SPORTS COMMENTATOR JOHN BRACE: Next week, we’ll be seeing another thrilling political battle between Cllr Chris “Bruiser” Blakeley (in the blue corner with a picture of a Conservative whip on his chest) and Dan “The Fireman” Stephens in the flaming red corner (and a picture of a fireman’s axe on his chest). Who will win following this encounter? This is a battle that the public think both of them can’t win.
SPORTS COMMENTATOR 2: There’s a bit of history between these two characters isn’t there?
SPORTS COMMENTATOR JOHN BRACE: Yes, this whole fire station issue is part of the reason Chris Blakeley lost his job working for Esther McVey in May, but since then he’s had more time for campaigning. The kudos for stopping a new fire station in Greasby went to Esther McVey’s rival Margaret Greenwood (now an MP). The two (Cllr Blakeley and Dan Stephens) have had heated exchanges at a number of public meetings and are bitterly opposed on this sensitive political issue.
SPORTS COMMENTATOR 2: But what happened last time?
SPORTS COMMENTATOR JOHN BRACE: The Labour referee Cllr Mike Sullivan declared it a draw on points and decided to call it off for another night. No one had invited Dan Stephens along to that meeting so it would’ve been wrong to let Cllr Blakeley win under such circumstances.
SPORTS COMMENTATOR 2: But strictly speaking Dan Stephens wasn’t the officer behind all this?
SPORTS COMMENTATOR JOHN BRACE: Yes that’s true. The man with the plan for this was Deputy Chief Executive Kieran Timmins (his line manager was Dan Stephens). However Kieran Timmins has been made redundant. So nobody can ask him questions. The land aspects of Mr. Timmins’ job are now under the remit of Deputy Chief Fire Officer Phil Garrigan.
SPORTS COMMENTATOR 2: So if asked, Dan Stephens can deny all knowledge of the emails released under a Freedom of Information Act request or in fact anything to do with all this?
SPORTS COMMENTATOR JOHN BRACE: His answer at an earlier public meeting was he hadn’t written the emails, then from memory a Labour councillor on the Merseyside Fire and Rescue Authority (who had released the emails) just claimed the Tories were just making it all up.
Although Dan Stephens would be aware of this matter, it would be Mr. Timmins/Phil Garrigan that would be involved in the details. I’m sure Phil Garrigan will brief him ahead of next week’s meeting with answers to questions that are likely to be asked and/or be there in person.
SPORTS COMMENTATOR 2: So what does Dan want?
SPORTS COMMENTATOR JOHN BRACE: He has to work within the agreed policy. The politicians directed him to ask for the land at Saughall Massie and planning permission (or at the very least he has to find somewhere to build a new fire station if the politicians want one).
SPORTS COMMENTATOR 2: So what does Cllr Blakeley want?
SPORTS COMMENTATOR JOHN BRACE: For Dan Stephens not to get the land at Saughall Massie and planning permission and if he has to build a fire station to do it somewhere else.
SPORTS COMMENTATOR JOHN BRACE: Councillors on Merseyside Fire and Rescue Authority did decide to go ahead and ask Wirral Council for the land at Saughall Massie and planning permission.
An interesting twist however, is that Cllr Blakeley seems to be have been stabbed in the back twice by his own side on this issue as both the Conservative government have offered Merseyside Fire and Rescue Service a grant towards the costs of a new fire station and fellow Conservative councillor Cllr Lesley Rennie voted for it too.
SPORTS COMMENTATOR 2: So you’re saying in over 2 years and perhaps millions of words, all that’s happened is arguing, Esther McVey losing her seat and endless rounds of consultation over the £millions this could all cost?
SPORTS COMMENTATOR JOHN BRACE: Yes.
SPORTS COMMENTATOR 2: And nobody thought it a good idea and value for money or sensible to just actually sit down and talk through these issues?
SPORTS COMMENTATOR JOHN BRACE: Officers did that, but thought councillors would just happily rubber stamp it. Large numbers of the public getting grumpy about a political decision makes politicians nervous. Nervous politicians don’t like to make unpopular decisions unless they know the facts so they delay making a decision.
However councillors on the Merseyside Fire and Rescue Authority seemed quite happy to have the people pay for taxis to and from public meetings, showing that a decision by a politician is only unpopular if the public actually knows about it.
SPORTS COMMENTATOR 2: So you’re saying that endless public meetings, consultations, press coverage and over 2 years of political arguments is because no consensus or compromise has been reached?
SPORTS COMMENTATOR JOHN BRACE: Yep, but it’s been great for our viewing and circulation figures isn’t it!?

One of the long running sagas that this blog has reported on has been the future of Upton and West Kirby fire stations. Merseyside Fire and Rescue Service have had two twelve week consultations on this in the last year. The first consultation was on the controversial Greasby library/community centre site in the heart of Greasby village. However in a dramatic U-turn following opposition Wirral Council who owned the site in question withdrew it from consideration part way through the consultation.
The second consultation, which finished on the 18th May and provoked similar levels of opposition to that shown in Greasby but for different reasons also involved a piece of land in Wirral Council’s ownership in Saughall Massie. A decision by Merseyside Fire and Rescue Authority following the second consultation is expected towards the end of June.
The emails make for interesting reading. As there are so many emails in three bundles of correspondence I may split this into different blog posts with half of the first bundle of emails below.
I haven’t included copies of the maps that were provided, however if you wish to view them, they’re on the Whatdotheyknow website. I haven’t corrected any typographical errors in the emails below.

The approx. area for a stand alone fire station with community facilities is about 1 acre. At Prescot (which is likely to be a join police/fire ambulance station) we had identified a 2.4 acre site. Sites require good arterial road access for emergency response.

Thanks for the note….. to be very clear on the first point we expressly asked you to identify potential options. You certainly did not propose a site!
In relation to the other points I hope the comments below might help…..
The footprint we discussed was based upon the PFI stations we have built recently….. in general these are two bay with extensive community facilities. However in general most of the fire stations only house one appliance despite having two bays although we have been quite successful with the ambulance service in sharing sites.I can’t envisage us building an old style fire station without community facilities and would expect to have two bays as well to allow operational flexibility.
All three blue lights services have come under significant pressure to work more closely from government and I think there is a clear public expectation that in these challenging times for public services we would consider the possibility on any new build. In Merseyside we work very successfully with both NWAS and the Police and have several successful operations. In broad terms I would expect the presence of colleague services to be relatively small and not to add significantly to the building footprint (if it does suit their business plans). The PFI stations were designed prior to ambulance requests to move in but we have accommodated them without extension. There are lots of benefits for the local community around joint working by having the services co-located

A couple of initial responses.
– I think it is important to be clear that I responded to a request from MFRS for possible sites for a fire station on council owned land. We came up with two, of which this was one, the other was felt by MFRS to be too close to the current Upton fire station. This is very different to how the email could be read that “David Armstrong proposed” this site. Clearly MFRS has the option to look also at other suitable sites owned by others.
– Our discussions were around a single bay fire station and in that regard the site appeared to have potential, particularly having the front and rear access required by MFRS. The discussion extended to possible inclusion of the community facilities, in line with the very positive developments undertaken by MFRS in Wallasey and Birkenhead.
– I’d envisage that a marked up drawing would come back showing if and how a one bay fire station would fit on the site and possibly a second option of a one bay plus a community facility.
– To the best of my memory, I don’t recall any mention of possible use by police and ambulance “hence the reason for two acres”. I fully support the principle, both for operational and financial reasons but would ask the question – is that going to result in us trying to squeeze a quart into a pint pot here.
– It would be useful to see the footprints of i) single bay fire station, ii) single bay fire station and community, iii) larger joint facility on the land in question.
Sorry if the above sounds negative – I just feel the need to be cautious!

As per our meeting on 8th January 2014 – I am emailing you MFRS understanding in confidence about the land in Greasby (attached )
Summarising the way forward as we discussed:
WBC & MFRS discussed the criteria for development of the Fire station in the land proposed by David Armstrong of WBC as potential option.
You have confirmed that WBC have granted a long-term (99 year lease ) to the local community trust occupying the community centre adjacent to the site. Can you please confirm the area of the site we discussed :
1. With community centre
2. With community centre & Library
3. Without community centre and Library
You stated the approval was granted for the development of supermarket in the red cat premises Can please confirm whether the proposed scheme for Tesco/Sainsbury has been approved adjacent to the site Library which can expand the options available for WBC & MFRS to consider development on proposed sensitive site. (see attached drawing for reference)
As we have discussed with you MFRS anticipate greater interest from associated partners – NWAS & Mersey Police for their respective occupational requirements which is the reason we need minimum of 2 acres of Land to avoid any design issues for a feasible development.
As we discussed – ideally MFRS & WBC can look forward on few options :
1. MFRS can ideally build a Fire station in the proposed land subject to area confirmation.
2. MFRS can develop a Fire station in the proposed land along with community facility while transferring the lease agreements from WBC to MFRS for the existing community centre subject to consultation with community centre and area confirmation.
3. MFRS can develop a Fire station along with a community facility & Library facility within the associated occupant Lands subject to an agreement with WBC for Land and lease arrangements.
4. MFRS & WBC can work together to formulate development template in line with any Tesco/Sainsbury proposals in the adjacent Red Cat premises along with Option 3 mentioned above which can be beneficial to all involved stakeholders and community in general.

You stated the approval was granted for the development of supermarket in the red cat premises Can please confirm whether the proposed scheme for Tesco/Sainsbury has been approved adjacent to the site Library which can expand the options available for WBC & MFRS to consider development on proposed sensitive site. As we have discussed with you MFRS anticipate greater interest from associated partners – NWAS & Mersey Police for their respective occupational requirements which is the reason we need minimum of 2 acres of Land to avoid any design issues for a feasible development.
As we discussed – ideally MFRS & WBC can look forward on few options :
1. MFRS can ideally build a Fire station in the proposed land subject to area confirmation.
2. MFRS can develop a Fire station in the proposed land along with community facility while transferring the lease agreements from WBC to MFRS for the existing community centre subject to consultation with community centre and area confirmation.
3. MFRS can develop a Fire station along with a community facility & Library facility within the associated occupant Lands subject to an agreement with WBC for Land and lease arrangements.
4. MFRS & WBC can work together to formulate development template in line with any Tesco/Sainsbury proposals in the adjacent Red Cat premises along with Option 3 mentioned above which can be beneficial to all involved stakeholders and community in general.

Thanks for the note….. to be very clear on the first point we expressly asked you to identify potential options. You certainly did not propose a site!
In relation to the other points I hope the comments below might help…..
The footprint we discussed was based upon the PFI stations we have built recently….. in general these are two bay with extensive community facilities. However in general most of the fire stations only house one appliance despite having two bays although we have been quite successful with the ambulance service in sharing sites.I can’t envisage us building an old style fire station without community facilities and would expect to have two bays as well to allow operational flexibility.
All three blue lights services have come under significant pressure to work more closely from government and I think there is a clear public expectation that in these challenging times for public services we would consider the possibility on any new build. In Merseyside we work very successfully with both NWAS and the Police and have several successful operations. In broad terms I would expect the presence of colleague services to be relatively small and not to add significantly to the building footprint (if it does suit their business plans). The PFI stations were designed prior to ambulance requests to move in but we have accommodated them without extension. There are lots of benefits for the local community around joint working by having the services co-located

A couple of initial responses.
– I think it is important to be clear that I responded to a request from MFRS for possible sites for a fire station on council owned land. We came up with two, of which this was one, the other was felt by MFRS to be too close to the current Upton fire station. This is very different to how the email could be read that “David Armstrong proposed” this site. Clearly MFRS has the option to look also at other suitable sites owned by others.
– Our discussions were around a single bay fire station and in that regard the site appeared to have potential, particularly having the front and rear access required by MFRS. David – the land on the opposite site of Frankby road to St John the Divine is in the Green Belt so a fire station would be inappropriate development and very special circumstances would have to be demonstrated. However there is potential for significant harm to the Green Belt in this location because of its role in maintaining separation between Greasby and Frankby.

The letter is included below. The gist of it is I can present my petition at the public meeting on the 16th December 2014. I’ve decided to present it myself and not through one of the councillors, considering that at least one of the Wirral Council councillors on the Merseyside Fire and Rescue Authority is well-known for his anti-public meeting filming views.

I also get up to five minutes to state how many people signed the paper and e-petition, what the petition is about and “further supporting remarks”. I’ve decided to not opt for the “deputation” option which would have allowed councillors (including Cllr Steve Niblock if he is present) to ask questions of me.
Whereas I could probably talk on the subject of filming public meetings for more than five minutes, this is certainly a positive step on the road to getting things changed and having a say at a public meeting on the issue thanks to the many who have signed the paper and e-petition so far and the many more who watch the videos I’ve recorded since September of the Merseyside Fire and Rescue Authority meetings.
Moving to more local matters, tonight’s Council meeting has unusually two notices of motion on fire related matters.
The Labour motion “Government’s Fire and Rescue Service Cuts” is down to be debated tonight, I’m not sure what’s happening to the Conservative motion “No Fire Station in the Centre of Greasby” as nothing is now next to it on the agenda published on Wirral Council’s website. This is what each notice of motion states:
2. NO FIRE STATION IN THE CENTRE OF GREASBY Proposed by Councillor Tom Anderson Seconded by Councillor Wendy Clements
Council acknowledges the overwhelming public opposition to a fire station on the site of Greasby Library.
Council notes that this concern relates to the specific site, not to the policy of merging of fire stations.
Council impresses upon Cabinet:
(1) not to gift, sell, lease the land concerned at the centre of Greasby, because of the value it has for the community; and
(2) to ask officers to work co-operatively with Merseyside Fire and Rescue Service in identifying and facilitating a more suitable site for operational purposes and to maintain the amenity of the local people.

3. GOVERNMENT’S FIRE AND RESCUE SERVICE CUTS
Proposed by Councillor Phil Davies Seconded by Councillor Adrian Jones
Council welcomes the announcement by the Leader of the Council to withdraw the Council-owned land in the centre of Greasby from consideration for a new fire station.
Given the Merseyside Fire and Rescue Authority’s obligation to maximise the protection of lives, and of property, it is inevitable that the location of Fire Stations may, from time to time, conflict with local preferences particularly where such structures may detract from the established scenic value of the MFRA’s preferred locations.
The Government’s devastating and unfair cuts to MFRA’s budget have resulted in the unavoidable need to cut the number of Fire Stations in Wirral. The Fire and Rescue Authority’s preferred location of a single Fire Station on a site in the centre of Greasby was based on its assessment of life saving response times. However, this would result in the loss of a much loved local green space.
The Council is asked to continue to work with the Merseyside Fire and Rescue Authority to identify an alternative site in the greater Greasby area.

Cllr Phil Davies answered the seven questions as follows, “Thank you Mr Mayor. Cllr Green has asked me about rumours circulating et cetera, I’ve got nothing to add to the email from the Chief Executive issued to all Members of the Council on the 7th October.
To Cllr Denise Roberts, the visit to China, yes I was actually delighted that our Government sent out a high powered delegation of actually six politicians, the Chancellor of the Exchequer, four Government Ministers (I’m not sure who the Government Ministers are) and the Mayor of London together with civil servants and business people. And you know the serious point about this is that, and I again I applaud George Osborne, because he I think quite rightly in a speech he made this morning, did comment on the importance of increasing the links with China as a global market which is growing aggressively and we need to in Britain I think we need to be very mindful of that and try and use every opportunity we can to ensure that our residents benefit from investment, jobs which can be secured from that growing economy and I was delighted to be part of the delegation which visited China recently.
I know the Leader of the Opposition Cllr Green and the former Leader of the Liberal Democrats Cllr Harney have also been out to that country and the scale of progress is absolutely staggering. It really is the pace of the recruitment and the government there have a policy now of encouraging their companies to look at Western countries to invest in and therefore I think it’s essential actually for the local authorities to take advantage of these opportunities to secure jobs and investment. The International Trade Centre, Wirral Waters and the opportunities that exist within our offshore wind sector were two of the areas that we, I certainly focused on while I was over in China.
In terms of just while I’m on my feet, Cllr Blakeley, the reason why I didn’t mention the school links, it was literally a proposal that we handed to the Mayor of Taicang for a school teacher exchange program which they’d expressed an interest in. So it was an element of the visit but the two main reasons to go out there was one to support Peel on getting jobs and investment in the ITC and secondly to get wind power companies to look at doing a partnership with Cammell Lairds. So it wasn’t the main element but it was an element.
And the issue about gifts, again as the other leaders who’ve been out to China will testify, it is protocol that when you visit China you exchange gifts, we’ve done that on previous visits and when delegations come over here they’ve done that. We took over some gifts which unfortunately got stuck in Chinese customs, they’ve come back at no extra cost to the Council and indeed we will use them because we’re expecting a delegation from China to visit us in the next couple of months so they will be used.
Stuart Kelly asked about the the SME contractors that we use and making sure that we report back on the ten day target. Stuart I’ve not forgotten that, the report’s not been completed yet for Cabinet. It’s my intention that that will still be tabled, I’m not exactly sure when but I give you my assurance that I will check with the relevant officer and drop you a note exactly when that is expected to come to Cabinet.
OK, Stuart Wittingham, I’ve dealt with Chris Blakeley’s questions, Stuart Wittingham, yeah Stuart I think all those I’m delighted to thank all the elected Members who attended the second annual conference at the Floral Pavilion on Saturday. Obviously some groups were, some Members were unable to attend and you know I understand that there were other commitments. However, I think those people who were there, I certainly got very good feedback about the event.
We had two very good speakers, one the Chief Exec of the LGA and one the Chair of Local Government Association Improvement Board and I think we had a good debate about the future model for the full Council in the next few years. I wanted to stress that this is the start of a debate and there’ll be other opportunities, Scrutiny Committees, in individual groups before we have our policy Council at the start of December where we will revisit our Corporate Plan, so I think that was a very … day and again I’m very grateful to officers and Members and our partners in that.
Right onto Cllr Hodson, again Wirral Waters and the ITC I think I’ve emphasised how important that is for the future economic prosperity of Wirral. On his invitation to congratulate Esther McVey on her promotion … I mean clearly on a personal level I will say congratulations, however I sincerely hope her record on employment is much more successful than the horrendous cuts that’s she’s presided over.
Disabled people in this country are some of the poorest groups in this country. I hope, I sincerely hope that she uses that position to persuade George Osborne that he’s got the policy direction in terms of the economy completely and utterly wrong and he needs to rethink now. And then finally Mr Mayor, Mark Johnston asked me about the progress on the International Trade Centre scrutiny report which he was involved in when he was Chair of that particular scrutiny committee.
I can tell Mark that clearly as I’ve mentioned the ITC does remain a key priority for the Council working with our colleagues in Peel. I think we’ve offered significant support to and that continues to Peel including the use of Birkenhead Town Hall as a key visitor’s centre for overseas visitors. An internal working group of officers has been set up Mark to take forward the recommendations from the scrutiny committee’s report and various actions have been allocated across Council departments depending what each recommendations are to ensure that a rapid start can be made once the actual development has, we’re expecting construction to start in the early part of 2014.
At the moment businesses are being signed up over in China, some of the actions do have resource requirements and you know we need to look at that in the context of the Budget and I think it is more appropriate to undertake that at a point just before development starts. The trigger point for implementing the actions from the scrutiny report will be receipt of the reserved matters application, phase 1 of the ITC, but I’ve been assured, because I’ve asked a question and you’re kind enough to give me notice that you’re bringing this up tonight so thank you for that Mark.
Officers have assured me that they will pull together the cross party working group very soon indeed, in the next couple of months, so Members that were involved in that piece of work can ensure themselves that you know progress is being made against each of the recommendations in the report, that answers the question.”
