SPORTS COMMENTATOR JOHN BRACE: Next week, we’ll be seeing another thrilling political battle between Cllr Chris “Bruiser” Blakeley (in the blue corner with a picture of a Conservative whip on his chest) and Dan “The Fireman” Stephens in the flaming red corner (and a picture of a fireman’s axe on his chest). Who will win following this encounter? This is a battle that the public think both of them can’t win.

SPORTS COMMENTATOR 2: There’s a bit of history between these two characters isn’t there?

SPORTS COMMENTATOR JOHN BRACE: Yes, this whole fire station issue is part of the reason Chris Blakeley lost his job working for Esther McVey in May, but since then he’s had more time for campaigning. The kudos for stopping a new fire station in Greasby went to Esther McVey’s rival Margaret Greenwood (now an MP). The two (Cllr Blakeley and Dan Stephens) have had heated exchanges at a number of public meetings and are bitterly opposed on this sensitive political issue.

SPORTS COMMENTATOR 2: But what happened last time?

SPORTS COMMENTATOR JOHN BRACE: The Labour referee Cllr Mike Sullivan declared it a draw on points and decided to call it off for another night. No one had invited Dan Stephens along to that meeting so it would’ve been wrong to let Cllr Blakeley win under such circumstances.

SPORTS COMMENTATOR 2: But strictly speaking Dan Stephens wasn’t the officer behind all this?

SPORTS COMMENTATOR JOHN BRACE: Yes that’s true. The man with the plan for this was Deputy Chief Executive Kieran Timmins (his line manager was Dan Stephens). However Kieran Timmins has been made redundant. So nobody can ask him questions. The land aspects of Mr. Timmins’ job are now under the remit of Deputy Chief Fire Officer Phil Garrigan.

SPORTS COMMENTATOR 2: So if asked, Dan Stephens can deny all knowledge of the emails released under a Freedom of Information Act request or in fact anything to do with all this?

SPORTS COMMENTATOR JOHN BRACE: His answer at an earlier public meeting was he hadn’t written the emails, then from memory a Labour councillor on the Merseyside Fire and Rescue Authority (who had released the emails) just claimed the Tories were just making it all up.

Although Dan Stephens would be aware of this matter, it would be Mr. Timmins/Phil Garrigan that would be involved in the details. I’m sure Phil Garrigan will brief him ahead of next week’s meeting with answers to questions that are likely to be asked and/or be there in person.

SPORTS COMMENTATOR 2: So what does Dan want?

SPORTS COMMENTATOR JOHN BRACE: He has to work within the agreed policy. The politicians directed him to ask for the land at Saughall Massie and planning permission (or at the very least he has to find somewhere to build a new fire station if the politicians want one).

SPORTS COMMENTATOR 2: So what does Cllr Blakeley want?

SPORTS COMMENTATOR JOHN BRACE: For Dan Stephens not to get the land at Saughall Massie and planning permission and if he has to build a fire station to do it somewhere else.

SPORTS COMMENTATOR 2: I see, and after over 2 years of political arguing has anything been actually decided?

SPORTS COMMENTATOR JOHN BRACE: Councillors on Merseyside Fire and Rescue Authority did decide to go ahead and ask Wirral Council for the land at Saughall Massie and planning permission.

An interesting twist however, is that Cllr Blakeley seems to be have been stabbed in the back twice by his own side on this issue as both the Conservative government have offered Merseyside Fire and Rescue Service a grant towards the costs of a new fire station and fellow Conservative councillor Cllr Lesley Rennie voted for it too.

SPORTS COMMENTATOR 2: So you’re saying in over 2 years and perhaps millions of words, all that’s happened is arguing, Esther McVey losing her seat and endless rounds of consultation over the £millions this could all cost?

SPORTS COMMENTATOR JOHN BRACE: Yes.

SPORTS COMMENTATOR 2: And nobody thought it a good idea and value for money or sensible to just actually sit down and talk through these issues?

SPORTS COMMENTATOR JOHN BRACE: Officers did that, but thought councillors would just happily rubber stamp it. Large numbers of the public getting grumpy about a political decision makes politicians nervous. Nervous politicians don’t like to make unpopular decisions unless they know the facts so they delay making a decision.

However councillors on the Merseyside Fire and Rescue Authority seemed quite happy to have the people pay for taxis to and from public meetings, showing that a decision by a politician is only unpopular if the public actually knows about it.

SPORTS COMMENTATOR 2: So you’re saying that endless public meetings, consultations, press coverage and over 2 years of political arguments is because no consensus or compromise has been reached?

SPORTS COMMENTATOR JOHN BRACE: Yep, but it’s been great for our viewing and circulation figures isn’t it!?

The story of the possibility of a new fire station in Saughall Massie has rumbled on to a new phase as Merseyside Fire and Rescue Service has requested pre application planning advice from Wirral Council. Pictured above is Dan Stephens in Saughall Massie trying to explain the need for a fire station earlier in the year to residents.

In the interests of openness and transparency (and if the Chair of the Merseyside Fire and Rescue Authority Cllr Hanratty is reading and deplores the drain on financial resources providing the information I’m about to show on this blog I might point out it was emailed to this blog I didn’t ask for it so no cost to the public purse whatsoever), I’m publishing here some documents to do with Merseyside Fire and Rescue Service’s request for pre-application planning advice.

I might point out they got a lot of free planning advice which was revealed via FOI requests as emails passed between officers at Wirral Council and Merseyside Fire and Rescue Service.

Just before I get to the documents (I’m sure someone will eventually reveal what the advice is that Wirral Council receives in response to this) I will point out the way the project is described by Merseyside Fire and Rescue Service’s contractors is that this is all going through the formalities and this this is essentially a done deal. Although like Cllr Blakeley I will make it clear that is merely how anybody reading these documents would think and it may just be MFRS’s contractors getting ahead of themselves in documents that I think they wouldn’t assume would be published.

As there are many Ordnance Survey maps included, I am obliged to include the following: Contains OS data © [unknown database] Crown copyright 2015. You can read the Open Government Licence that Ordnance Survey makes its maps available under here.

However a decision is yet to be made on the land and yet to be made over planning permission. So that’s the caveat I will put here as from the tone of some of the way these are written you’d guess that these decisions had already been made.

The purpose of pre-application planning advice is so that if there are any problems plans can be changed. So therefore it is possible the planning application will vary from the above.

As detailed by the Chief Fire Officer Dan Stephens during the consultation, once a planning application is submitted there will be a period of consultation before any decisions are made.

As it states in the video above, accountancy can be dull. However I wrote this email below (sent the day before the meeting) about a disclosure mistake in the Liverpool City Region Combined Authority accounts for 2014/15. The Liverpool City Region Combined Authority meets this morning to approve the accounts for 2014/15.

It’s quite simple really, about six years ago the law changed so that public sector employees that are paid a salary of £150,000 or more had to be named in the accounts.

For example on page 160 of the accounts for the Merseyside Fire and Rescue Authority approved last week Dan Stephens, the Chief Fire Officer (on a salary of £170,000) is named. In fact Merseyside Fire and Rescue Authority also name the Deputy Chief Fire Officer and Deputy Chief Executive, as despite their salaries being below the £150,000 threshold it is more transparent to do so as the total they receive is over the £150,000 threshold.

The Chief Executive of Merseytravel (David Brown) on a salary of £150,707 should’ve been named in the Liverpool City Region Combined Authority’s accounts. The email below from myself details the reasons why (KPMG are the external auditors for the Liverpool City Region Combined Authority). Hopefully this will be sorted out at the meeting and corrected.

Dear all,

I am bringing this up in advance of Monday’s meeting, in the hope it can be amended. If it isn’t amended, please class this as a formal objection by a Merseyside local government elector to the accounts of the Liverpool City Region Combined Authority for 2014/15.

The draft statement of accounts at note 9 (which is page 41 in the numbering of the report or page 67 of the supplementary agenda) contains details of the remuneration paid to the Liverpool City Region Combined Authority’s senior employees.

For the year 2015 (I presume this means financial year 2014/15), the Chief Executive/Director General received a salary of £150,707.

A number of years ago the Accounts and Audit (Amendment no 2) (England) Regulations 2009, SI 2009/3322 changed the audit regulations (this change started in financial year 2009/2010) and added the paragraph below:

"(c) the remuneration, set out according to the categories listed in paragraph (d), by the relevant body during the relevant financial year of—

(i) senior employees, or

(ii) relevant police officers,

in respect of their employment by the relevant body or in their capacity as a police officer, whether on a permanent or temporary basis, to be listed individually in relation to such persons who must nevertheless be identified by way of job title only (except for persons whose salary is £150,000 or more per year, who must also be identified by name)."

This requirement was kept in The Accounts and Audit (England) Regulations 2011, SI 2011/817 reg 7(2)(c) and the Accounts and Audit Regulations 2015, SI 2015/234 (which although referred to in the draft statement of accounts will apply from the 2015/16 financial year onwards).

Clearly, the Chief Executive should’ve been explicitly named and wasn’t. I think everyone I write this email to will know he’s called David Brown, but the draft statement of accounts should be amended to state this.

It’s a basic issue of openness and transparency (which I’m sure you’d expect the press to take a viewpoint on).

Video of the Police and Fire Collaboration Committee (Merseyside Fire and Rescue Authority) meeting held on the 1st of September 2015.

The Police and Fire Collaboration Committee met for the first time on the 1st of September 2015. Papers for the meeting are on Merseyside Fire and Rescue Authority’s website.

The first meeting of the Police and Fire Collaboration Committee elected Councillor Dave Hanratty as Chair.

The other members of the Police and Fire Collaboration Committee are:

The Police and Fire Collaboration Committee agreed the terms of reference.

Most of the rest of the meeting was discussion of the Fire and Police Collaboration Programme. There was a 5 page covering report and 8 page appendix detailing the “Collaboration/Shared Services Guiding Principles between Merseyside Police and Merseyside Fire and Rescue Service.

Chief Fire Officer Dan Stephens presented the report, as did Sir Jon Murphy (Chief Constable, Merseyside Police). Chief Fire Officer Dan Stephens drew the Committee’s attention to the list of possible areas for shared services in the report at part 6. The areas detailed in the report are:

  • Human Resources
  • Occupational Health
  • Finance
  • Procurement
  • Vehicle Fleet Management
  • Estates/Facilities
  • Press Office
  • Communication and Marketing
  • Performance/Corporate Development
  • Legal Services
  • ICT

He gave an example of shared working in the shared estates area as the Joint Control Centre in the building where the public meeting was being held. Dan Stephens highlighted the staffing implications in the report (section 16-17 on page 10). He stated, “Just to reassure members of the Committee that a Communications Strategy is being developed to ensure that all of our staff can be fully informed. As you can appreciate there will be a fair degree of interest in the work as it progresses.” Dan Stephens also referred to the legal implications, financial implications and other implications in sections 18-24 in the report.

Chief Constable Sir John Murphy added, “Everything that the Chief has just laid out there has been drawn up in complete collaboration with ourselves”.

Jane Kennedy, Police and Crime Commissioner for Merseyside said “That’s a good and comprehensive list of potential quick gains. For knowing what I know of the potential cliff edge that the Force is facing in terms of its funding and the particular threat in particular to community policing, for me B Ways of Working is absolutely crucial to the future benefit to the community of our two services working together. I can’t, my waking nightmare is the loss of what we currently know of as community style policing.

If we lose community policing altogether then there would still be neighbourhood policing, but we are, we are very close to that now. There is potential gain from us working very closely together with your people and the Force’s people on the ground in communities which I think is probably the greatest benefit.”

Councillor Hanratty (Chair) said that they needed to have conversations with the North West Ambulance Service to see “how they could work better together with them”. He suggested inviting the Chief Executive and Chair of the Board of Trustees of the North West Ambulance Service to a future meeting. Cllr Hanratty suggested that when they got to the last agenda item adjourning the meeting.

Jane Kennedy agreed with Councillor Hanratty but that it had taken her six months to get a meeting with North West Ambulance Service but, “I completely agree with what you’re saying David”.

Cllr Hanratty referred to both Merseyside Fire and Rescue Service and Merseyside Police’s independence. He commented that both organisations do “fantastic work”.

Chief Constable Sir John Murphy said, “Just to endorse what the Commissioner’s said there, the great strength of what we’re embarking on here is the MFRS [Merseyside Fire and Rescue Service] and Merseyside Police are under the same pressures, we share the same footprint and there’s a real joint will amongst the Chief Officer Teams and the people in this room to get things done.

Our experience with working with North West Ambulance and the North West is a problem to start with is that it’s not quite that straightforward and the experience of the JCC [Joint Control Centre] here and they’re in, they’re out, they’re in, they’re out, I would not like to see North West Ambulance Service get in the way of what we’re trying to achieve, but the principle of what you’re suggesting and the commenced approach towards that I agree.”

Councillor Leslie Byrom added, “I mean I agree with everything that’s been said, what we’re going to have in the next few months of business other than the budget stuff which is going to have a real major impact on how we’re going to plan for the future. This is the first step.

We’be got the overlay also that’s emerging of the Police Reform and Criminal Justice draft Bill. That mentions fire and police collaboration. It may mean that it’s more intended to affect non-metropolitan areas, there may be a separate solution anticipated for metropolitan areas but there is so much happening I think we are going to have to be fleet of foot for the next few months, adjourning this meeting is absolutely right.

Err, enabling us to call a meeting at you know legally short notice, errm and deal with changes that are being presented to us as they happen because you know we are on a bit of a roller coaster.

NWAS [North West Ambulance Service], obviously that’s another part, that’s another facet, another side of the entire blue light issue isn’t it? And I don’t think you know, I know we have difficulty sitting round and meeting with them, but actually I think we can’t leave that as an excuse can we?

We have to, they can not participate yes, but we have to be making the, giving leadership on this issue and showing that you know there is that overlay of blue light and the cross issues. Both the money and the way that they operate are quite different to us, I understand that, but we’re all in the area of public expenditure at this time.

So you know we just try our best with NWAS [North West Ambulance Service] to move things forward.”

The Chair thanked the officers for their work and referred to it as “a culture change for both of our organisations and the way they’ve worked together so far has been tremendous as well”

The recommendations contained within the report were agreed which are:

“That members:

a. Approve the draft Guiding Principles for the Collaboration Programme attached at Appendix A

b. Instruct the Chief Fire Officer (CFO) and Chief Constable (CC) to undertake a joint review of existing and potential opportunities for collaboration in line with the methodology detailed within the Guiding Principles.”

The Chair then agreed to adjourn the meeting, so that they could “call the meeting as and when required” but that the next meeting should be within the next couple of months.

At the end of this piece are 49 pages of invoices paid directly by Merseyside Fire and Rescue Authority. If a councillor pays for a meal or a taxi fare but claims the money back, it’s included in the annual totals for each councillor. You can view the table of annual totals for each councillor that was on Merseyside Fire and Rescue Authority on the Merseyside Fire and Rescue Authority website.

The pages of expenses below that cover stays in hotels, train fares and meals (which would usually be in the travel and subsistence or overnight categories of expenditure of that table) aren’t included. Below is what Regulation 15(3) of the Local Authorities (Members’ Allowances) (England) Regulations 2003 states what should be included. Recipient refers to a recipient of a payment under the allowances scheme.

15. Records of Allowances
….
(3) As soon as reasonably practicable after the end of a year to which the scheme relates, an authority shall make arrangements for the publication within the authority’s area of the total sum paid by it in the year under the scheme to each recipient in respect of each of the following—

(a) basic allowance;
(b) special responsibility allowance;
(c) dependants’ carers’ allowance;
(d) travelling and subsistence allowance; and
(e) co-optees’ allowance.

 

The blog post Which Wirral councillor claimed £50 on taxis to and from a public meeting? includes a letter explaining why Merseyside Fire and Rescue Authority doesn’t do this.

In that letter Janet Henshaw (Monitoring Officer for Merseyside Fire and Rescue Service) writing on behalf of the Wirral councillors wrote:

“It was not possible to show travel & event bookings made directly by MFRA [Merseyside Fire and Rescue Authority] (as opposed to members paying and then claiming back their allowances) due to the fact that this Authority uses an electronic software system to make each booking at the cheapest possible price for both members and officers. We were invoiced monthly in the last year for both Officers and Members without differentiation. Thus it would have been a wholly unreasonable use of scare resources to break this down each month between the two groups and then each and every individual.”
 

CFO on one of the receipts refers to the Chief Fire Officer Dan Stephens. DCFO refers to the Deputy Chief Fire Officer Phil Garrigan. As some of the names of the councillors below will be unfamiliar to readers I include a key below. The key has the name of the councillor, political party, which local authority they represent (or represented as Cllr Ted Grannell and Cllr Tony Newman are no longer on the Fire Authority) and whether they hold the position of Chair or Vice-Chair on Merseyside Fire and Rescue Authority.
