On Thursday afternoon, the councillors on the Transport Committee of the Liverpool City Region Combined Authority had a public meeting. As I was still on my way back from Merseyside Fire and Rescue Headquarters to Liverpool City Centre following a public meeting of the Merseyside Fire and Rescue Authority, my two questions about vandalism involving bus stops and bus shelters were asked in my absence by Louise Outram.

Merseyside Police’s Sergeant Barrigan addressed councillors on Wirral Council’s Licensing Act 2003 Committee calling for a change to their licensing policy. He told councillors about concerns raised about alcohol related antisocial behaviour in the Charing Cross area of Birkenhead and showed those present maps of street drinking reported to Merseyside Police between the 1st April 2012 and the 1st March 2013. These reports were clustered around the Charing Cross area of Birkenhead.

He also showed a map of crimes reported between November 2012 and October 2013 in this area and said that 52% had taken place on licensed premises and referring to areas of Liverpool which already had four areas covered special cumulative impact policies.

Sgt Barrigan quoted statistics on how alcohol was a reason in a high proportion of the theft offences in that area. Street drinkers were a problem in the area with people drinking on the streets for reasons such as an inability to afford heating or to avoid being evicted. The street drinking was connected to a high number of off-licences in the area. In answer to a councillor’s question he said that the boundaries of the area he wanted covered by the special cumulative impact policy would cover both sides of the road on the boundary. He asked if councillors had any questions?

A few councillors asked questions, then others spoke in support of a special cumulative impact policy in the Charing Cross area and it was agreed that a special cumulative impact policy would be consulted on. Cllr Jean Stapleton welcomed this decision.

Cllr Tony Norbury said he was concerned that it might move the problem to outside the area covered by the special cumulative impact policy. A Council officer said that they would consult on the new policy and if the committee then agreed to amend the guidance then it would be kept under review.

A special cumulative impact policy (if agreed following consultation) in the Charing Cross Area of Birkenhead would mean that there would be a special policy of rebuttal regarding licence applications in this area. This would mean that applications in that area that were likely to add to the existing problems would be refused or subject to limitations (but only if relevant representations had been made).

There are six candidates for the one Merseyside Police and Crime Commissioner vacancy following close of nominations yesterday (19th October 2012). Polling day is on 15th November 2012. They are as follows (in alphabetical order):-

As there is more than one candidate it is a contested election. Each candidate is allowed to spend up to £182,529 on their election campaign and has to provide receipts for any expenditure over £20. Each candidate has had to pay either a cash deposit or banker’s draft deposit of £5,000 (6*£5,000 = £30,000 in deposits collected in total). If any candidate receives less than 5% of the vote their £5,000 deposit won’t be returned. Donations over £50 to a candidate’s campaign also need to be recorded.

The vote will be under the Supplementary Vote system, which means if any candidate gets more than 50% of the 1st choice votes they will be elected the winner. Everyone voting will get a 1st and 2nd choice vote. If no candidate gets more than 50% of the 1st choice votes, then the 2nd choice votes are used (but only 2nd choice votes that were for the candidates that had the most and second most 1st choice votes). So say for instance 100,000 ballots are cast. The candidates are Candidate A, B, C, D, E and F and the first choice result was D (32,600), E(32,400), C (15,000), F(8,000), A(5,000) and B(2,000) would result in:-

Reasons to vote Liberal Democrat in Bidston & St. James – Day Three

We have listened to local people and campaigned on their behalf to solve local problems.

As a result of numerous campaigns over years in the Bidston area over road safety a traffic island was put in in Worcester Road. After numerous fatalities on Boundary Road, white lines were painted down the middle between Worcester Road and Upton Road, calming the traffic and making it easier to cross to Tam O’Shanter’s Urban Farm.

On that subject it was a Lib Dem Mayor and councillor that accepted Tam O’Shanter’s annual rent of one pine cone to Wirral Council. On Flaybrick cemetery we made sure the boundary wall was repaired and flytipping was cleared away.

Residents (both the disabled and those who can’t afford private transport) called for more bus stops near Tescos. We consulted with local residents affected and had the original proposed site of the bus stop moved when a resident complained and said it would affect parking outside her house. Many other bus stops have been repaired after we’ve brought the vandalism to the attention of Merseytravel.

Residents in the area of Birkenhead Park station and Christ the King complained about antisocial behaviour and crime. We brought their concerns to the police and the residents in that area now feel safer walking the streets after the community mobile police station was stationed in Keightley Street last year and this year.

In Bidston village, people were concerned that the abandoned pub was frequently set on fire. They wanted it demolished, but were unsure why it was taking so long. We investigated and told them why.

On the Beechwood speeding traffic was a major problem with cars crashing into walls, barriers and causing misery for local residents. We campaigned to get things changed and there is now a 20mph zone at a dangerous bend and many other road safety measures.

We have a record of success in campaigning to improve the lives of local residents. We do this because we are unlike the other candidates in this campaign based locally. It is our community, it is the area we live in and we wish to see it improve. Our campaigns are based on the issues that local people tell us about.

We live and work in Bidston & St. James all year round.

Price of Alcohol – Lib Dem and Tory councillors vote not to raise it – Licensing, Health and Safety and General Purposes Committee 21st March

Unusually the Chair and Vice-Chair of the Licensing, Health and Safety and General Purposes Committee weren’t available. This led to a few jokes from the Cabinet Member for Housing & Community Safety as to what he’d Twitter about it following his recent coverage in the Wirral Globe of the Chair.

The Committee decided to (for this meeting only) have Cllr Ian Lewis (Cabinet Member for Community Engagement) as the Chair. The most interesting item on the agenda was a decision (following consultation) as to whether Wirral would recommend a minimum price (per unit ~50p) for alcohol as a local bylaw.

Many councillors told members of the public present and committee members about their favourite drinks, how alcohol was an issue that needed to be addressed but that putting up the price for Wirral residents wasn’t the answer. They also suggested that raising the price would lead to an increase in shoplifting. A quarter of the consultation responses were from the Birkenhead & Tranmere/Rock Ferry area.

Here were the results

People cited issues such as anti social behaviour, young people drinking, violence, noise and criminal damage as some of the problems caused by alcohol. There was also a call for better policing and education.

In the end after a spirited debate the committee voted not to implement one of the “Access to Alcohol by Young People” report’s recommendations and press for a bylaw on Wirral. However with an election less than a month away would you have expected any politician to vote to increase the price of alcohol?
