The officer said that it was a proposal for one hundred percent affordable housing. The site was a vacant care home surrounded by housing. Although it didn’t meet the usual separation distances, falling short by half a metre they had relaxed this policy as it only related to blocks within the proposed development. It was reusing a brownfield site and the officers recommended it for approval.

The Chair asked if there were any questions or comments? Cllr Stuart Kelly said that it was exactly the sort of proposal he was in favour of so he was happy to move approval. Cllr Anita Leech seconded his proposal for approval. All councillors voted in favour of approval.

The Chair asked an officer to introduce this item. A Wirral Council officer said it was a proposal for play equipment at the Ring O’Bells pub in the West Kirby Conservation Area. The officer’s view was that the introduction of play equipment didn’t impact negatively on the Conservation Area. In their view there would be no increase in noise or disturbance.

Cllr Geoffrey Watt, ward councillor for West Kirby and Thurstaston ward relayed to the Planning Committee the serious concerns of the nearest residents about the proposal. In his view the concerns raised were not planning reasons but licensing reasons. He referred to an action in the Magistrate’s Court, over ten years ago that had found in favour of the objectors. Since then some residents had watched with apprehension at any extended use. The resident’s concerns were about noise and a bouncy castle that had been there at the Bank Holiday weekend.

Cllr David Elderton said he went there for the odd lunch, but felt that the residents concerns about what would result were overstated and wouldn’t happen as a result of children’s play equipment. He said he would support the application.

Cllr Denise Realey pointed out the large distances between the Ring O Bells and the nearest resident. Cllr David Elderton asked about the boundary treatment. The officer said there would be two metre high fencing.

Cllr Denise Realey proposed approval of the application, seconded by Cllr Joe Walsh. All councillors voted in favour of the application.

The video for this application starts here. The Chair, Cllr Bernie Mooney left the room during this item having previously declared a prejudicial interest. The Vice-Chair Cllr Denise Realey took the Chair for this item. She asked the officer to introduce the report.

The officer said the application was for outline planning permission with all matters reserved. The land was allocated for recreational development so in principle it was acceptable. The National Planning Policy Framework stated that sports facilities should be located within town centres, but the applicant had submitted a sequential test looking at alternative sites which weren’t available for a development of this size. The officers felt it would be a beneficial use for a vacant site and recommended it for approval.

The Vice-chair asked if there were any petitioners or ward councillors that wished to speak? There weren’t. Cllr Anita Leech asked why at the weekends the opening times were only until 7pm? The officer said that these were the opening times put forward by the applicant. The Vice-chair said that the applicant could ask for permission to extend the opening times in the future.

Cllr Eddie Boult said that they all wanted an indoor skate park in their area and was happy to accept the application. Cllr Anita Leech asked if the trees would be replanted. Matthew Davies replied that the trees were scrub trees and had no amenity value therefore did not warrant a condition requiring replacement.

Cllr Joe Walsh proposed approval of the application, Cllr David Elderton seconded approval. All councillors (except Cllr Bernie Mooney who was absent during this item) voted in favour of the application so it was approved.

This planning application starts here in the video. The officer said that the plans for the chalets showed them set back from Park Lane and as they were diversifying the rural economy that they met the test of very special circumstances for development in the Green Belt. The income from the chalets would support an existing farm. The officers considered the chalets to have a low impact on the Green Belt and recommended it for approval.

The Chair, Cllr Bernie Mooney thanked the officer and asked if there were any questions? Cllr Stuart Kelly asked why the original plans for six chalets were reduced to three?

Matthew Davies answered that originally it had been for eight, then reduced to six and finally reduced to three. This was because the front of the site was in flood risk zones two and three and couldn’t be developed without raising a statutory objection from the Environment Agency.

Cllr David Elderton referred to a condition on the late list and was grateful they had included it. He said he would support the application.

Cllr David Elderton moved approval, seconded by Cllr Joe Walsh. All councillors except Cllr Simon Mountney voted in favour (he voted against) so the application was approved.

This application starts at this point in the video. The officer said that the application was for a rear conservatory at 82 Brimstage Road and that since the site visit new plans had been received. As the plans had only been received on the day of the Planning Committee, they wanted to add an extra condition for obscure glazing. Subject to this extra condition the officers were recommending it for approval.

The Chair, Cllr Bernie Mooney asked if a ward councillor wished to speak? Cllr Les Rowlands thanked the councillors for coming on the site visit and seeing what it was like on the ground. The architect had amended the plans and put new plans in so they were withdrawing their objections due to the alterations.

The Chair asked if there were any questions? Nobody asked any questions. Cllr Denise Realey moved approval, Cllr David Elderton seconded approval. All councillors voted in favour of approving the planning application.
