Each candidate for Merseyside’s Police and Crime Commissioner has produced a statement outlining what they would do if elected, which can be read on the Chose My PCC website. However I doubt many of the 1.4 million people on Merseyside who can vote in this election have heard of that website, so I have copied their election statements below. Candidates are listed in alphabetical order by surname. For those voting in this election at their polling station, polling stations will be open for voting from 7 am to 10 pm on Thursday 5th May 2016.



David Robert Burgess-Joyce (Conservative Party candidate)

For over 30 years I have supported law and order locally, nationally and internationally in Merseyside Police as a former Special Constabulary Chief Officer, and as a member of the National Crime Squad and the Serious Organised Crime Agency. However, the most important post is the one I am applying for now, that of Merseyside’s Police and Crime Commissioner. This is not just a wish to get back into the policing world but a genuine belief that the communities of Merseyside have not felt their police force has prioritised their needs in recent years.

Each year thousands of residents and businesses lose large sums of money through hackers and scammers who prey on their trust. More sinister too are the threats from paedophile gangs. I will ensure Merseyside is a hostile environment for those seeking to harm our children and vulnerable people.

It is clear to many people that the police have retreated from our streets. One of my first decisions will be to redress this by making all officers available for front-line duties. I don’t want to see any ‘forgotten’ areas in Merseyside; we all deserve access to sensible levels of policing.

I believe a re-organisation of current resources is more important than increasing council tax and guarantee we can get more out of our police force without necessarily putting more money in.

Local police and fire services work well together. As Police and Crime Commissioner I will merge much of their work, saving money to put where it is needed most: protecting law-abiding citizens and arresting criminals.

My priority will always be to make Merseyside safer for the law-abiding and hostile to the criminal.

Christopher David Vincenzo Carubia (Liberal Democrat Party candidate)

Chris Carubia – working to cut crime and protect frontline policing in Merseyside.

Chris was elected as a Liberal Democrat Councillor in Wirral in 2014 – where he lives with his wife and daughter. Chris has spent over 35 years working in electrical engineering and I.T. management both in the UK and abroad.

Chris’s priorities for Merseyside are:

John Bernard Coyne (Green Party candidate)

Traffic policing has not been a key priority for Merseyside Police and, while general crime has been falling, road crime such as dangerous speeding has not. The toll of killed and seriously injured across Merseyside remains high.

I would call on the police to tackle road danger as a key priority, with challenging targets. If needed, I would propose an increase in the police precept to provide resources for road policing.

Other police priorities are widely agreed, such as action on serious and organised crime, domestic abuse, hate crime, burglary, violent crime, support for victims, tackling antisocial behaviour and supporting neighbourhood policing.

As a city councillor from 2002 until 2015, I worked alongside the neighbourhood policing team in my ward, gaining insights into the value of local policing. To make neighbourhood policing more effective and more visible, I would encourage police to use cycles rather than cars for non-emergency patrols.

The illegal drug trade fuels the gun and gang culture on Merseyside: the police and the community need to act against it. The PCC should speak to government about its failure to either reconsider the need for drugs to continue to be illegal or else provide adequate funding to deal with the consequences.

In the meantime, resources should not be wasted punishing people with a medical condition which they manage by cultivating a few cannabis plants.

The PCC should build trust between every part of the public and the police. I would monitor and review local policing to make sure the police were not seen to be acting in an oppressive way against any element of the public, such as ethnic minorities or vulnerable people, particularly the homeless or those in fear of eviction.

Jane Kennedy (Labour Party candidate)

Re-elect Jane Kennedy as Merseyside Police & Crime Commissioner

I am asking the people of Merseyside to re-elect me as their Police Commissioner on 5th May.

The Tories have cut police budgets hard and areas like Merseyside have lost a huge number of jobs. Since 2010 we have lost 1600 police officers and staff due to the Tories savage cuts. I fought hard to stop them from cutting the Force even further and thanks to a strong public response last October, over 16,000 people signed my petition in just two weeks.

As a result of public pressure George Osborne promised to stop any further cuts and so we can save our PCSOs, our mounted unit and neighbourhood patrols along with a wide range of other services which were under threat. I am in no doubt that if I had not challenged him about the cuts and if Merseysiders had ignored my petition, we would be in grave danger of reducing the police force to a ‘blue light’ only emergency service.

But there is something to celebrate. In spite of being one of the hardest hit by Tory cuts Merseyside Police have been judged to be one of the best performing metropolitan police forces in England by the independent police inspectorate, HMIC.

As Merseyside Police Commissioner I will:

  • Work hard with the Chief Constable to maintain this outstanding performance

  • Build even better services for the victims of crime

  • Work hard to make our roads safer for all

  • Fight against further cuts to the police budget

With the support of the people of Merseyside I can do this and more. That is why I am seeking re-election on May 5th 2016.

The Police and Fire Collaboration Committee, which met last month and was adjourned is meeting again today to consider two items.

The first item is a response to the government’s Enabling closer working between the emergency services consultation, a consultation I previously wrote about on this blog under the headline Why is the government consulting on abolishing fire and rescue authorities in England?

The proposed responses to the consultation questions are part of the papers for the meeting. The same report and consultation response is also on the agenda for tomorrow’s meeting of the Merseyside Fire and Rescue Authority (agenda item 9).

Consultation question 2 deals with whether the functions of the Merseyside Fire and Rescue Authority should be transferred to the Office of the Police and Crime Commissioner for Merseyside. However in the proposed response to the consultation Merseyside Fire and Rescue Authority have made it clear that they are against this.

I am quoting from a longer proposed response to consultation question 2. FRS means Fire & Rescue Service. PCC means Police and Crime Commissioner.

“Merseyside Fire and Rescue Authority (MFRA) wish to make it clear within this response that they have no intention of ceding responsibility of the FRS to the PCC. MFRA believe that as a result of their in depth understanding and experience of the FRS they are best placed to provide the political leadership necessary to support the Service through the next round of budget cuts.”
  

The second substantive item on the agenda of the meeting is what’s called the Emergency Services Collaboration Programme which according to section 13 of the report there is “the potential for significant impact on the staff of
both organisations”
. The organisations that refers to are Merseyside Police and Merseyside Fire and Rescue Service. Appendix 1 (Blue Light Collaboration Opportunity Assessment) to the report implies that some of the savings from shared services between the two organisations will come from staff costs within the two organisations.

The Police and Fire Collaboration Committee met for the first time on the 1st of September 2015. Papers for the meeting are on Merseyside Fire and Rescue Authority’s website.

The first meeting of the Police and Fire Collaboration Committee elected Councillor Dave Hanratty as Chair.

The other members of the Police and Fire Collaboration Committee are:

The Police and Fire Collaboration Committee agreed the terms of reference.

Most of the rest of the meeting was discussion of the Fire and Police Collaboration Programme. There was a 5 page covering report and 8 page appendix detailing the “Collaboration/Shared Services Guiding Principles between Merseyside Police and Merseyside Fire and Rescue Service.

Chief Fire Officer Dan Stephens presented the report, as did Sir Jon Murphy (Chief Constable, Merseyside Police). Chief Fire Officer Dan Stephens drew the Committee’s attention to the list of possible areas for shared services in the report at part 6. The areas detailed in the report are:

  • Human Resources
  • Occupational Health
  • Finance
  • Procurement
  • Vehicle Fleet Management
  • Estates/Facilities
  • Press Office
  • Communication and Marketing
  • Performance/Corporate Development
  • Legal Services
  • ICT

He gave an example of shared working in the shared estates area as the Joint Control Centre in the building where the public meeting was being held. Dan Stephens highlighted the staffing implications in the report (section 16-17 on page 10). He stated, “Just to reassure members of the Committee that a Communications Strategy is being developed to ensure that all of our staff can be fully informed. As you can appreciate there will be a fair degree of interest in the work as it progresses.” Dan Stephens also referred to the legal implications, financial implications and other implications in sections 18-24 in the report.

Chief Constable Sir John Murphy added, “Everything that the Chief has just laid out there has been drawn up in complete collaboration with ourselves”.

Jane Kennedy, Police and Crime Commissioner for Merseyside said “That’s a good and comprehensive list of potential quick gains. For knowing what I know of the potential cliff edge that the Force is facing in terms of its funding and the particular threat in particular to community policing, for me B Ways of Working is absolutely crucial to the future benefit to the community of our two services working together. I can’t, my waking nightmare is the loss of what we currently know of as community style policing.

If we lose community policing altogether then there would still be neighbourhood policing, but we are, we are very close to that now. There is potential gain from us working very closely together with your people and the Force’s people on the ground in communities which I think is probably the greatest benefit.”

Councillor Hanratty (Chair) said that they needed to have conversations with the North West Ambulance Service to see “how they could work better together with them”. He suggested inviting the Chief Executive and Chair of the Board of Trustees of the North West Ambulance Service to a future meeting. Cllr Hanratty suggested that when they got to the last agenda item adjourning the meeting.

Jane Kennedy agreed with Councillor Hanratty but that it had taken her six months to get a meeting with North West Ambulance Service but, “I completely agree with what you’re saying David”.

Cllr Hanratty referred to both Merseyside Fire and Rescue Service and Merseyside Police’s independence. He commented that both organisations do “fantastic work”.

Chief Constable Sir John Murphy said, “Just to endorse what the Commissioner’s said there, the great strength of what we’re embarking on here is the MFRS [Merseyside Fire and Rescue Service] and Merseyside Police are under the same pressures, we share the same footprint and there’s a real joint will amongst the Chief Officer Teams and the people in this room to get things done.

Our experience with working with North West Ambulance and the North West is a problem to start with is that it’s not quite that straightforward and the experience of the JCC [Joint Control Centre] here and they’re in, they’re out, they’re in, they’re out, I would not like to see North West Ambulance Service get in the way of what we’re trying to achieve, but the principle of what you’re suggesting and the commenced approach towards that I agree.”

Councillor Leslie Byrom added, “I mean I agree with everything that’s been said, what we’re going to have in the next few months of business other than the budget stuff which is going to have a real major impact on how we’re going to plan for the future. This is the first step.

We’be got the overlay also that’s emerging of the Police Reform and Criminal Justice draft Bill. That mentions fire and police collaboration. It may mean that it’s more intended to affect non-metropolitan areas, there may be a separate solution anticipated for metropolitan areas but there is so much happening I think we are going to have to be fleet of foot for the next few months, adjourning this meeting is absolutely right.

Err, enabling us to call a meeting at you know legally short notice, errm and deal with changes that are being presented to us as they happen because you know we are on a bit of a roller coaster.

NWAS [North West Ambulance Service], obviously that’s another part, that’s another facet, another side of the entire blue light issue isn’t it? And I don’t think you know, I know we have difficulty sitting round and meeting with them, but actually I think we can’t leave that as an excuse can we?

We have to, they can not participate yes, but we have to be making the, giving leadership on this issue and showing that you know there is that overlay of blue light and the cross issues. Both the money and the way that they operate are quite different to us, I understand that, but we’re all in the area of public expenditure at this time.

So you know we just try our best with NWAS [North West Ambulance Service] to move things forward.”

The Chair thanked the officers for their work and referred to it as “a culture change for both of our organisations and the way they’ve worked together so far has been tremendous as well”

The recommendations contained within the report were agreed which are:

“That members:

a. Approve the draft Guiding Principles for the Collaboration Programme attached at Appendix A

b. Instruct the Chief Fire Officer (CFO) and Chief Constable (CC) to undertake a joint review of existing and potential opportunities for collaboration in line with the methodology detailed within the Guiding Principles.”

The Chair then agreed to adjourn the meeting, so that they could “call the meeting as and when required” but that the next meeting should be within the next couple of months.

At a meeting of the Liverpool City Region Combined Authority, councillors, the Mayor of Liverpool and co-opted members agreed a revised set of recommendations. The revised recommendations appeared only minutes before the meeting started.

The revised recommendations approve a request to the Conservative government to devolve powers to the city region as part of a devolution deal.

Here are the original recommendations (with the crossed out parts deleted by the revised recommendations):

It is recommended that the Liverpool City Region Combined Authority:-

(a) comments upon, and endorses the devolution themes that will form the basis of the Liverpool City Region’s input to the Comprehensive Spending Review on the 4 September 2015 (NB: this detail will form the basis of a follow-on report for members’ consideration); and

(b) notes that the devolution process will remain an iterative process and that further information will be presented to future meetings of the Authority, for members’ consideration."

Here are the revised recommendations agreed today:

1.1 Liverpool City Region Combined Authority is recommended to:

  1. Approve the initial scope of the proposals as outlined in the supplementary report and the presentation made to the Combined Authority as the Liverpool City Region’s formal submission to the Government’s Comprehensive Spending Review, subject to a delegation to the Head of Paid Service in consultation with the Chair of the Combined Authority and the Lead Officer: Economic Development to make any drafting amendments to the final document;
  2. Continue negotiations with Government over the Autumn period in advance of the publication of the outcome of the Comprehensive Spending Review to secure a bespoke devolution ‘deal’ for Liverpool City Region which will:
  1. Drive economic growth and increase productivity;
  2. Reduce costs and improve outcomes across the whole of the public sector;
    and
  3. Improve social outcomes and better health and wellbeing for local residents.
  1. Note that any actual agreement with Government would require the approval of constituent Councils with appropriate consultation put in place;
  2. Note that devolution negotiations are an iterative process and that further information will be presented to future meetings of the Combined Authority, for Member’s consideration and approval; and
  3. Note that any Agreement will only be signed by both the Constituent Councils and Government when both parties are fully satisfied with the final details of the Devolution Deal.

So what are the proposals that the Liverpool City Region Combined Authority are asking the government for?

The proposals are in this supplementary report and include the points below (plus other asks):

  • Abolishing Merseyside Fire and Rescue Authority and transferring its functions to an elected Liverpool City Region Mayor
  • Abolishing the Office of the Police and Crime Commissioner for Merseyside and transferring its functions to an elected Liverpool City Region Mayor
  • Asking for a legislation change so that any surplus Mersey Tunnel tolls can be used for economic development
  • “the repayment of historic Mersey Tunnels debts by government”
  • Development Corporation Status for the Liverpool City Region
  • Creation of a Land Commission
  • “Designation of catapult Centres in the City Region for Manufacturing Technology Centre focused on marine and renewable energy and a Centre of Excellence for Infectious Diseases”
  • “A Free Trade Zone designation for the Liverpool Wirral Port system that includes provision for Global Zone-to-Zone Transfers, No Duty on Value Added and Enhanced Customs Warehousing”
  • “We want government to give us a long-term Special Rail Grant (SRG) to help
    secure a new fleet of Merseyrail trains.”
  • “the development of a generation system of regional significance, for example, an offshore tidal lagoon”
  • Also requested are “asks” under the headings of “cultural partnership and creative dock”, “community safety, enforcement, licensing and regulatory services”, “education”, “children’s services” and “health, wellbeing and social care”

Certainly the Liverpool City Region Combined Authority is asking for many changes from the government, which if agreed in principle will be subject to consultation.

Here are what some of the people on the Liverpool City Region Combined Authority had to say at today’s public meeting that agreed the proposals:

Mayor Joe Anderson (Mayor of Liverpool, Liverpool City Region Combined Authority) said, "There will be opportunities, there also will be more negotiations of more substance with businesses, with other political parties, with other interested groups like health, the voluntary sector, the trade unions and others to engage and involve themselves in the process."

Cllr Phil Davies (Chair, Liverpool City Region Combined Authority) asked, "In the near future presumably we’ll be drawing up a consultation programme if you like as the negotiations roll out?"

One of the questions I sometimes get asked is when public meetings are. In fact the numbers of the public turning up to public meetings (ranging from zero to over a hundred) was talked about at the last Standards and Constitutional Oversight Committee. I’m always pleased to see other members of the press or public at these meetings and I don’t mind if someone else is filming, tweeting, audio recording, photographing etc too (not that they are supposed to stop such things these days anyway).

If the press (whether that be newspapers, radio, TV, online or other) and public are able to exercise their new rights about filming however, they have to first know when and where the meetings are being held. The Wirral Council, Merseyside Fire and Rescue Authority, Liverpool City Region Combined Authority, Police and Crime Panel, Mersey Port Health Committee and definitely some of the police ones do fall under the filming legislation.

Strangely (strange because other public bodies paid for through Council Tax, such as fire, police, Merseytravel, Combined Authority etc do fall under it), meetings of the Merseyside Recycling and Waste Authority don’t fall under the filming legislation, although they are public meetings. There are then a bunch of public meetings where it is “unclear” as to whether the filming legislation applies or not (something our legal department will have to look into and do some internal guidance on).

Usually public meetings are not very well advertised! Notice of them is usually published on an obscure page or two on a website (although obviously the people on the committee are told). If you really wanted to you could probably spend a lot of time going to them (although thankfully in August there are less of them). If anyone wonders if I’m going to be at them all, the answer is no (as at least two are on at the same time in different places).

As we’re halfway through August (and there are very few meetings in August so this would be a very short list) this list of public meetings also includes part of September. I have included training sessions too (although councillors would probably not appreciate it, if members of the press or public turned up to their training sessions so the location of such training meetings is not included but the titles, dates and times of the training sessions are).

Where available (at the time of writing) links to agenda & reports are included (and a brief bit about what the meeting is about if known (well there is some stuff I know about what these meetings are about but it would take too long to include here). Reports & agendas should be published (it’s a legal requirement) on the respective organisation’s website a week before the meeting is held. Room bookings however can be changed at short notice due to contingency plans. For example at Wirral Council if large numbers of people turn up and exceed the capacity of the room & overflow room, a previous meeting in the same room overruns or the situation that has happened in the past where two meetings are double-booked in the same room at the same time then the location of the meeting can change at short notice.

Meetings can be added (or cancelled) on an ad hoc basis, but in the case of the former a week of notice is usually given.

There are probably other pan-Merseyside public meetings, NHS meeting etc in addition to the above. Other parts of Merseyside have their own local authorities which have meeting too, such as Liverpool City Council, Knowsley Metropolitan Borough Council etc. I made the above list rather Wirral-centric though, but can provide links to the other local authorities’ calenders if required. When I get further information I will update with specifics, although with people being on holiday in August it may be some time before I receive a reply! I hope this list is of use to someone!
