What’s in Wirral Council’s 96 page Hoylake Golf Resort contract (part 2)?

                                           

Earlier this year, as a result of a First-tier Tribunal case in which I was not a party (although I had made the original information request) I received a redacted copy of the 96 page Development Agreement between Wirral Borough Council and Nicklaus Joint Venture Group Limited that is for the Hoylake Golf Resort project (or Hoylake International Golf Resort as it’s referred to in the Development Agreement).

In February I published images of the first 25 pages, as well as the index and cover page. I also linked to a copy of the whole contract.

At there are questions about the Hoylake Golf Resort likely to be asked at the Wirral West Constituency Committee on Thursday evening, I thought it might be useful to publish images of some more of the pages of rest of the contract.

Since a legal change in August 2014, I have filmed eleven public meetings of Wirral Council’s Birkenhead Constituency Committee with no problems.

The press release issued by the Ministry of Housing, Communities and Local Government in 2014 can be read at that link.

The 2014 legal change contained in the Openness of Local Government Bodies Regulations 2014 amended both the Local Government Act 1972 and Public Bodies (Admission to Meetings) Act 1960 (both of which had previously given a power to Wirral Council to stop filming at public meetings).

Last Friday I published 477 new households a year required on Wirral according to Office for National Statistics, not 803 new households a year as Wirral Council claims; who is right and does Wirral’s greenbelt need to change? which appears to have led to articles in the Wirral Globe, Liverpool Echo, Wirral Leaks, Planning Resource, North West Place and a piece in the Council’s newspaper Wirral View (links are below).
