The national print media have finally picked up on the dilemma facing the Liberal Democrat councillors on Wirral Council ahead of next Monday evenings’ adjourned Council meeting to decide.

So far all we know from part 1 on Monday evening is that the Mayor is Cllr Moira McLaughlin, the Deputy Mayor is Cllr Gerry Ellis and that Cllrs Harney, Green and Foulkes will be Wirral Council’s representatives on the Merseyside Police Authority Appointments Committee. However this was all thoroughly predictable.

Certainly the defection of Cllr Niblock from Lib Dem to Labour will upset the careful calculations by officers as to committee allocations and outside body allocations for the Labour Group and the Lib Dem Group, which will have to be revised by Monday evening.

Cllr Niblock was only the Liberal Democrat councillor from Wirral on Merseyside Fire and Rescue Authority last year. I have been in touch with him in the past about solutions to the problems of deliberate grass fires on Bidston Hill. Since then the Community Patrol have been issued with packs to put out small grass fires. Cllr Niblock used to live in Bidston & St. James until the house he lived in was demolished (as many have been in the last few years). For many years until he moved he was the only Lib Dem councillor living in Bidston & St. James ward (representing Bromborough) and as we lived a few blocks away we used to sometime bump into each other at the bus stop outside the bus depot from time to time.

His mother was a critic of Cllr Foulkes (Labour’s leader) on both the local Area Forum for Bidston & St. James/Claughton ward (she served as the Older People’s Parliament representative) and if I recall correctly also the Local Strategic Partnership Assembly. When she retired I remember her saying to Cllr Foulkes that she thought he would be glad, due to her robust criticism of him during meetings and that she’d been “a thorn in his side”. She was well liked and many councillors attended her funeral.

I wish Cllr Niblock all the best in his new political group and I’m sure he will follow in her footsteps as he tends to be someone that like his mother speaks from experience and enthusiasm. This is in contrast to some councillors on Wirral Council who give long, hard to follow, dreary speeches which lead to the listeners and the speakers being more confused about the issue than when they’ve started.

In 2009/2010 he received an extra £14,660 for being on Merseyside Fire & Rescue Authority (and probably a similar amount in 2010/2011 in addition to the £9,094.58 he gets as a local councillor). However with the reduction in Liberal Democrat councillors, the four places representing Wirral Council on Merseyside Fire and Rescue Authority will go to two Tories and two Labour councillors, instead of two Tory, one Labour and one Lib Dem.

Clearly if Labour put Steve Niblock forward as one of their two representatives on Merseyside Fire and Rescue Authority he will face the same accusation that former Cllr. Denis Knowles did; that he is switching parties merely to do with a position on an outside body (which comes with a generous allowance). However in this case it would be Merseyside Fire and Rescue Authority instead of Merseytravel.

If this is the case and he becomes one of Labour’s two representatives for Wirral Council on Merseyside Fire & Rescue Authority, had he stuck with the Lib Dems he would’ve seen a drop in his income as their allocation for Merseyside Fire & Rescue Authority was reduced from one to zero. We will see what happens on Monday.

What happens next is anybody’s guess at this stage. Clearly after 103,162 people voted this year it comes down to nine Lib Dem councillors to decide. However with one in seven voting Lib Dem this year, over 14,000 Wirral residents, it is clear that with no party gaining a majority that the Wirral public wants parties to work together to solve Wirral’s problems over the coming year. The Lib Dems just have till next Monday evening to decide if that is Labour or the Conservatives.

What is known is that whatever party (or parties) are in control and in charge of drawing up a Budget for 2012/2013, more cuts are coming. The Budget projection given by the Council’s Director of Finance Ian Coleman on the 13th January shows that £26.5 million worth of savings need to be found by March 2012 based on the assumption that Council Tax next year will be frozen again. Around half this amount (£14.1 million) is due to a reduction in grant funding to Wirral Council by the Coalition government. The rest is due to increased requirements, such as a predicted rise in people claiming benefit (eg Housing Benefit), pay inflation, the amount to Merseytravel going up and similar items.

If Council Tax was increased next year by 5%, it would only help the Budget by £3 million due to the loss of a Council Tax Freeze Grant equivalent to a 2.5% Council Tax rise.

With a Lib Dem/Tory government and Lib Dem/Tory council for this last year the influence that Bidston & St. James Labour councillors can bring to bear on the decision makers and holders of the purse strings is less than it was under a Labour government or Labour/Lib Dem council. However at the local level some amounts of money are being delegated to the Area Forum (which locally covers Bidston & St. James/Claughton), such as the Empty Shops funding and small amounts of other money too. As Labour councillors make the decisions at the Area Forum level and appoint their own party members to other positions on the Area Forum panel, they can decide on where some money is spent.

Looking back over the last 12 months

Looking back over the last half-year or so since this blog started, what were the stories and pages on this blog that have captured the public’s attention and brought them to this blog?

There was the story about the 2011 Census, which many people had questions about ranging from why was there no question 17 (it was a question asking if you understand, speak, read or write Welsh).

The About John Brace” page was popular and attracted a number of comments. It’ll be updated soon.

This Cabinet meeting about the Conservative-Lib Dem budget and Labour not being happy was read over a hundred times.

Merseytravel’s response on Mersey Tunnel’s issues also aroused interest.

The pages about protest outside Birkenhead County Court regarding Council Tax and the Save our Forests campaign were read just a bit more than stories about the Chinese New Year celebrations in Liverpool, HMS Campbeltown, ID Cards being scrapped or the Labour Chair of Merseytravel using his casting vote to increase Mersey Tunnel tolls.

More local issues also aroused interest such as the Lib Dem plan to invest £1.8 million in Cathcart Street primary school as a result of the closure of Cole Street primary school and the relocation of the Children’s Centre across the road to Cathcart Street Primary School, how much councillors are paid (which was used by some parties during the election to show how some councillors were getting £50,000+/year), Arriva not stopping its buses at the new bus stop near Tesco, the Lib Dem Mayor at Tam O’Shanter Urban Farm, Flaybrick cemetery flytipping and the Corsair in Bidston Village being demolished.

Over the Winter the issue of gritting and bin collections was on resident’s minds. The street level crime website and minimum price proposals for alcohol were also topics the public were interested in.

In total there have been 5,557 views of pages on this website and it has been read keenly by certain councillors and others. Yet who knows what the public will be wanting from its elected representatives in the next 12 months?

Reason to vote Liberal Democrat on May 5th – Day Five

Many years ago shortly after I was selected as the Lib Dems to be their candidate in the Wirral Council election, a woman living near Birkenhead Park station emailed me in response to one of our leaflets.

She was the foster carer for a teenager in a wheelchair and had great difficulty with the stepped ramp at Birkenhead Park station. This station has (as many who will use it will know) a stepped ramp going down to the platform.

She had no difficulty in as she put it “bumping him down the ramp” but found it impossible to get him back up. As a result she was travelling to Conway Park train station (which has a lift) and wheeling him back a mile through the streets over bumpy pavements (which was very tiring for her).

As a result I wrote to Merseytravel and lobbied them (and Frank Field) my MP to improve access at the train stations. Access for disabled people to stations was also an issue raised at an Area Forum in relation to stations on the Chester/Ellesmere Port route.

The current policy of Merseyrail (and Merseytravel) is to provide taxis for disabled travellers from the nearest accessible station. The Roads v Central Trains Limited [2004] EWCA Civ 1541, (2004) 104 ConLR 62 case (which being a Court of Appeal case) was about exactly this issue and is binding on any case brought by a disabled person in the County Court.

In it a disabled traveller couldn’t use a station because of a footbridge. He was put to inconvenience (compared to his non-disabled travellers) in travelling to a nearby station and getting a taxi. Doing this added an hour to his journey. Like Merseytravel the train company claimed it’d cost £750,000 to adapt the station.

Appeal judges found the claimant had been discriminated against and overturned the ruling of the lower court, awarding £1,000 in damages and special damages of £97.

However there is a problem with the law and Merseyrail (which makes ~£6,000,000 in profit a year). Both Merseyrail and Merseytravel (at least due to what they’ve said in public and correspondence) see access to stations as a National Rail issue.

After British Rail was privatised the different areas were either put out to tender (eg the rail franchises for example Merseyrail, Virgin, Arriva Train Wales etc) or a separate company was set up. National Rail is the successor to Rail Track and is responsible for the track, signalling, infrastructure, stations etc.

Although the money for improving station access goes to Merseytravel, they complain that Network Rail causes them (as they see it) increased costs due to bureaucracy.

I raised with Merseytravel the issue that all stations within Bidston & St. James ward – Bidston, Birkenhead North and Birkenhead Park as well as the nearby station of Upton all had problems with accessibility.

I am pleased to announce that as a result of my lobbying (and others) money in this financial year has been set aside for improvements to Birkenhead North station.

In total approximately £1.6 million will be spent on a Park and Ride scheme (which is why the properties were pulled down) and on making the footbridge accessible.

Once again this shows that where people come to the Liberal Democrat Action Team with their problems, we take action and improve things for local residents.

In the meantime, the paint on the footbridge is peeling (which I doubt will be done before it’s replaced) and when I have more news about when the work will begin I will give an update.

I would like to thank Cllr Dave Mitchell, the Liberal Democrat Merseytravel representative for his help on this issue. The late Tony Garrett of the Wirral Transport Users Association was a passionate advocate for public transport and wanted these improvements made to stations on the Wirral. He even toured each Area Forum asking questions.

Although it may be some time before all stations in Bidston & St. James can be used by those with mobility problems, the news on Birkenhead North train station is a welcome step in the right direction.

Mersey Tunnel Fast Tags

A reader asks “How do you use a disabled Mersey Tunnel fast tag?” . This is very simple.

You go through the tunnel as normal to the toll booth or if going to Liverpool reach the toll booth first.

Disabled Fast Tags can only be used at manned toll booths so make sure you go to the right one. Unmanned toll booths (such as the one reached if you come out of the tunnel from Liverpool and turn left) confusingly marked “Fast Tag” can’t be used (unless you want to create a major traffic jam backing up into the Tunnel!).

Once you’ve waited in the queue, show the person in the toll booth your Merseytravel issued photo ID card. They will then check the Merseytravel issued photo ID, a trip will be added to your Fast Tag. Within a short time the barrier should be up and you should be on your way.

However there are rules to follow:-

If using a disabled Fast Tag you can’t:-

a) carry passengers for hire or reward (eg taxi driver etc)
b) carry goods for hire or reward
c) travel without paying if you don’t have either the photo ID or the Fast Tag
d) the Fast Tag/concession is tied to a particular vehicle; if you travel in a different vehicle it won’t be allowed
e) a tolls officer may request your Blue Badge. If you can’t produce it you may have to pay.
f) there have been reports from disabled people of tolls officers disputing whether a person looks like their photo ID. People’s appearance over the up to 3 years the Fast Tag is valid for can vary. Many disabled people can have to wear glasses when driving that alters their appearance or if having a bad day can look older than their photo.

Following a comment on the previous post, I thought I would demonstrate how easy (or otherwise) it is to get this information and whether it’s as easy as Councillor Chris Blakeley claims because it is on the website.

Let’s start with Merseytravel. So like most people you do a search on Merseytravel’s website.

The first result is their publication scheme, which states they publish “PTA Members Allowances” and “PTA Members Allowances paid” (PTA stands for Passenger Transport Authority). This states it’s only published on paper, not electronically or on the website, but then this document was written eight years ago and not updated.

So you change the search for Members Allowances. Eventually you find this page on the website which only has the details for 2007/2008 and 2008/2009. With a bit of digging you’ll find they call the amounts for 2009/2010 “Members Year End Figures” and that you can get figures for 2010/2011 under “Members Allowance” but this only has a list of amounts and titles (no names).

As Merseytravel don’t publish online the minutes of their meeting at which they decide who does what there is no easy way to find out what Merseytravel councillors are currently being paid. My personal experience of Merseytravel is that they don’t make it easy to get information. For example this report showing how Merseytravel charged the disabled and elderly on Merseyside £48,000/year in 2007 if they lose their pass (and that was before they doubled the charge!) was subject to a “public interest test” before they would release it! Since they doubled the charge it’s now probably nearer £100,000/year. Perhaps this is how they plan to finance the hundreds of millions they’re spending on Merseytram’s “Line One to Nowhere”! The Mersey Tunnels Users Association has had similar problems getting information out of Merseytravel.

Cllr Blakeley is right, Merseytravel do publish the information, but it took me a good ten minutes to find it. Merseyside Police Authority’s was easier to find (however the Merseyside Police Authority has since been abolished so I have removed the link) and simpler, but again has no names. They currently pay councillors ~£11,000, + ~£4,000/chair + ~£14,000 as Chair of the MPA.

Mersey Fire and Rescue Service do publish the information, in part 5 article 28, page 206 of their constitution. However once again it is a list of amounts, job titles and other allowances (travel etc) with no names.

I gave up trying to find the information on the Merseyside Waste Disposal Authority site, but the above took a total of twenty minutes. There is no easy way to answer the question “What was X councillor paid for being a councillor this year”? This information is (sadly) still a secret to me and (apart from the councillors themselves and the taxman) a secret to the members of the public who pay them.
