Wirral Council’ Cabinet this morning agreed to a 150 year lease to Merseyside Fire and Rescue Authority of land it owns in Saughall Massie for a new fire station.

Although this call in meeting about the Hoylake Golf Resort was last year, as Wirral Council have recently received the Funding Strategy from the developer (Nicklaus Joint Venture Group Limited), a decision by Wirral Council’s Cabinet on the next stage is expected in the couple of months.
Good afternoon and I welcome the members of the public. It’s spot on four o’clock. Errm, as everybody’s aware we’re here this afternoon for a call-in errm to discuss the merits and the demerits of Hoylake Golf Resort and I’d like to start the proceedings by calling errm Councillor Blakeley please. You’ve got five minutes Chris.
A week tomorrow (2nd October 2017) Wirral Council’s Cabinet meets in Committee Room 1 at Wallasey Town Hall starting at 10.00 am. On the agenda is a report in Cllr Phil Davies’ name to Cabinet that recommends not only is the new Strategic Regeneration Framework agreed as policy but also recommends to Council that the Strategic Regeneration Framework is adopted as a “material planning consideration” and that it’s used in the Core Strategy Local Plan.
So what does this mean? If the Strategic Regeneration Framework (which includes the Hoylake Golf Resort project) is adopted as a planning policy by Wirral Council, then this will be a material consideration in favour of approving any future planning application for the Hoylake Golf Resort that the Planning Committee will decide upon.
At the moment due to the greenbelt nature of the site proposed for the Hoylake Golf Resort, Wirral Council’s planning policies only allow development in “very special circumstances”.

As you can see from the invoice above Don Latham Management Consultancy charged Wirral Council a total of £726.20 for 1 day of work facilitating the “Members Allowances Panel” (members means councillors) on the 7th June 2016.
The invoice also shows that Don Latham Management Consultancy charged Wirral Council £89 for bed and breakfast (although it isn’t mentioned where he stayed), £187.20 in mileage (416 miles times 45 pence) in addition to his hourly rate of £450 a day.
As a result of the Members Allowance Panel meeting on the 7th June 2016, the Members Allowance Panel produced a three page report (Joe Blott’s name is incorrectly spelt in the report as Joe Blot), with a three page appendix.
The only recommendation for change in the report, was that the amount that councillors could claim for using their own car be increased from 40 pence a mile to 45 pence a mile. This was proposed by Cllr Phil Davies, seconded by Cllr George Davies and agreed by the fifty-eight councillors present at a meeting of Wirral Council’s councillors on the 11th July 2016.

Wirral Council asks for bids on £275,000 contract for broadcasting its public meetings

At Wirral Council’s Budget meeting in March 2017, included in Labour‘s budget was £225,000 for a webcasting/audio/electronic voting replacement described as “webcasting for committee meetings”.
At the time, the Liberal Democrats opposed this. They stated in their Budget that they believed “that this item should be withdrawn until the costs have been fully investigated and the benefits have been fully assessed and justified.”
In August Wirral Council published two notices in the Official Journal of the European Union. The first notice was published on 23rd August 2017, followed by a change to accept variants. By this point the price had gone up to £275,000 (excluding VAT).
Wirral Council came up with a webcasting Invitation To Tender which asks for the submission of tenders by 12 noon on the 20th September 2017.

In Wirral Council’s invitation to tender it states, “it must also be fully compatible with the Mod Gov case management solution: http://www.moderngov.co.uk/.
The contract also requests an electronic voting system for public meetings of all Wirral Council councillors in the Council Chamber. In response to a question, Wirral Council stated that the current system of counting votes by which councillors had their hands up was “unreliable”.
If Wirral Council accepts one of the bids, the contract is expected to start on April 1st 2018 and run for three years.
