Video of Liverpool City Council’s Annual Meeting held on the 25th May 2016 at Liverpool Town Hall (Part 2 of 2) Agenda items 4 to 17 | Agenda item 11 (Scheme of Members Allowances) 2016/17 starts at 6 minutes 33 seconds

At the second meeting of Liverpool City Council after the May elections, councillors (and the Mayor of Liverpool) met to decide on how much they’d be paid for the 2016/17 year.

The report from the Independent Remuneration Panel also included the Members Allowances Scheme for 2015/16 for reference. There was also a separate report to be considered affecting councillors (and the elected Mayor) on the Merseyside Police and Crime Panel.

The report made the following recommendations (which I am summarising below):

1) That the allowances for councillors should all be increased by 1% effective from the 25th May 2016,

2) That no changes be made to the Special Responsibility Allowances and that this be the same in 2016/17 as it was in 2015/16 and

3) That the report from the Independent Remuneration Panel about councillors (and the elected Mayor of Liverpool) on the Merseyside Police and Crime Panel be noted.

Yesterday I was in Liverpool for the 2016 Chinese New Year celebrations. This year it’s the Year of the Monkey.

I’ll start off by making clear what connection it has to Liverpool City Council (as this blog is about public bodies) and first state the role that Liverpool City Council played in the 2016 Chinese New Year celebrations.

Firstly, there are a series of road closures that they have to get right as a lot of Chinatown in Liverpool and the surrounding roads around it are closed to traffic. There are also extra litter pickers going round.

As you can see from what’s in the background photos below of Great George Square, there are banners up about the City of Liverpool and the Mayor.

There are large crowds that attend, so Merseyside Police have police officers patrolling the crowds.

Transport wise major events like these require a lot of planning too.

The public sector has a huge role in making sure major events like these run smoothly.

As the Christmas special for Sherlock was set in Victorian times, I thought I would write a Christmas special for this blog also set in Victorian times.

INT. BRACE HOUSEHOLD – MORNING (1894)

Queen Victoria is still on the throne and in recent years a railway tunnel between Birkenhead and Liverpool opened in 1886. Mr and Mrs Brace live in the County Borough of Birkenhead in the township of Bidston which is in Cheshire, England.

Mrs Brace is a foreign princess from one of the British Empire’s colonies now called the Dominion of Canada. Mr Brace, a native of Birkenhead edits and owns a small newspaper.

Mr and Mrs Brace sit down to have breakfast together.

MRS BRACE: I hope you slept well, there is much talk in the town about you.

MR BRACE: I’m all ears, what have I done now?

MRS BRACE: Your request using the Public Health Act 1875 to see Birkenhead councillors’ expenses has caused much consternation amongst the political class. They do not approve of you using such modern laws and regard you as a nuisance, in fact Councillor Jones had written a strongly worded letter to a rival newspaper!

MR BRACE: Well dear, I predict that one day Europe will be at peace and the courts will be adjudicating on whether European politicians’ expenses should be revealed. However I fear that will take around a hundred and twenty years. Some things never change!

MRS BRACE: You do have some very fanciful notions my husband! The political class is most perturbed that you have asked for copies of their hackney carriage expenses, the hackney carriage drivers have horses to feed you know!

MR BRACE: Well the voters should know what politicians are doing with their money!

MRS BRACE: But I don’t even get a vote!

MR BRACE: True, true but one day that will change.

MRS BRACE: Do you think the new train to Liverpool will lead to the end of the Mersey Ferry at Woodside?

MR BRACE: Where do you get these strange ideas? No, the trains don’t have the capacity to take everyone who wants to go to Liverpool. The trains carry only 25,000 passengers a day, but the ferries 44,000 passengers a day. It would take at least two further underground tunnels between Wirral and Liverpool to change things! And who has the money to build those tunnels anyway?

If that does ever happen and anybody ever suggests ending the ferry at Woodside I’m sure my newspaper will still be around to report on it then!

(They both laugh).

MRS BRACE: Well that does sound fantastical. Another two tunnels under the River Mersey? It’s like a Jules Verne novel. I’m puzzled as to where the smoke from the trains go as it is.

MR BRACE: Indeed, anything else?

MRS BRACE: Yes, the new maid is working out well.

MR BRACE: I’m glad to hear that.

MRS BRACE: Oh and before I forget, my relatives in Canada have written to me and tell me that the Americans are experimenting with motion pictures.

MR BRACE: How intriguing, I wonder what the public would make of motion pictures of Birkenhead Council meetings?

MRS BRACE: It is only silent movies at the moment and it will be many years before it is perfected.

MR BRACE: I’m sure politicians would not want voters to see their meetings even as silent movies. They seem to spend a lot of the time shouting at each other and getting very cross!

MRS BRACE: Indeed. I just thought you might be interested in it.

MR BRACE: Anyway, I had better get back to writing. Thank you for your most interesting insights.

The plaza outside Mann Island in Liverpool has seen many protests. There have in the recent past been a trade union protest about worker’s rights on this £1.2 billion contract signed by councillors on the Merseyside Recycling and Waste Authority to deal with Merseyside’s rubbish (exclusively published by this blog) and more recently another trade union protest about removing guards from Merseyrail trains.

Although industrial correspondents seem to have disappeared from the media, as a political journalist reporting on political protests is part of the role. As you’d expect I’ve seen many protests (in fact nearly every Liverpool City Council meeting I went to earlier this year seemed to have a protest outside) but never have I ever seen a protest involving a massive tuna can.

Greenpeace did send me a press release, however I haven’t based this story on the press release but instead some questions posed to Greenpeace instead as there are already other stories in the media based largely on the press release.

You are probably wondering what the connection is to the Merseyside taxpayer. A long time ago, Merseytravel moved its headquarters from Hatton Gardens and signed a lease for Mann Island. For some reason (don’t ask me why) they rented the whole building at Mann Island including many floors they wouldn’t need.

As this article in the Liverpool Echo points out John West (the tuna company) were offered a £1 million sweetener to relocate their headquarters to Mann Island.

I posed some original questions to Greenpeace and these are their answers. I was at Mann Island yesterday for a public meeting, but due to the protest Mann Island was in partial lockdown so it would’ve been impossible to speak to John West to report on their side. My questions are in bold.

Q. The building you were protesting outside today is leased by a body called Merseytravel. However they realised they had leased too many floors and needed tenants.

In order to encourage John West to sublease some of the building from Merseytravel they offered a cash payment and a rent free period. This amounts to either £1 million or a rent free period of 4 years and 9 months. Did you know about this taxpayer support that was behind John West’s HQ being based at Mann Island?

This looks interesting but it’s not something we have a position on I’m afraid – as our focus is on the sustainable and ethical fishing methods of John West and their owners – Thai Union – who are the world’s largest tuna company.

Q. You state that John West have broken their promises. Are there other brands of tuna you’d recommend consumers buy that are fished for sustainably?

Yes, we have a tuna league table which ranks the tinned tuna sold by the UKs major supermarkets and tuna brands, according to how sustainable and ethical it is. It’s here – scroll down. Overwhelmingly, the most sustainable options for consumers are supermarket own brands. Waitrose, M&S, Sainsbury’s, Tesco and Aldi all perform very well. So too do Asda, Morrisons and the Coop – all of which sell 100% sustainably caught tuna in their own brand tins. At rock bottom is John West, with just 2% sustainably caught tuna in their tins. Princes and Lidl also need to do much better and change the way they source their tuna.

Q. What is John West’s response to your protest? As someone who was in the building today, it was basically put on a partial lockdown in case protestors wanted to go to the John West part. Have you had any formal response from John West?

There has been no response from John West today as a result of our activities. We tried to deliver our petition containing the names of more than 70,000 people who are demanding that John West honour its sustainability commitment and its owners – Thai Union – clean up their act globally. But Paul Reenan, the John West MD refused to come down and accept it.

John West has put out a previous statement, responding to the launch of our campaign just over 4 weeks ago. The main points they raise and our rebuttals are here.

Q. If John West made claims that turn out to be false have you taken this up with trading standards?

A Greenpeace investigation found 1000s of John West tuna products coming from Thailand and some of them had 100% traceability labels on tins that were misleading. This is because they claimed the tuna could be traced back to the vessel that caught it, using their website, but this was false. More on that investigation here. It’s an interesting angle and it’s definitely something that could be looked into.

For those not from Merseyside and reading this in far-flung lands, I had better first explain what the Mersey Tunnels are. Anyone local to Merseyside reading this can skip the next paragraph.

Liverpool is separated from the peninsula of the Wirral by the River Mersey and beneath the River Mersey are two road tunnels and a railway tunnel (the railway tunnel that opened in 1886 is not the focus of this article). One road tunnel connects Liverpool to the town of Birkenhead (called the Queensway Tunnel) and the other with the town of Wallasey (called the Kingsway Tunnel). The Birkenhead Tunnel opened in 1934 and the Wallasey Tunnel in 1971. Both road tunnels are tolled with the current cash toll for cars being £1.70 (different rates apply for those who pay by Fast Tag or different sizes of vehicles).

The issue of the tunnel tolls has been a long running political issue locally and each year the tunnel tolls are set by local politicians. For years the local transport body called Merseytravel (which was then eighteen councillors from the various parts of Merseyside) decided on the Mersey Tunnel tolls. As the Liverpool City Region Combined Authority (LCRCA) was created in April 2014, it meant that this year the tolls decision was made by the LCRCA (on a recommendation from the Merseytravel Committee).

The LCRCA comprises the elected leaders of each Council on Merseyside, the elected Mayor of Liverpool, the Chair of the Local Enterprise Partnership and the Leader of Halton. The Chair of the Local Enterprise Partnership (as detailed in the LCRCA’s constitution) doesn’t have a vote when the Mersey Tunnel tolls are set and the Leader of Halton abstained in the vote this year because Halton’s not part of Merseyside.

Earlier this year, in the lead up to the 2015 General Election (to elect MPs) and 2015 local elections (to elect local councillors) politicians from both the Labour and Conservative parties made soothing noises to the public about the issue of tunnel tolls.

Once the running costs of the tunnels and debt repayments are paid out of the money received through tolls, there is now a surplus of around £16 million. The generally accepted position is that legislation, in this case the Mersey Tunnels Act 2004 means that any surplus tolls are only spent on transport projects that are in the Local Transport Plan.

Liverpool City Region Combined Authority meeting of the 13th February 2015 which should start at agenda item 7 (2015/16 Mersey Tunnel Tolls which starts at 1h 3m 4s)

However returning to February 2015 (see video of that meeting above which should start at the right point) politicians on the LCRCA agreed to a freeze in toll charges.

The Mayor of Liverpool Joe Anderson, seconded by the Chair of the LCRCA Cllr Phil Davies moved the following motion (agreed at February’s meeting of the LCRCA as you can read in the minutes):

The Combined Authority (CA) calls on:

  • The Chair of the CA to set up a task group to consider options open to the CA to reduce costs of tunnel tolls and its impact on infrastructure and transportation;
  • The Head of Paid Service of the CA to produce a report for discussion to inform the setting of tunnel tolls for 2016/17;
  • The CA to press for a review of the Mersey Tunnel Act in any on-going devolution negotiations.

The Mersey Tunnel Users Association feels that the recently approved devolution asks of the Liverpool City Region Combined Authority as reported earlier this month on this blog, which include asking the government for a legislation change so that surplus tolls can be spent on "wider broader infrastructure and economic development and transport infrastructure across the city region" is a U-turn on what politicians’ position was before the election.

John McGoldrick, secretary for the Mersey Tunnel Users Association (MTUA) stated,

"Assuming that the politicians meant what they said earlier this year, then it looks as if they have done a u-turn and the users of the Tunnels are to be sold down the river. Instead of stopping the profit taking and reducing tolls, it seems that the City Region’s aim is to use the tolls profits on economic development or infrastructure "across the city region". The people who voted in the May elections have been duped over what Labour’s tolls policy was.

The Conservative party also made promises about reducing or abolishing tolls. It is not yet clear what the Government is going to do and whether they will honour what the Chancellor and others said before the May elections. We urge all drivers and businesses to raise this issue with their MP and local councillors."

The motion to the special meeting of the Liverpool City Region Combined Authority meeting that met on the 2nd September and approved the devolution asks of government made it clear that before any devolution deal offered by the government was approved, that the constituent councils would have to agree and there would have to be consultation.

Each of the constituent councils in the LCRCA are Labour controlled and those that make these decisions on this matter on the Liverpool City Region Combined Authority are all Labour politicians.

It remains to be seen what the Conservative government’s response will be to the request for greater flexibility on what surplus tunnel tolls can be spent on.

However the MTUA is also against the spending of tunnel tolls on transport projects. John McGoldrick of the MTUA added "Obviously the MTUA aim is no tolls, but as a minimum we want a stop to the use of tolls for non Tunnels purposes."
