In a debate of Wirral Council councillors held yesterday evening to agree changes to the Liverpool City Region Combined Authority, Labour’s Cllr Steve Foulkes used a procedural motion to gag the Green Party councillor Cllr Pat Cleary from speaking.

Despite an intervention by Cllr Stuart Kelly, pointing out that in Cllr Kelly’s opinion no such power exists in Wirral Council’s constitution, the gag remained.

Asked after the meeting for his views on what happened, Cllr Pat Cleary stated, “Thank you Labour for gagging me and sparking unprecedented interest in my views on devolution.” and he has blogged about what he would’ve said had he not been gagged here.

In other Liverpool City Region Combined Authority news, an Extraordinary meeting of LCRCA’s Merseytravel Committee is scheduled for the morning of the 16th December, followed by a meeting of the Combined Authority later that day. Cllr Steve Foulkes is one of Wirral’s four representatives on the Merseytravel Committee. The purposes of the next Merseytravel Committee meeting is to agree a contract for new rolling stock.

        1. Just to be clear, unlike politicians journalists don’t have to face a popularity contest with the electorate every x years.

          The stories about both politicians you refer to are more complicated than what is in the public domain.

    Heard something yesterday about “The Kitchen Cabinet” at the clowncil over Kev and Stella’s Stinking Stagnant wirral Waters voting today Friday.

    You probably know John I think it is taking some powers from the Clowncil and giving it to the Combined “Crud and Dross” Authority and/or Northern S***House.

    Don’t quote me John but as we have seen the more you delve the clowncils all around the country are not fit for ANY PURPOSE other than keeping their gobs shut when caught out, the only thing they can do with any degree of certainty.

    And eventually fail at that.

    1. The issue you refer goes to Liverpool City Council’s Cabinet this morning, then to the Liverpool City Region Combined Authority, then to the government for legislation.

      The government say due to reducing staff, Brexit etc it’s all going to take longer to do than originally planned. But estimated in months, rather than years.

      At the moment the following Wirral Council powers are devolved upwards to the Liverpool City Region Combined Authority:

      transport (dealt with through the executive body Merseytravel, LCRCA and LCRCA’s Merseytravel Committee)
      economic development (co-decision making)
      regeneration (co-decision making)

      However in future this list will be longer….

        Just what the county needs more layers of crud and dross with their fingers in the pot, more consultants and assorted hogs and sows in the trough.

        Not to mention the private companies being set up for their retirement plans.

    1. Section 35 refers to formulation of government policy, I think you’re referring to section 36 prejudice to effective conduct of public affairs .
