the academy representatives on the Wirral Schools Forum and Sue went on to say the good relationship that Wirral Council has with primary schools (which if you’ve been following the Lyndale story is a matter of opinion).

Cllr Wendy Clements then asked about floor targets, the officer replied that no schools triggered all four triggers but they had banded schools (sound familiar?) and there were four schools in band four… followed up by her favourite phrase again “good news story”. Cllr Clements asked a follow up question and the answer given was that they were keen to track children who come out of care but admitted that sometimes they don’t keep an eye on those children.

Cllr Moira McLaughlin asked a question about whether children subject to care orders were monitored. The officer replied not yet, but said that once the virtual headteacher role was shared that id would help. Cllr Walter Smith asked about intervention strategies. Sue Talbot gave a detailed reply going into detail about how two of her team concentrated on early years, one on english and one on maths. She said that Her Majesty’s Inspectorate had highlighted a problem they had with British working class boys and went into detail as to what her team does.

Cllr Walter Smith asked if nursery provision had any effect on children going into primary school. The answer given was yes as long as it was good quality. Cllr Tony Norbury referred to his work as a school governor and asked how the changes to school meals in primary schools would affect free school meals? The officer answered that schools were proactive at doing this as it led to additional funding through the pupil premium for them. Cllr Tony Norbury asked two follow up questions, to which the answers were “too early to tell” and “pupil’s circumstances change”.

Cllr Phillip Brightmore asked about free school meals too. The answer given was that how they encouraged people from September could be different as all infants would get free school meals. The councillor referred to the table and referred to the Wirral West figures. Sue Talbot referred to “pockets of deprivation” in Wirral West in her answer. He then brought up the results for Pensby High. Sue Talbot said that the results might change as the school had sent the whole cohort back for remarking therefore the figures were provisional.

Cllr Tony Norbury asked about English as a second language and the strategies there. Sue Talbot referred to the Ethnic Minority Achievement Service and how they need to support schools, however kids with English as a second language seemed to be better at phonics that people who had English as their mother tongue. She referred to Polish teaching assistants and Urdu speakers.

The Chair Cllr Moira McLaughlin moved the meeting to item 8 (OFSTED reports). Sue Talbot gave a brief introduction and talked about the four schools that were being monitored by OFSTED due to previously poor inspections. One was becoming an academy so would not be in special measures due to this as special measures status disappeared when a school became an academy.

Cllr Phillip Brightmore pointed out that such things “doesn’t help the kids”. Cllr Wendy Clements referred to a “clean start” followed by a comment by Cllr Alan Brighouse.

The officer explained that new academies were given twelve months to become established. A further inspection could happen any time after twelve months. There was an academy planned to start on the 1st September, but it hadn’t happened but the school had changed its name to Kingsway Academy. The delay had been caused due to complexities caused by the PFI contract.

At this point nearly half an hour into the meeting (at agenda item 8 out of 9), the Director of Children’s Services Julia Hassall and Deborah Gornik arrived.

To very little fanfare (compared to the local newspaper coverage that used to go with the annual publication of MP’s expenses), Wirral Council has published on its website what it paid each of its councillors for 2013-14 with a breakdown by basic allowance, responsibility allowance, telephone rental (although this is a £NIL amount for everyone on that list), expenses, subsistence, travel expenses and car mileage. Despite replying to a FOI request and stating this was part of Wirral Council’s “openness and transparency” it is in fact a legal requirement that they publish this information annually (if you’d like to leave a comment referring to the specific Act of Parliament or regulations that require them to do this feel free).

This list includes three people who aren’t councillors but are “independent persons” and are appointed by Wirral Council councillors. These three have a role set down in law in dealing with complaints about councillors. They are also co-opted on Wirral Council’s Standards and Constitutional Oversight Committee (whose next scheduled meeting has been cancelled).

Unlike the councillors none of these three get a basic amount, but receive £25 for each meeting they attend of the Standards and Constitutional Oversight Committee. In addition to this they are able to claim car mileage for meetings associated with their role. The annual amounts for these three are the smallest on the list being £90.80 (Dr. Burgess-Joyce), £122.40 (Brian Cummings) and £208.10 (RS Jones).

For the politicians, the lowest annual amount paid was to Cllr Matthew Patrick of £3,794.14. This is because he was only elected part way through that year in October 2013 in the Upton by-election. The by-election in Upton happened because of the death of Cllr Sylvia Hodrien, who also appears in the list receiving a part year amount of £4,373.84. Former Councillor Darren Dodd is the only other name to receive a part year amount of £6,019.11 as he resigned part way through the year and moved to Leeds.

The rest received the basic allowance of £8,712.48. In addition to this amount roughly half receive an extra responsibility allowance which for this financial year applied to thirty-three out of the sixty-seven councillors. An extra responsibility allowance is paid to the ten members of the Cabinet (generally an extra £9,171 although the Leader receives £22,927), chair of a committee, leader or deputy leader of a political group etc. The largest responsibility allowance paid was to Cllr Phil Davies of £22,926.96 (this is in addition to the basic allowance of £8,712.48). The smallest amount (that wasn’t £NIL) paid as a responsibility allowance was to Cllr Lesley Rennie of £203.38.

In total (the councillors and independent persons) claimed a total of £5,171.75 in car mileage payments, £490.99 in subsistence payments (this a meals allowance when they’re away from home for over four hours) and £1,684.64 in “expenses”.

The total cost (from this list) to the taxpayer for 2013-14 for the councillors and three independent persons was £754,783.18.

For some obscure reason I’m not really sure of, in earlier years the amount that the Mayor and Deputy Mayor are paid is published separately. This doesn’t seem to have been done yet this year (at the time of writing), but in 2012-13 came to a total of an extra £12,228.80. I would guess that the amount for the mayoralty in 2013-14 would be a similar amount to this.

A number of councillors also represent Wirral Council on outside bodies. There are two councillors who represent Wirral Council on the Merseyside Recycling and Waste Authority are paid an extra £1,834 each. These amounts are paid directly by Wirral Council to these councillors.

There are other outside bodies such as Merseytravel (four councillors from Wirral Council) and Merseyside Fire and Rescue Authority (four councillors from Wirral Council). These two pay these councillors directly extra amounts for these extra responsibilities. A list similar to the one Wirral Council produces is published on their organisation’s website annually. These amounts are not included in this list from Wirral Council as such payments are made directly to councillors by those bodies rather than through Wirral Council.

A resolution to Council in previous years required Wirral Council to publish these extra amounts received too from bodies funded through the council tax such as Merseytravel, the Merseyside Fire and Rescue Authority and until it was abolished and replaced with the Office of the Police and Crime Commissioner for Merseyside & Police and Crime Panel, the Merseyside Police Authority.

As with the complicated scheme in place at Wirral Council, these amounts can vary quite considerably from a basic allowance that all receive to large amounts for the Chair.

Taking one public body, the figures for Merseytravel (which is now part of the Liverpool City Region Combined Authority) haven’t been published on Wirral Council’s website for 2013-14, but the 2012-13 figures show that Wirral Council councillors received a basic allowance each of £5,202.13 (with part year payments to Cllr Blakeley and Cllr Foulkes), an extra special responsibility allowance for three councillors ranging from £1,095.38 to £4,063.29 as well as travel & subsistence payments ranging from nothing claimed to £997.99.

So, although the “cost of democracy” at Wirral Council is at least £754,783.18, in addition to this amount is the cost of the Mayor & Deputy Mayor and the currently difficult to find amounts councillors receive for representing Wirral Council on outside bodies (which Wirral Council should following a resolution agreed by Wirral Council publish on its website but in recent years hasn’t).

Yesterday Wirral Council’s Coordinating Committee met to consider two call-ins of Cabinet decisions. In a short ten minute meeting, Councillor Moira McLaughlin (the Chair) explained that the meeting had been called to consider call-ins about the cancellation of the “Forest Schools” funding and changes to the concessions that current and former Armed Forces personnel receive at the Council’s leisure centres.

It was agreed that despite the Chair’s initial view that both call ins should be considered in the same evening that they will be heard over two different evenings instead. Due to a constitutional requirement, the Coordinating Committee had to meet to consider these decisions within 15 days, however was unable to proceed any further as officers were not available (presumably as they are on holiday).

Therefore (as previously reported on this blog even before the decision was formally made) the call-in about Forest Schools will be heard starting at 6pm on the 18th September 2014 and the call-in about leisure centres will be heard starting at 6pm on the 23rd September 2014.

Councillor Chris Blakeley (Conservative spokesperson) suggested a different date as he was not happy with the choice of date for one of the reconvened meetings. However Labour councillors used their majority on the committee to vote through their preferred choice of date. The Chair Cllr Moira McLaughlin gave a detailed explanation as to why the dates had been chosen and why she disagreed with Councillor Chris Blakeley’s motion that a different date should be used.

Due to the call-ins the Cabinet decisions will not be implemented until a decision has been reached by the Coordinating Committee. Therefore the existing concessions at the Council’s leisure centres for current and former Armed Forces personnel will continue and so will the funding for the Forest Schools program in order to not prejudge the outcome of the Coordinating Committee decisions in September.

Similar reasons to do with availability and holidays were given behind the recent adjournment of the Audit and Risk Management Committee’s BIG/ISUS investigations.

Councillor Chris Blakeley (Conservative spokesperson) did raise the point that the meeting was being adjourned to suit Wirral Council officers, therefore why couldn’t it be rearranged to suit councillors (referring to three Conservative councillors)? However the Labour councillors on the Coordinating Committee disagreed with this approach.

This continues from yesterday’s Councillors ask Labour to keep Lyndale School open; Labour defers decision on Lyndale to September Cabinet meeting.

Councillor Jeff Green said that the children attending Lyndale School had complex and profound medical conditions with a significant number being life limiting. In his opinion they had a moral obligation to meet the wishes of the parents to continue their child’s education at Lyndale. He said that the direct schools grant was ring-fenced for education so no savings would be made by closing Lyndale.

He continued by referring to the over ten thousand people that had signed a petition against closure. If Lyndale closed, the children would transfer to other schools which catered for children with very different needs. Cllr Green referred to the review of primary places and the reasons given by officers for closing Kingsway Primary School in Seacombe. The Conservative councillors had voted to keep it open and it had thrived since receiving an outstanding OFSTED inspection. He asked the [Labour] administration to have a change of heart and keep the school open as it was a facility doing an “outstanding job”.

The Mayor (Cllr Steve Foulkes) said it had been remiss of his not to congratulate Cllr Pat Cleary on his maiden speech. He asked Cllr Hayes to give his right to reply.

Cllr Hayes also took the opportunity to congratulate Cllr Cleary on his maiden speech and referred to what Cllr Cleary had said earlier about a previous consultation where the Leader of the Council had expedited a proposal based on an early evaluation of consultation responses. He asked why is it they have to wait till 4th September when the consultation ended on the 25th June? In debating the notice of motion Council was taking a view and making a recommendation which it had done many times on different issues.

He referred to the consultation process and the glowing terms and how it was held out as an example of good practice by both Cllr Phil Davies and Cllr Tony Smith. However questions put by parents to Wirral Council had been answered on the final day of the consultation, so where was the “equality of arms”. He said it was time to end the “misery and pain” and time that the Cabinet made a resolution that Lyndale was to remain open.

A card vote was called for. The first vote was on Labour’s amendment (to defer any decision on the future of Lyndale School to a special meeting of Cabinet in September).

The vote was announced as 35 in favour, 26 against with one abstention. There was then a card vote on the motion (as amended by Labour’s amendment).

So the decision made was to defer a decision on Lyndale School to a special meeting of the Cabinet on September 4th.

Yesterday’s Families and Wellbeing Policy and Performance Committee started the right way with people from the Clatterbridge Cancer Centre to discuss with the Committee the reasons behind their proposals. I’ve already outlined what is proposed in a previous blog post titled EXCLUSIVE: NHS Consultation on impact on 2,269 Wirral cancer patients of Clatterbridge inpatient and outpatient cuts. However the decision made by the Committee at the end of the discussion was that the change proposed was substantial, so that means a joint scrutiny committee will be created. Wirral Council’s representatives on that joint scrutiny committee will be Cllr Moira McLaughlin and Cllr Wendy Clements (the names of a number of deputies were also mentioned at the meeting).

Then Andrew Cranshaw of NHS of the NHS England Team spoke to his report on their two year plan. A number of questions were asked by councillors on subjects such as health screening, NHS changes and health visitors.

The next item was the Future Council item which Claire Fish spoke at length about during a Powerpoint presentation (one of many long Powerpoint presentations during the meeting). The Future Council proposals will go out to public consultation in September and seem to be the new name for what was called last year “What Really Matters?”. Councillors asked questions about the Central Advice and Duty Team, shared services and other matters. The comments made to the end of this item (which start at 3:54 in the video clip link to) are interesting as they show a different approach now Labour are chairing this Committee rather than a Conservative councillor.

Can I take you back to the two last questions and take a feel about the way you’d like to approach them, myself I feel that the formal meeting, errm this doesn’t allows us to give sufficient time in my view, to give an in depth investigations and I would prefer the workshop approach. Obviously we’re taking the views of the Coordinating Committee. Can I just take a feel and views on that?

Chair, we discussed this previously and it does seem to me that it’s certainly to achieve anything we’ve got to look at the detail and with this room involved you cannot have the number of people sitting round this table to look at the detail. It’s just not possible. So I think what’s being suggested, I won’t be involved with, but I think that is the right way forward.
