EXCLUSIVE: Wirral Council plans revealed for Neptune to run Birkenhead Market

While much of the news focus has been on the large petition in opposition to changes to Hamilton Square, a report by Cllr Adrian Jones to a meeting of Wirral’s councillors on Monday evening outlines further detail on Neptune’s plans for Birkenhead.

His report states:

A number of other major developments are ongoing, including:
 
  • Negotiations are ongoing with Neptune Developments for the sale of three sites at Europa Boulevard to provide a replacement swimming pool and fitness suite, Budget Hotel, Food court and Fast Food Drive-through. Allied to this as Phase 2 will be the grant of an intermediate lease of
    Birkenhead Market to Neptune to safeguard its continued operation, with a view to the eventual grant of a restructured lease to facilitate the development of a smaller market which will, in turn, release land for the reconfiguration of The Grange.

  • The proposal to establish the Isle of Mann University ICT Faculty in Birkenhead is still being worked on. This will utilise the Conway Building and Municipal Building in Cleveland Street. Proposed Heads of Term have been prepared in anticipation of confirmation from the University that funding is in place.

In other words, Wirral Council plan to grant Neptune an intermediate lease of Birkenhead Market, then "develop" a smaller market so that some (or all) of where Birkenhead Market is at present can be sold to become part of the Pyramids and Grange Shopping Centre.

Meanwhile across the road from Birkenhead Market, Wirral Council look set to lease the Conway Building to what’s down in the report as the "Isle of Man University", but is more likely to be the Isle of Man College at the University of Chester.

Wirral Council’s Cabinet will meet next Thursday evening to discuss further cuts to Wirral Council’s budget for the 2016/17 year. Councillors are expected to agree to a public consultation on £2.5 million of budget options as well as a 4% council tax increase. Cabinet is also expected to agree to a staff consultation on budget options such as reducing the pay rise from 2% to 1%.

The consultation will run from the 18th December 2015 and finishes on the 29th January 2016. At the end of the consultation Cabinet will propose a budget to be voted on at a meeting of all Wirral’s councillors.

The nine budget options that Cabinet is expected next week to start a consultation on start on page 16 of this report to Cabinet and are:


  • Community Safety (£367,000) – litter enforcement was recently outsourced to Kingdom Security and this proposal would see the same happen to dog fouling enforcement, Wirral Council hope to increase income to the community safety service from landlords and schools.

  • Discretionary Housing Payments & Advice (£406,000) – this proposal would see Wirral Council only covering rent shortfalls to people in hardship to the amount they receive from the government, it would also see the end of Wirral Council providing welfare benefits advice.

  • Girtrell Court service re-provision (£155,000) – Girtrell Court provides short breaks for carers of adults with physical and learning disabilities, this proposal would see that service provided by the private sector instead of directly by Wirral Council.

  • Highways Maintenance and Road Safety (£320,000) – This proposal means Wirral Council would only use the money it receives for highways maintenance, only 100 out of 300 grit bins would be filled and school crossing patrols would be reviewed.

  • Leisure Centres and Golf Courses (£641,000) – Discounts and free access would be removed, such as free access for long serving Council staff, foster carers and families, free swimming for those under 18 in the school holidays and free swimming for the over 65s between 9am and noon.

  • Libraries Re-provision (£203,000) – Transferring up to 12 of Wirral’s libraries into "community ownership" (run by volunteers rather than paid staff).

  • Parks Community Partnership Working (£108,000) – Increasing the role of community organisations and volunteers in parks maintenance and looking to increase parks income.

  • Charging for the Pest Control Service (£30,000) – Charging landlords, business and residents who can afford to pay for dealing with rats.

  • Charging for the Garden Waste Service (£196,000) – Increasing the brown bin charge from £35 a year to £40 a year (but with a £5 discount if paid online).

So to summarise the proposed cuts (along with a 4% council tax increase) are to dog fouling, community safety, covering rent shortfalls for those in financial hardship, axing the welfare right service, the short breaks for carers service, highways maintenance, grit bins, school crossing patrols, free swimming for children, free swimming for pensioners, free leisure access for some Council staff, transferring many of Wirral’s libraries to be run by volunteers, having more volunteers involved in parks maintenance, charging for dealing with rats and increasing the brown bin charge by £5.

Wirral Council’s Standards and Constitutional Oversight Committee will discuss proposals tonight to change the way Wirral Council makes decisions.

If these proposals are agreed by councillors, then in future unless objections to traffic regulation orders reach a threshold of fifteen objections or a petition of twenty-five or more different households, then it won’t be discussed at a public meeting of the Highways and Traffic Representation Panel. However ward councillors for the area that the proposed traffic regulation order relates to, will be able to request that the matter is decided by councillors even if the number of objections don’t reach the threshold. If the objections don’t reach the new threshold and a ward councillor doesn’t ask that councillors on the Highways and Traffic Representation Panel make a recommendation on it, then the decision will instead be made by the Head of Service for Environment and Regulation after consulting with the Cabinet Member for Highways.

Changes are proposed to the way meetings to decide on call-ins of decisions are dealt with. Instead of a committee of fifteen councillors deciding on call-ins, there will be a panel of nine councillors (5 Labour councillors, 3 Conservative councillors and 1 Lib Dem councillor). An earlier start time of 4.00 pm for call in meetings is suggested. Adjournments will only be allowed for seven working days and if this is not possible the call-in will be re-heard from the beginning.

Proposals affecting Council meetings are also on the agenda. The start time will be brought forward to 6.00 pm and the guillotine put back to 9.15 pm. The time for questions to councillors who are chairs of committees or on the Cabinet will be reduced from an hour and a half to thirty minutes. This is to allow more time during Council meetings for councillors to debate notices of motion. Further details on the changes and the reasons behind them (including some I haven’t mentioned here) can be found on Wirral Council’s website. If agreed tonight, the changes will be recommended for approval at the Council meeting on the 14th December 2015.

Councillors at Monday night’s Council meeting approved two Human Resources policies (apart from the Mayor who abstained and Cllr Pat Cleary who voted against). These were the Human Resources Policy Update (including revised Disciplinary Policy and Procedure) and the Attendance Management Policy.

Approval of the Attendance Management Policy led to this exchange between Conservative Leader Cllr Jeff Green and the Labour Chair of the Transformation and Resources Policy and Performance Committee Cllr Janette Williamson.

Cllr Jeff Green: Mr Mayor, am I allowed to ask a question on that particular item? I was just wondering as UNISON have written to me about this, I just wanted to know what the current position is.

Cllr Jeff Green: Yes Mr Mayor, the question is relatively straightforward. I’ve been written to, probably other colleagues have been written to by UNISON around the Attendance Management Policy and so on and I just wondered whether the Chair can update us on where we are with that letter and our discussions with the trade unions?

Cllr Janette Williamson (Chair of the Transformation and Resources Policy and Performance Committee): Well, firstly Jeff you did have a chance to ask your question before but chose not to do so. You had a chance to ask a Chair’s question before but chose not to do so.

This went before the Committee and received all party approval when it went there. We did have a request from a member of UNISON beforehand to attend and for him to ask a question and he decided not to errm on the night of that. It’s been agreed by the Committee and passed by every Member.

Wirral Council has a sub domain (democracy.wirral.gov.uk) on its website which is used to publish information to do with public meetings.

Due to the way its configured, the search engines (at least the search engines that respect such rules) are barred from searching pages on its website.

I have to declare at this point that I earn money from Google. However to illustrate this point a quick search of the site in Google will only show one page even though there are many more pages than that.

So I used a program called Xenu Link Sleuth to create an index of pages on that part of Wirral Council’s website. This has thrown up many interesting (and some quite frankly dull pages).

For example, one of the larger files on that part of Wirral Council’s website at nearly 17 megabytes is the Mersey Heartlands Water Cycle Study (January 2014) (100 pages) which was done for Wirral Council and Liverpool City Council by URS Infrastructure & Environment UK Ltd. The report is connected to this delegated decision made by the Cabinet Member for the Economy made on the 26th February 2014 and is a material consideration when deciding on planning applications.

Pages 65 to 72 of that report deal with management of flood risk and Notice of Motion 4 to tonight’s Council meeting is about flooding in Moreton. Labour have submitted an amendment (amendment 2 on this list) that adds an extra two paragraphs to the original motion.

That report mentions in detail the risks of various types of flooding and refers to the River Birket. As it states in the report:

  • "The main river draining the Wirral Mersey Heartland, the River Birket, relies on pumping, and the area is reliant on flood defences to minimise flood risk to the existing development both from fluvial and tidal flood risk and surface water drainage channels. Failure of these defences constitutes a residual risk of flooding to the area."

If you’re wondering what fluvial means, it means “of or relating to a river”.

The report also details what how new homes should be more water efficient through the Water Efficiency Targets such as through water efficient showers, rainwater harvesting and other measures to cut down the amount of water used by households.
