The Cabinet meeting on 8th December was well attended for the item on the recent “Future Council” budget consultation. £4 million of cuts were consulted on, of which £2.5 million would need to be chosen.

However minutes before that item was decided, Cabinet approved an ten-year extension to Biffa’s contract. This extended the contract from 2017 to 2027, which meant Cabinet then only had to find £2.4 million of cuts. This was because Biffa had offered a £500,000 reduction in 2015-16 in what they charge for services under the contract in return for the ten-year extension and changes to the contract. Yes, before anybody points it out I realise that £2.5 million – £500,000 = £2 million, not £2.4 million. As to what the other £400,000 saved on the Biffa contract will be used towards I’m unsure (maybe it’ll go towards the projected overspend this year)!

So what have the Labour Cabinet decided to cut? For the detail on what each of these budget options refers to you can read this blog post written at the start of the Future Council consultation that details what each budget options means. The West Kirby Marine Lake budget option has changed from transferring it to the private sector to an alternative budget option for it involving better marketing/increased income. These are each of the budget proposals they accepted in full, which as the Cabinet has to refer budget recommendations to Council to decide won’t be implemented yet.

Here’s what they chose not to cut in full (I’m leaving out the two options below of community libraries and preventative maintenance where partial savings were agreed as they are already mentioned above):

So how does this compare to a prediction I made before this decision was made last night as to what would be cut?

Well I was correct on most of what the Cabinet chose. However I had to make my total reach £2.5 million as that was what was consulted on rather than the £2.4 million decided last night. The majority of the cuts (Over 70s Council Tax discount, Girtrell Court and All Age Disability Service which total about £1.5 million) I was right on.

The rest I was mainly right on with part of the error caused by having to make it total £2.5 million. However it’s still up to Council to debate them before a final decision is made. However with a Labour majority on Wirral Council it looks almost certain that Cllr Phil Davies will get his budget options approved.

Oh and in slightly related news, Cllr Phil Davies also confirmed his intention to not raise Council Tax in 2015-16 too and accept a Council Tax Freeze Grant (which is part of the reason why some of these cuts have to be made). You can answer why you think Cllr Phil Davies, with Cabinet responsibility for the budget who is up for election in May 2015 doesn’t want to put Council Tax up in 2015-16 in the comments if you wish.

Cllr Brian Kenny replied, “On the first question from Cllr Rennie, I must admit I do smile when this Labour administration has been forced to implement cuts of over £109 million over three years, a third of our budget in a situation where there doesn’t appear to be any protest to the national Government for resources, .. into that position. Many decisions that we have to make as part of last year’s Budget are very difficult decisions that we did have to implement and now we’re getting complaints as a result of those reductions. So can I say that we are very concerned about dog fouling, litter picking et cetera and one of the reasons why we’re shortly going to be allocating £10,000 to each of the new four constituency committees to spend on the basis that we want them, within their constituencies, to use that money to basically clean up the area, decide for themselves what their priorities are et cetera et cetera. So money will be allocated for that.

Also at the end of last week Mr Mayor I did have a meeting with Mike Collins, one of the senior dog wardens, on the whole question of dog fouling. I understand a couple of staff have recently left and have not yet been replaced. That is in the process of being dealt with at the moment but hopefully before too long the number of prosecutions will come up but when we’re talking about prosecutions, I’ve said this before and I’ll say it again now. People can’t be prosecuted for allowing their dog to foul unless somebody is willing to come forward with evidence. So if anybody in this chamber or anybody in the Wirral has ever got any evidence of allowing their dog to foul without cleaning up please pass the evidence on and I can assure you that evidence will be viewed.

On Cllr Doughty’s question, yes you can from the report that we’ve already had over thirty-five thousand people in the Wirral sign up for the new garden waste scheme. The original target was thirty thousand, so we’re well above the target and again as you can see in the report I’ve been asked to go and speak at a conference, unless it’s called in, but I’ve been asked to speak at a conference outside of Wirral on this whole area, … but I understand that many councils up and down the country have already as Cllr Doughty said, have already introduced charges for garden waste, most of those seem to be well above the charges that we introduced on the Wirral and as we speak many other councils are now considering introducing charges for garden waste and they are very interested in learning from our experience here in the Wirral. Again Cllr Doughty mentioned home composting, I think again the figures in the report are very encouraging because one big aspect of introducing the garden waste scheme was that we wanted to encourage more residents of the Wirral to go down the road of home composting and I’m pleased to say that many of them have already done that.

Again Cllr Gilchrist referred to the question of garden waste. Now we will very shortly be going out to tender to get bids in for the taking away of brown bins for those people who don’t want them. Brown bins will be taken away around about the end of November. At the moment there are no specific figures as to how many are going to be taken in, it will be part of the tendering process as to what the people who tender will intend to do with the brown bins. I am happy to give a written answer on that when we have more details.

Cllr Janette Williamson asked about the Wirral Coastal Scheme and said basically can we afford it. I think my answer to that is we can’t afford not to. We’ve just spent over two years looking at the whole of Wirral coastal strategy scheme to decide what we’re going to do for literally the next hundred years. I can’t guarantee I’ll be here at the end of that hundred years, I probably won’t but it is such an important issue for the Wirral, obviously with it being a peninsula it’s surrounded by water on three sides so we can’t afford to ignore this issue, and that’s why we’ve instructed Kevin Adderley to go away and identify funding from places like the Environment Agency, other areas of funding where the work can be done over the next twenty years to make sure all the coastal areas are protected. So we’ve got to find the money for that one it is so important.

On the last question Mr Mayor about this question about flooding. Well I understand one of the main areas of flooding in the Wirral over the last few years has been in the area of Reedville Grove and Reeds Lane in Leasowe and I understand as a direct result of a public meeting called by Cllr Abbey and Cllr Leech, followed by meetings with United Utilities, we’ve now I think got good news on that one. United Utilities have recently announced that they are putting aside £5 million to resolve this problem. So they’re going to introduce a new pumping station and I think that would be very much welcomed by the residents that live in that area and also people who have cause to use the local station, Leasowe station so there is some good news on that one Mr Mayor.”

Cllr Lesley Rennie asked, “Brian, I’m really pleased to note that Council are actually drafting a litter reduction strategy and clearly part of that strategy will be a key focus on dog fouling within that, but surely wouldn’t you not agree with me that the best way to discourage dog fouling is to increase not axe the number of dog wardens that we have? And therefore by increasing you may be able to improve the number of prosecutions for those that actually flout the law in that respect but I have to say Brian, unfortunately under your Cabinet leadership, the number of prosecutions have been nothing short of appalling.”

Cllr Paul Doughty asked, “I’d just like to ask the question, following a very interesting presentation by the Leader of Sevenoaks Council on Saturday a discussion was had with himself where he congratulated Wirral Council on the successful implementation of our garden waste scheme and also was pleased and able to see how low the cost of the service is when in his authority, a Conservative authority, the cost is £43 a year? And also can I congratulate the Cabinet Member on the percentage increase of garden waste composition announced that continues to be implemented?

Cllr Phil Gilchrist asked, “My question is on the issue of garden waste, I wonder if the Cabinet Member has an idea or an estimate how many brown bins are likely to be returned and what is likely to be the fate of the brown bins in terms of their recycling or reuse and what is he going to do with the brown bin mountain?”

Cllr Janette Williamson asked, “Given the Council’s very difficult financial position can you afford to implement the Wirral Coastal Strategy?”

Cllr Tony Norbury, “This question relates to the Coastal Strategy. I welcome the proposals for Council to explore funding options in relation to the Coastal Strategy. Given the serious level of flooding that has been within the Borough recently to people’s homes and land, can the Cabinet Member advise when and where work has been done in relation to this issue with United Utilities and the environmental officers?”

Continues from Planning Committee (Wirral Council) 26th September 2013 APP/13/00866: 151 Victoria Road, New Brighton, CH45 9LB – Change of use of a property from a single residence to a house of multiple occupation to provide 12 bedrooms with communal kitchen, living rooms and bathrooms. Also to include alterations to windows to the front elevation.

The officer introduced the report for this item and said it was a vacant greenfield site that was there to give an area of land as amenity open space for the new development. The objections received were about the loss of the open space. The applicant contended that the amenity open space was surplus to requirements, but the local planning authority (Wirral Council) contended that it had value.

The officers had assessed the proposed development and had no problems with it except for the policy issue about the loss of the amenity open space. Included in the late list was further information, the applicant had offered a sum of £40,000 to be spent on the adjacent play area, but the officers were still recommending refusal.

The Chair asked if a ward councillor wanted to talk to the Planning Committee?

Cllr Ann McLachlan said that any plans for the open green space would cause tension with the local residents, but that the plans were for low-cost affordable housing. In respect of the views of the local residents there were six key objectors, however she understood their concerns, but their fears had been allayed and assurances given. She wanted to speak in favour of the application for a dozen two bedroom bungalows. Although a provider had not yet been identified, this could be secured through a condition or a s.106 agreement.

Cllr McLachlan said that the properties would be “a drop in the ocean” but a welcome development. She had concerns about the benefit reforms as people were “crying out for two bedroom” properties. The local area to the site was residential and it would be on an amenity piece of green space. It’s use was for informal play and it did have some community use, however it was quite overgrown. There had been some dog owners pulling up in cars allowing their dogs to foul this piece of grass and in her view approving the application would deal with a number of the current problems. The applicant had offered £40,000 (subject to the plans being approved) to be spent on the adjacent play area and for these reasons she supported the application.

Cllr Wendy Clements asked a question about the affordable housing requirement. Matthew Davies responded by saying that if the application was approved it would be subject to a s.106 agreement for affordable housing. There would also be a commuted sum to upgrade the existing play facilities and a condition for highway improvements if councillors decided to approve it in addition to a number of other conditions.

Cllr Brian Kenny said he had read the paperwork and listed to the discussion. In his view a dozen two bedroom bungalows satisfied a demand for affordable housing. He accepted the officer’s view that it needed a s.106 agreement and thought it would fit well with the area. Cllr Kenny referred to antisocial behaviour issues raised by the local councillors and was heartened that the applicant had suggested giving £40,000 to upgrade the adjacent play area. He said that if you believe everything you read in the press that the Cabinet Member for Housing (Cllr George Davies) was keen. Cllr Kenny was in favour of approving the application.

Matthew Davies said they would need to give a reason why they were approving it contrary to the normal policies and that this needed to come from the Planning Committee. He explained that if approved, extra conditions that would need be attached to the approval including a site waste management plan.

Cllr Paul Hayes said he accepted the need for affordable housing, but didn’t buy into the argument that it was needed because of antisocial behaviour and dog fouling. In his view those sorts of issues would only be dealt with through tougher enforcement.

The Chair, Cllr Bernie Mooney, referred to the extra money for the play area, the extra money for upgrading the highway and the extra £1,500 for the school crossing patrol. She asked the Planning Committee if they were happy?

Cllr Stuart Kelly was not happy. He accepted that affordable housing was important, but in his view the need to build more houses shouldn’t mean they should lose green space sites. Cllr Kelly said the site was used for informal play and that they had to get the balance right between building houses they knew they needed and providing people with space for children to play, he was not happy with building houses on a piece of green land, as there was lots of overgrown green land and it would set a precedent for further applications for housing on green space.

Cllr Kelly said that it had been set aside as part of the original planning application and put there for a reason, he was not willing to set aside policies as in his view they needed the amenity space as much as they needed affordable housing. He said that they had a policy which said they should have this sort of amenity put in place and he felt that backing out sent out a poor message as he felt developers should build on brownfield sites rather than a site used for informal play.

Cllr Denise Realey asked if the site had been identified for housing under the Strategic Housing Assessment? The officer said it hadn’t.

Cllr Brian Kenny said that he wanted to move approval of the application on the grounds that it would provide affordable housing that there was a demand for. He said it fitted well with the character of the area and removed a number of current problems. Cllr Kenny said it was important they approved it and the applicant had agreed to invest £40,000 in the adjacent play area. He moved approval. Cllr Joe Walsh seconded approval.

Cllr Kelly moved an amendment to the proposal to approve, that it would be refused for the reasons given in the officer’s report. Rosemary Lyons (legal adviser) advised the Chair not to accept the amendment as in her view it wasn’t amending the proposal to accept the planning application. She said that Cllr Kelly could vote against the proposal to approve the application.

The Chair took a vote on the motion to approve the planning application.
