One of the reasons I have had not had all twelve days of Christmas off, is because next week there are two Merseytravel public meetings.

The one on the afternoon of Thursday 7th January (starting at 2.00pm in the Authority Room, 1st floor, Merseytravel Headquarters, No. 1 Mann Island, Liverpool, L3 1BP) is a meeting of all twenty councillors on the Merseytravel Committee (which is now part of the Liverpool City Region Combined Authority). This committee has councillors from Halton, Knowsley, Liverpool, St Helens, Sefton and Wirral. You might point out that although being called Merseytravel, Halton isn’t in Merseyside but Cheshire (but it is part of the Combined Authority).

The Wirral representatives on Merseytravel are Cllr Ron Abbey (Labour), Cllr Jerry Williams (Labour), Cllr Steve Foulkes (Labour) and Cllr Les Rowlands (Conservative (the two opposition councillors who aren’t in the Labour Party of which he’s one call themselves the Merseytravel Alliance)).

It’s not a long agenda and I am looking forward to the Merseyrail question and answer session, but as you’ve probably guessed this piece is going to be about the Mersey Ferries.

Somebody at Merseytravel paid consultants called Mott McDonald to write a report on the Mersey Ferries. You can read the covering report and consultant’s report on Merseytravel’s website. Mott McDonald also involved two other firms of consultants Peter Brett Associates and Graham & Woolnough.

The bit in the consultants’ report that has been causing a lot of political concern this side of the River Mersey is the part that states,

"Unfortunately, due to the extensive capital investment required in the near future, it is recommended that Woodside terminal is mothballed and the pier infrastructure removed."
 

Obviously this would mean if that was ever decided that the Mersey Ferry would just go between the Pier Head in Liverpool and Seacombe. I presume if that happened that would mean the end of the U-Boat Story tourist attraction which is part of that complex too (all about a German submarine called U-534), the cafe there and Birkenhead would lose out on visitors.

There is an emotional connection people have this side of the water to the Mersey Ferries and I’m sure there are people still alive that remember when it stopped at New Brighton and New Brighton was a bustling seaside resort.

One of the councillors on the Merseytravel Committee, Cllr Jerry Williams is the Heritage Champion and I’m sure he could wax lyrical about how important the Mersey Ferries are for Wirral’s tourism.

For the last twenty-six years the running of the Mersey Ferries has been through a company controlled by Merseytravel called Mersey Ferries Limited. I quote from its latest accounts:

"The results of the company for the year show a loss on ordinary activities before tax of £230,468 (2014 – £243,486). This loss is wholly attributable to the trading activity of the tourism-related business (Spaceport and U534) as the core transport activity continues to receive revenue support grant from its parent undertaking."
 

So, Merseytravel needs to run/market Spaceport and U534 better, whether this means asking people who buy Mersey Ferry tickets if they’d also like to purchase a ticket for Spaceport/U534 and/or just better publicity/marketing anyway Merseytravel have been criticised in the past by their auditors for the tourism side of matters.

However a more detailed look at the accounts shows that Mersey Ferries Limited employ 52 staff (an annual wage bill of £1.6 million) but Mersey Ferries Limited don’t own the Mersey Ferries or the terminals at Woodside, Seacombe and the Liverpool Pier Head.

These assets (the boats and the terminals) are owned by Merseytravel.

I am now going to make a comparison to the business I’m in as this point is raised in the consultant’s report.

As you can’t get to and from a lot of the public meetings I report on by public transport, sadly some means of private transport is vital.

Being somebody with a bit of foresight I put money aside out of what I earn in case there was a major capital expenditure on that front. Sure enough last year the car failed its MOT and I had the money to buy another at a cost of £2,500 (because I’d had the foresight to put money aside). It was only sensible from a management perspective to do this. Of course in the public sector, it would probably be a risk on a risk register.

Merseytravel (according to the consultant’s report) is in the same situation. The Mersey Ferries are getting older, so are the terminals and both are costing more to repair. However being consultants they seem to view everything through the lens of a business and the private sector, all about making money when the public sector isn’t like that.

The sensible thing would’ve been to have a reserve capital fund to pay for these types of issues. I’ll hear on Thursday afternoon more detail.

However back to the Mersey Ferries, from a political perspective Birkenhead’s politicians are united (including Rt Hon Frank Field MP) that mothballing Woodside is frankly (no pun intended) a bad idea.

Now you will probably ask, is this going to be like the annual vote on whether to put up the Mersey Tunnel tolls? Wirral’s four representatives huff and puff and say what a bad idea it will be, vote against it but are then outvoted by the rest of the Merseytravel councillors? Who knows?

However the Mersey Tunnels are why the Mersey Ferries aren’t as well used as they used to be. The Mersey Tunnels were built using borrowed money. In fact if we look at Halton, £470 million was found (who knows what the final cost will be) for a bridge over the River Mersey there.

Compared to the cost of a new bridge, the costs of keeping the ferries and terminals going seem quite small.

When there’s a political will to do something the money can be found!

Indeed the report states having the Mersey Ferries brings wider economic benefits to the City Region.

Now there will be a future, more detailed reports about the Mersey Ferries brought to a future meeting of Merseytravel.

I am going to make a point I have already made at the cost of perhaps sounding unpopular. There is a large surplus on tunnel tolls used to prop up Merseytravel’s budget and save it going cap in hand to the local councils for more money.

My view was that as the Mersey Tunnels (built on borrowed money) adversely affected the popularity and viability of the Mersey Ferries that one should subsidise the other. As I’ve already pointed out the Mersey Ferries are a big draw to tourists and bring wider economic benefits to the region.

The tunnel tolls (which are decided by the Liverpool City Region Combined Authority on the recommendation of Merseytravel) have of course been a thorny political issue for a long time. Many people feeling that politicians have forever promised at election time that one day they will be scrapped but that they never are. Indeed political promises were made in the lead up to the General Election and the Combined Authority requested a report (which seems to be a long time in the writing).

However I am going to state my own personal viewpoint now. Whatever the rights and wrongs are over the Mersey Tunnel tolls, it’s one of the few things that Merseytravel/Liverpool City Region Combined Authority can control as the district council treasurers would no doubt be against an increase in the levy on the district councils (yes I realise budgets are ultimately decided by politicians). Although transport (due to the economic benefits it brings) is a priority from national government, Merseytravel can’t expect large increases in its grant.

Mersey Ferries compete against the trains, buses and other forms of transport that go through the Mersey Tunnels. However tourism is a big part of the economy in these parts. Blue Badge tourist guides take groups of people on the Mersey Ferries and transport has always been subsidised. Transport brings economic benefits.

However the consultants don’t see the big picture. They just see it like running a private business whose aim is to make a profit, the public sector ethos is not like that. The public sector runs services for the benefit of the public paid for through taxes.

It would be very sad if the Mersey Ferry terminal at Woodside was lost because of the short-sighted nature of consultants. Yes I was born in Birkenhead and most people see the Mersey Ferries at Woodside as part of the fabric of Birkenhead.

I realise what I have stated about Mersey Tunnel tolls will not be popular, I’m not advocating that they should go up. I just feel that as the Mersey Tunnels were built with borrowed money that it’s an unfair form of competition to the detriment of the Mersey Ferries. Hundreds of millions can be found to build a new bridge across the Mersey, yet much smaller amounts to keep the Mersey Ferries and terminals going can’t? It doesn’t make sense.

For those not from Merseyside and reading this in far-flung lands, I had better first explain what the Mersey Tunnels are. Anyone local to Merseyside reading this can skip the next paragraph.

Liverpool is separated from the peninsula of the Wirral by the River Mersey and beneath the River Mersey are two road tunnels and a railway tunnel (the railway tunnel that opened in 1886 is not the focus of this article). One road tunnel connects Liverpool to the town of Birkenhead (called the Queensway Tunnel) and the other with the town of Wallasey (called the Kingsway Tunnel). The Birkenhead Tunnel opened in 1934 and the Wallasey Tunnel in 1971. Both road tunnels are tolled with the current cash toll for cars being £1.70 (different rates apply for those who pay by Fast Tag or different sizes of vehicles).

The issue of the tunnel tolls has been a long running political issue locally and each year the tunnel tolls are set by local politicians. For years the local transport body called Merseytravel (which was then eighteen councillors from the various parts of Merseyside) decided on the Mersey Tunnel tolls. As the Liverpool City Region Combined Authority (LCRCA) was created in April 2014, it meant that this year the tolls decision was made by the LCRCA (on a recommendation from the Merseytravel Committee).

The LCRCA comprises the elected leaders of each Council on Merseyside, the elected Mayor of Liverpool, the Chair of the Local Enterprise Partnership and the Leader of Halton. The Chair of the Local Enterprise Partnership (as detailed in the LCRCA’s constitution) doesn’t have a vote when the Mersey Tunnel tolls are set and the Leader of Halton abstained in the vote this year because Halton’s not part of Merseyside.

Earlier this year, in the lead up to the 2015 General Election (to elect MPs) and 2015 local elections (to elect local councillors) politicians from both the Labour and Conservative parties made soothing noises to the public about the issue of tunnel tolls.

Once the running costs of the tunnels and debt repayments are paid out of the money received through tolls, there is now a surplus of around £16 million. The generally accepted position is that legislation, in this case the Mersey Tunnels Act 2004 means that any surplus tolls are only spent on transport projects that are in the Local Transport Plan.

However returning to February 2015 (see video of that meeting above which should start at the right point) politicians on the LCRCA agreed to a freeze in toll charges.

The Mayor of Liverpool Joe Anderson, seconded by the Chair of the LCRCA Cllr Phil Davies moved the following motion (agreed at February’s meeting of the LCRCA as you can read in the minutes):

The Combined Authority (CA) calls on:

  • The Chair of the CA to set up a task group to consider options open to the CA to reduce costs of tunnel tolls and its impact on infrastructure and transportation;
  • The Head of Paid Service of the CA to produce a report for discussion to inform the setting of tunnel tolls for 2016/17;
  • The CA to press for a review of the Mersey Tunnel Act in any on-going devolution negotiations.

The Mersey Tunnel Users Association feels that the recently approved devolution asks of the Liverpool City Region Combined Authority as reported earlier this month on this blog, which include asking the government for a legislation change so that surplus tolls can be spent on "wider broader infrastructure and economic development and transport infrastructure across the city region" is a U-turn on what politicians’ position was before the election.

John McGoldrick, secretary for the Mersey Tunnel Users Association (MTUA) stated,

"Assuming that the politicians meant what they said earlier this year, then it looks as if they have done a u-turn and the users of the Tunnels are to be sold down the river. Instead of stopping the profit taking and reducing tolls, it seems that the City Region’s aim is to use the tolls profits on economic development or infrastructure "across the city region". The people who voted in the May elections have been duped over what Labour’s tolls policy was.

The Conservative party also made promises about reducing or abolishing tolls. It is not yet clear what the Government is going to do and whether they will honour what the Chancellor and others said before the May elections. We urge all drivers and businesses to raise this issue with their MP and local councillors."

The motion to the special meeting of the Liverpool City Region Combined Authority meeting that met on the 2nd September and approved the devolution asks of government made it clear that before any devolution deal offered by the government was approved, that the constituent councils would have to agree and there would have to be consultation.

Each of the constituent councils in the LCRCA are Labour controlled and those that make these decisions on this matter on the Liverpool City Region Combined Authority are all Labour politicians.

It remains to be seen what the Conservative government’s response will be to the request for greater flexibility on what surplus tunnel tolls can be spent on.

However the MTUA is also against the spending of tunnel tolls on transport projects. John McGoldrick of the MTUA added "Obviously the MTUA aim is no tolls, but as a minimum we want a stop to the use of tolls for non Tunnels purposes."

At a meeting of the Liverpool City Region Combined Authority, councillors, the Mayor of Liverpool and co-opted members agreed a revised set of recommendations. The revised recommendations appeared only minutes before the meeting started.

The revised recommendations approve a request to the Conservative government to devolve powers to the city region as part of a devolution deal.

Here are the original recommendations (with the crossed out parts deleted by the revised recommendations):

It is recommended that the Liverpool City Region Combined Authority:-

(a) comments upon, and endorses the devolution themes that will form the basis of the Liverpool City Region’s input to the Comprehensive Spending Review on the 4 September 2015 (NB: this detail will form the basis of a follow-on report for members’ consideration); and

(b) notes that the devolution process will remain an iterative process and that further information will be presented to future meetings of the Authority, for members’ consideration."

Here are the revised recommendations agreed today:

1.1 Liverpool City Region Combined Authority is recommended to:

  1. Approve the initial scope of the proposals as outlined in the supplementary report and the presentation made to the Combined Authority as the Liverpool City Region’s formal submission to the Government’s Comprehensive Spending Review, subject to a delegation to the Head of Paid Service in consultation with the Chair of the Combined Authority and the Lead Officer: Economic Development to make any drafting amendments to the final document;
  2. Continue negotiations with Government over the Autumn period in advance of the publication of the outcome of the Comprehensive Spending Review to secure a bespoke devolution ‘deal’ for Liverpool City Region which will:
  1. Drive economic growth and increase productivity;
  2. Reduce costs and improve outcomes across the whole of the public sector;
    and
  3. Improve social outcomes and better health and wellbeing for local residents.
  1. Note that any actual agreement with Government would require the approval of constituent Councils with appropriate consultation put in place;
  2. Note that devolution negotiations are an iterative process and that further information will be presented to future meetings of the Combined Authority, for Member’s consideration and approval; and
  3. Note that any Agreement will only be signed by both the Constituent Councils and Government when both parties are fully satisfied with the final details of the Devolution Deal.

So what are the proposals that the Liverpool City Region Combined Authority are asking the government for?

The proposals are in this supplementary report and include the points below (plus other asks):

  • Abolishing Merseyside Fire and Rescue Authority and transferring its functions to an elected Liverpool City Region Mayor
  • Abolishing the Office of the Police and Crime Commissioner for Merseyside and transferring its functions to an elected Liverpool City Region Mayor
  • Asking for a legislation change so that any surplus Mersey Tunnel tolls can be used for economic development
  • “the repayment of historic Mersey Tunnels debts by government”
  • Development Corporation Status for the Liverpool City Region
  • Creation of a Land Commission
  • “Designation of catapult Centres in the City Region for Manufacturing Technology Centre focused on marine and renewable energy and a Centre of Excellence for Infectious Diseases”
  • “A Free Trade Zone designation for the Liverpool Wirral Port system that includes provision for Global Zone-to-Zone Transfers, No Duty on Value Added and Enhanced Customs Warehousing”
  • “We want government to give us a long-term Special Rail Grant (SRG) to help
    secure a new fleet of Merseyrail trains.”
  • “the development of a generation system of regional significance, for example, an offshore tidal lagoon”
  • Also requested are “asks” under the headings of “cultural partnership and creative dock”, “community safety, enforcement, licensing and regulatory services”, “education”, “children’s services” and “health, wellbeing and social care”

Certainly the Liverpool City Region Combined Authority is asking for many changes from the government, which if agreed in principle will be subject to consultation.

Here are what some of the people on the Liverpool City Region Combined Authority had to say at today’s public meeting that agreed the proposals:

Mayor Joe Anderson (Mayor of Liverpool, Liverpool City Region Combined Authority) said, "There will be opportunities, there also will be more negotiations of more substance with businesses, with other political parties, with other interested groups like health, the voluntary sector, the trade unions and others to engage and involve themselves in the process."

Cllr Phil Davies (Chair, Liverpool City Region Combined Authority) asked, "In the near future presumably we’ll be drawing up a consultation programme if you like as the negotiations roll out?"

Following cross-party support for no rise in Mersey Tunnel tolls from councillors on the Merseytravel committee, councillors on the Liverpool City Region Combined Authority last week agreed with Merseytravel’s recommendation not to increase the tolls. Cllr Liam Robinson called on both Arriva and Stagecoach to “support local people” and “at the very least freeze their fares” in response to the news.

The Liverpool City Region Combined Authority went further than just agreeing with Merseytravel’s recommendation to not increase tolls this year and agreed to set up a task group to look into whether tunnel tolls could come down in future years. The task group would also call for a review of the Mersey Tunnels Act.

Cllr Phil Davies who seconded the motion creating the task group said, “I think it is timely that we do look at the whole arrangement, costing and pricing et cetera for the tunnel tolls because you know we seem to go through this annual process and it seems to inexorably increase year on year. So I do think it is a good idea to set up a task group where we can look at in-depth all of these issues and I think it’s absolutely again the timing is excellent in terms of the devolution agenda and that really plays into that and our asks.”

John McGoldrick of Mersey Tunnel Users Association, a campaign group who have long campaigned for the scrapping of tunnel tolls, “We were very pleasantly surprised at today’s decision to look again at the whole question of Tunnel’s financing and the level of tolls.”

Wirral Council have provided a further four pages of expenses returns for Councillor George Davies. Cllr George Davies is a Labour councillor for Claughton ward. His expenses return are for car mileage, tunnel tolls (cash and Fast Tag), car parking and tickets. These four pages cover the period of 11th July 2013 to 13th November 2013.

The tunnel toll of £3.20 on 1st August 2013 is a return trip through the Mersey Tunnel using cash. However on 11th September 2013 (£2.60) and 18th September 2013 (£2.60) these other trips are return trips using a Fast Tag. Cash tolls were £1.60 (each way) during this period and Fast Tag was £1.30 (each way).

There is an entry for £2.50 for two tickets for the 29th October 2013 which relates to the Child Poverty Working Group. I’m not sure exactly what it’s for as it’s written in the “tolls and parking” group and appears to not relate to tunnel tolls.

On the mileage side thankfully Cllr George Davies has provided mileometer readings.

For example on a trip to visit Chief Officers on the 29th July 2013, his start mileage is 53960, his finish mileage is either 53970 or 53974 (as both figures were written here although it looks like 53974 is the later figure) and mileage claimed is 14 miles.

His four page claim consists of:

658 miles travelled @ £0.40/mile = £263.20
Tunnel toll (cash) @ £1.60 each * 2 = £3.20
Tunnel toll (fast tag) @ £1.30 each * 4 = £5.20
Parking (18/9/13) = £2.80
Tickets (29/10/13) (2) = £2.50
Unknown but probably parking (31/10/13) = £1

Total: £277.90
